Self-Help Groups to Play Key Role in Delhi’s ‘Har Ghar Tiranga’ Campaign: CM Rekha Gupta
New Delhi, July 2026 : The Delhi Government is gearing up for the ‘Har Ghar Tiranga 2026’ campaign ahead of Independence Day, with a strong focus on public participation, patriotism, and national unity. As part of the initiative, Self-Help Groups (SHGs) across the national capital will play a significant role in manufacturing the National Flag, providing both livelihood opportunities and economic empowerment to thousands of members.
Chief Minister Rekha Gupta announced that the Delhi Government will procure around two lakh National Flags from eligible SHGs. These flags will be distributed during the ‘Har Ghar Tiranga’ campaign, under which the government has set a target of distributing more than 15 lakh Tricolours across Delhi.
The Chief Minister said the ‘Har Ghar Tiranga’ campaign is much more than a flag-hoisting programme. It is an opportunity to strengthen the spirit of patriotism, national unity, and people’s participation while simultaneously creating economic opportunities for community-based organisations.
“This campaign is not just about hoisting the National Flag; it is about inspiring a sense of pride, unity, and active citizen participation. The Delhi Government is committed to making this campaign a success with the involvement of every section of society while also empowering Self-Help Groups economically,” she said.
Rekha Gupta noted that integrating SHGs into the flag-making process reflects the government’s broader vision of linking public welfare initiatives with sustainable livelihood opportunities. According to her, members of these groups will directly contribute to the creation of the Tricolour, the country’s most revered national symbol, while earning an income and becoming active participants in a nationwide patriotic movement.
Under the State Urban Livelihood Mission (SULM), the Delhi Government has identified eligible SHGs that will manufacture the two lakh National Flags. SULM works to strengthen the livelihoods of urban poor by promoting self-help groups, skill development, entrepreneurship, and self-employment.
Officials said the initiative will provide SHGs with a valuable opportunity to contribute through their community institutions while reinforcing long-term livelihood prospects. The project is also expected to enhance the financial independence of SHG members by creating meaningful employment linked to a national campaign.
The Chief Minister reiterated that the Delhi Government aims to advance development through community participation. By involving SHGs in the ‘Har Ghar Tiranga’ campaign, the government seeks to strengthen grassroots institutions, promote inclusive economic growth, and encourage wider citizen engagement.
The government has also clarified that every National Flag produced by SHGs will strictly adhere to the Flag Code of India, 2002, along with all subsequent amendments, the Prevention of Insults to National Honour Act, 1971, and all prescribed technical standards. This will ensure that every Tricolour upholds the dignity, respect, and national pride associated with India’s National Flag.
Rekha Gupta further stated that the government intends to make the campaign a true mass movement by ensuring broad public participation. In addition to the two lakh flags manufactured by SHGs, the government will procure additional National Flags through online marketplaces to meet its target of distributing over 15 lakh Tricolours across the city.
She said the objective is to ensure that the spirit of the ‘Har Ghar Tiranga 2026’ campaign reaches every household in Delhi. Involving Self-Help Groups, she added, not only strengthens patriotic sentiment but also serves as an important step towards empowering local communities, generating employment, and promoting inclusive development.
