Lucknow, February 2026 : Participating in the discussion on the motion of thanks on the Governor’s Address, the Chief Minister also raised several serious questions before the Leader of the Opposition. He said, “Before 2017, goons and mafia were being nurtured under state patronage in Uttar Pradesh. The Leader of the Opposition himself mentioned some such names, while he hesitated to mention many others. Our government had spoken about a policy of ‘zero tolerance’ from the very first day and even today the government is functioning under its zero tolerance policy. Whoever commits a crime will be brought within the ambit of law.

CM added, before 2017, goons and mafia nurtured under state patronage were running a parallel government. They were promoting the culture of gunda tax, illegal extortion and One District One Mafia. Law had become the preserve of a few hands. Curfew and riots were a common occurrence. Festivals had become synonymous not with faith but with fear. The morale of the police was broken. Neither daughters were safe nor were traders secure. The image of the state had become synonymous with anarchy and instability and today Uttar Pradesh is a state of celebration, not unrest.

The Chief Minister said, record police recruitments, a new phase of women empowerment, modern policing and strong cyber and forensic infrastructure are today the identity of Uttar Pradesh. Whether it is cyber crime, prompt and emergency services, or zero tolerance towards crime and criminals, today rule of law can be seen in Uttar Pradesh. Robust law and order has transformed Uttar Pradesh from a fear zone to a faith zone. There is no atmosphere of fear now, there is faith in the hearts of people. A resident of Uttar Pradesh can travel to any district without fear.

He added, “The culture of curfew has been replaced by a culture of zero tolerance. In place of riots, festive and temple economy is growing. Who would have thought that crores of people would come to Ayodhya? In the 2013 Kumbh in Prayagraj, a total of 12 crore devotees arrived and this time 21 crore devotees have come during the Magh Mela itself. This is the change. The Magh Mela used to be associated with Kalpvasis, but the record created in this Magh Mela is a symbol of people’s faith. Now there is neither curfew nor riot here, in UP everything is fine.

The Chief Minister said, today women feel secure in Uttar Pradesh and traders have a fear free environment. In these eight years, more than 2,19,000 police personnel have been recruited. Out of this, 20 percent women have been mandatorily included. The training capacity of the police has been increased many times. Youth from every district have received opportunities in police recruitment without discrimination. Unprecedented development has taken place in police infrastructure facilities. Earlier police personnel used to live in dilapidated barracks.

CM also added, “Today if you visit districts, you will find high rise buildings serving as police infrastructure facilities. When it comes to modern policing, seven police commissionerates have been established, for which your government could never take a decision. We implemented the forensic science ecosystem in the state. Three new laws have come into force and a State Forensic Institute has been established in Lucknow. Degree, diploma and certificate courses have already commenced”.

The Chief Minister said, before 2017 there were only two cyber crime police stations, today there are cyber crime police stations in all 75 districts. In addition, every police station in the state has a cyber help desk. So far, this system has also contributed to recovering and preventing thousands of crores of rupees that were being extorted by cyber criminals. After the implementation of three new laws, forensic evidence has been made mandatory in every crime where the punishment is more than seven years. Earlier two or three labs were functional in Uttar Pradesh, today we have established 12 A grade labs and six are under construction. Two forensic vans have been provided in every district so that evidence can be collected and criminals can be punished. These are efforts made in a new direction.

Referring to the Safe City initiative, the Chief Minister added that whether it is Mumbai or Gujarat or Uttar Pradesh, only the BJP can provide security everywhere. In Uttar Pradesh, we have implemented the Safe City target in 17 municipal corporations including Gautam Buddh Nagar district. CCTV camera coverage at every district headquarters is being monitored through Integrated Command and Control Centres. The Uttar Pradesh Special Security Force has also been constituted in the state. Along with this, 34 companies of PAC have been reorganised and revived, because it is the nemesis of rioters. Any party that supports riots does not support PAC.

CM also added, “During the tenure of the Samajwadi Party, there was a conspiracy to virtually dismantle it. Now along with its reorganisation, three companies of Women PAC have been formed and three more companies are going to be formed. The three Women PAC companies that have been formed have been named after Veerangana Uda Devi in Lucknow, Veerangana Jhalkari Devi in Gorakhpur and Veerangana Avanti Bai Lodhi in Badaun. Three new battalions are going to be formed”.

5.46 crore Ayushman Golden Cards issued; over 45,000 appointments in the health sector

Chief Minister Yogi Adityanath clearly stated that for the government, announcements are not the benchmark-results are. Responding to opposition allegations, he said that before making any claims, one must examine the outcomes. What is the benefit of making tall claims if the results are zero? With this approach, he elaborated on the transformation in the state’s healthcare sector, effective control of encephalitis, expansion of medical infrastructure, and future plans for building a health economy.

Chief Minister Yogi Adityanath addressed Leader of Opposition Mata Prasad Pandey, saying, “Children from his district had also fallen victim to encephalitis”.
He reminded him that during the four terms of the Samajwadi Party government, no one visited those children. Treatment and facilities are one aspect, but sensitivity is equally important.

He stated confidently that the successful efforts to save children from encephalitis are credited to the Uttar Pradesh government under the dynamic leadership of the Prime Minister. This is an achievement of the BJP and the NDA’s Double Engine Government.

He said, “The government has established effective control over encephalitis just as it has taken strict action against mafias. The government acts firmly not only against mafias but also against deadly mosquito-borne diseases, with encephalitis being a prime example”.

The Chief Minister said that the concept of “One District, One Medical College” was advanced by his government. The number of medical colleges in the state has increased from 36 to 81. The 81st medical college has been inaugurated in Amethi, and work is ongoing on several others. Two AIIMS are operational in Gorakhpur and Raebareli. Super-specialty facilities have been developed in several medical colleges. Free dialysis services are now available in every district. Under the Ayushman Bharat scheme, 5.46 crore Golden Cards have been issued in Uttar Pradesh.

He added that flexibility has been shown regarding MLA funds, so that needy patients suffering from serious illnesses can receive assistance. If an MLA makes a recommendation, funds are provided without discrimination, no consideration of caste, vote, or religion.

He also added, “The government stands with every needy person. Regarding ICU facilities, complaints were received earlier against some private hospitals. Investigations were conducted and certain hospitals were removed from the scheme. However, pending cases were provided funds again. No limits have been set, every needy patient is being assisted.”

The Chief Minister emphasized the need to control arbitrariness by private hospitals. If the government is making payments according to CGHS rates, hospitals must cooperate. Any remaining payment will be arranged by the government. This money does not belong to any individual; it belongs to the people of the state and must be used in their interest.

He mentioned that 41,868 paramedics have been recruited so far and have joined various institutions. More than 4,110 appointments have been made in medical education. In total, 45,978 recruitments have been made in the health and medical education sectors. The government has not shown any negligence in this regard. He further stated that ICU, mini-ICU, digital X-ray, blood bank, dialysis units, and oxygen plants are now available across the state.

He said, “In rural areas, Chief Minister Arogya Fairs are organized every Sunday. Emergency medical services have been made more accessible through 108 and 102 ambulance services.”

Looking toward the future, the government is focusing on AI, genomics, telemedicine, med-tech, and health-tech. Provisions have been made for these sectors in the budget. Work is underway to develop Centers of Excellence. Uttar Pradesh will not only become a large healthcare market but also a major hub for pharma production and manufacturing. The process of establishing a Pharma Park in Lalitpur is progressing. Recently, top pharma entrepreneurs from India and abroad participated in a Pharma Conclave held in Lucknow. Additionally, work on the Medical Device Park in Gautam Buddha Nagar is progressing rapidly, which will ensure affordable and high-quality medical equipment. Through all these efforts, Uttar Pradesh is moving steadily toward comprehensive transformation in the healthcare sector, and the government is continuously working in this direction.

Uttar Pradesh moving towards an emerging technology and innovation based economy: Chief Minister Yogi Adityanath

During the discussion on the motion of thanks on the Governor’s Address in the Uttar Pradesh Legislative Assembly, Chief Minister Yogi Adityanath presented a detailed statement on the policies, achievements and future plans of the state government.

He said, “By connecting youth with skills, technology and entrepreneurship, the state government is moving Uttar Pradesh towards an emerging technology and innovation based economy. Skill development and ITI fall under vocational education. The government has linked the vocational education framework with modern technologies and established new centres in emerging sectors such as Artificial Intelligence, digital technology, semiconductor, data science, robotics, drone technology and space technology”.

He informed that with the support of Tata Technology, two ITIs in every district are being connected with emerging technology. These institutions are being developed on the hub and spoke model so that technical resources and training support can be provided to other institutions linked to a central institute.
He said that the need of the hour is to train maximum youth in future oriented technologies.

The Chief Minister also added, “Through the National Education Policy 2020, skill development and technological upgradation have received a new direction. The Technical Education Department has taken steps in this direction by modernising the curriculum. Under secondary education, government colleges in every district are being linked with emerging technology based courses. The process of empowering students with data usage, internet facilities and digital resources is underway”.

Referring to the CM Yuva Udyami Yojana, he informed that so far 1,10,000 youth have been provided interest free and collateral free loans with 10 percent margin money. He said that selection and training have been made mandatory under the scheme so that youth can become successful entrepreneurs.

He also spoke about implementing a special scheme for women entrepreneurs. Along with this, digital empowerment of youth is being emphasised through the Swami Vivekananda Yuva Sashaktikaran Yojana.

The Chief Minister said, initiatives such as Skill India, Startup India and Standup India have been effectively implemented in the state. At present, more than 20,000 startups are active in Uttar Pradesh. There are 76 incubators, 7 Centres of Excellence and 8 unicorns operating in the state.

He said that earlier migration from the state used to take place due to lack of employment and poor law and order conditions. Now, with improvement in law and order and an investment friendly environment, employment opportunities have increased and investment has grown.

The Chief Minister described the establishment of the UP Data Authority and Data Center Cluster announced in the budget as a need of the future.
He said that to move ahead in the field of Artificial Intelligence, data centre infrastructure is essential and Uttar Pradesh is among the leading states of the country in this direction.
Referring to the establishment of an emerging technology based fab unit, he said that it indicates a new direction in the industrial development of the state.

The Chief Minister claimed that the unemployment rate, which was around 19 percent during the previous government, has now reduced to 2.24 percent. He described this as a result of policy reforms, increased investment and improvement in law and order.

In his address, the Chief Minister also targeted the opposition, saying that distrust regarding development works reflects a mindset that cannot move beyond a limited perspective.
He said that the state has witnessed comprehensive transformation in recent years and the government remains committed towards development, investment and employment generation.

The Chief Minister said, the government is moving ahead with the goal of making Uttar Pradesh a leading economy of the country through technology, innovation and the power of youth.

Women workforce in the state tripled with 44,000 women police personnel: CM

Speaking in the Assembly on women empowerment, Chief Minister Yogi Adityanath said, “Over the last nine years, Uttar Pradesh has witnessed a historic transformation in women’s participation, security and self-reliance. Before 2017, women’s participation in the workforce in the state was between 12 to 13 percent, which has now increased to 36-37 percent.”

Calling it more than a threefold rise, he said that this change is visible not only in statistics but also clearly reflected in social and economic life. At present, 1.06 crore destitute women, senior citizens and persons with disabilities are receiving an annual pension of ₹12,000. The government is going to increase this amount very soon, he said, adding that the budget provision has already been made.

The Chief Minister said, “The most striking example of women empowerment over the past nine years is the sharp rise in women’s workforce participation from 12-13 percent before 2017 to 36-37 percent today. This means the number of working women has increased more than three times.”

Referring to the Uttar Pradesh Police, CM said that earlier there were only about 10,000 women personnel, whereas today their number has reached 44,000. Addressing Leader of the Opposition Mata Prasad Pandey, he recalled an old saying prevalent during earlier regimes, “Dekho sapai, bitiya ghabraai” and remarked that in such a scenario, lectures on women empowerment ring hollow.

He said that today, self-reliant, entrepreneurial and leadership-oriented women are providing leadership within Uttar Pradesh, from security to prosperity and from employment to excellence. So far, nine lakh government jobs have been provided, out of which 1.75 lakh jobs have been reserved exclusively for women.

Chief Minister said, “Uttar Pradesh has created a strong ecosystem for initiatives such as ‘Drone Didi’, self-help groups and ‘Lakhpati Didi’. Under the BC Sakhi scheme, one BC Sakhi in every gram panchayat is handling banking-related work.”

Responding to opposition remarks, he said that earlier there were doubts about whether women could even step out wearing jewellery, whereas during previous regimes women were not safe even during the daytime. Today, women are working in night shifts as well, in industries and offices, which itself is a powerful example of empowerment.

Chief Minister added, schemes such as Ujjwala, Beti Bachao-Beti Padhao, Pradhan Mantri Matru Vandana Yojana, Mukhyamantri Kanya Sumangala Yojana and the Mukhyamantri Samuhik Vivah Yojana are strengthening women. Under the collective marriage scheme, the government is providing assistance of ₹1 lakh for the marriage of a daughter.

He urged opposition leaders to also attend such weddings and participate in kanyadaan, which is considered one of the greatest acts of charity. He said there is no need for a special invitation- eligible beneficiaries can be selected, the administration informed and the required funds will be provided. Every eligible person has the right to apply and every public representative has the right to participate.

Referring to persons with disabilities, CM said, “Earlier they received only ₹300 as pension, whereas today the government is providing ₹12,000 annually. Along with this, motorised tricycles are being given and the government has now announced e-tricycles and electric tricycles, including for daughters”.

He said that all benefits are being transferred directly into beneficiaries’ bank accounts through DBT. Earlier, even the ₹300 pension was given once in six months and often only half of it reached the beneficiary. Today, through DBT, the full amount reaches the beneficiary’s account and facilities are being provided according to individual needs.
