Delhi to build a modern integrated complex for children in conflict with law
Special facility in Alipur with capacity for 700 children; focus on reintegration into normal life

New Delhi, January 2026 : Chief Minister Smt. Rekha Gupta said that the Delhi Government will construct a modern integrated complex equipped with state-of-the-art facilities for the reform and rehabilitation of children in conflict with the law. The complex will have a capacity of approximately 700 children and will accommodate those awaiting hearings before the Juvenile Justice Board under the Juvenile Justice Act, 2015, as well as those found guilty of offences. The focus of the facility will be on reintegrating these children into normal life.
The decision was taken at an important meeting held under the chairpersonship of Chief Minister Smt. Rekha Gupta with members of the Juvenile Justice Committee. Senior officials from the Department of Women and Child Development were also present. The meeting involved detailed discussions on the legal, social and humanitarian aspects concerning children, and a consensus was reached on the need to develop a comprehensive, safe and modern system in Delhi for children in conflict with the law.
Following the meeting, the Chief Minister informed that several homes for such children currently exist in different parts of Delhi, many of which are decades old. Therefore, the Government has decided to construct a state-of-the-art integrated complex for the residence and rehabilitation of these children. The complex will be developed on around eight acres of land in Alipur. It will house children whose cases are under trial before the Juvenile Justice Board, as well as those who have completed legal procedures in their respective cases. The proposed integrated complex will provide facilities such as education, sports, yoga, mental counselling, behavioural correction and skill development, enabling children to return to a normal life.
The Chief Minister said that the integrated complex will function as a secure protection system for children and will also serve as a guiding model for other states. It will not be a punitive institution; rather, it will be developed with the objective of providing a safe environment, a dignified life and opportunities for reform. She clarified that, in keeping with the core spirit of the Juvenile Justice Act, the system will focus on integrating children into the mainstream of society rather than isolating them.
According to the Chief Minister, children residing in the complex will be engaged in age- and need-appropriate daily routines, sports activities and creative pursuits to help build self-confidence and prepare them for the future. The Government endeavors to create an environment where children can learn and progress without fear or a sense of inferiority. The Chief Minister emphasised that the Delhi Government firmly believes that a child in conflict with the law is not a criminal, but someone deserving protection and guidance, and it is with this philosophy that the integrated complex will be developed.
