Lucknow, February 2026 : Chief Minister Yogi Adityanath said to the SP members that he raised the issue of the murder of Raju Pal and Umesh Pal because they had embraced the mafia. He said that the mafia tried to intimidate the government, stating, “Mafia ne humein aankhen dikhane ka prayas kiya,” and added that they also faced the consequences. He said every poor person has the right to live and should get their rights without discrimination.
Caste antagonism is not in the interest of society and the nation, and the country also became enslaved due to caste antagonism. Glorifying invaders in the name of appeasement has become the main business of the socialist movement, he said, adding that there is no trust when they may change colors. The Chief Minister taunted that even a chameleon will repent today that these socialists have gone ahead of him.
The Chief Minister said that the ideals of socialism, JP and Lohia had advocated equality and social justice in the country, but today property and progeny have become the symbol of socialism. The socialism that called for sacrifice, struggle, and moral ideals has today become a ladder for dynastic politics, opportunism, and building a private empire.
The tradition of Lohia and JP once proclaimed struggle against exploitation, but today the same socialism has become a means to create caste antagonism. He said efforts should be made to avoid addressing any particular class or caste with caste-based references.
Taking a dig at the Samajwadi Party, the Chief Minister said, ‘what these people would talk about development’. He also listed the corruption of the Samajwadi Party in the Gomti River Front, JPNIC, and Purvanchal Expressway. He said that after the government came, in the meeting they proposed to increase the 110-meter wide expressway to 120 meters.
He also said that the proposed semi-bullet train would be run from there itself and preparations for new corridors in the country are underway, and the state will provide land to connect it with Varanasi.
The Chief Minister added, the double engine government is developing sports infrastructure from cities to villages. He said that the Samajwadi Party could not do in four terms what Sports Minister Girish Chandra Yadav did in half the time and remarked, “SP usmein doob jayegi.”
He said that keeping in mind the bid for the Commonwealth in 2030 and the Olympics in India in 2036, there will be a sports college at every divisional headquarters, and each college will have a Center of Excellence in one sport.
He said that the youth of Varanasi and Ghazipur are performing excellently in hockey and mentioned Lalit Upadhyay and Rajkumar Pal. He said that funds are being given to private academies and players winning medals in the Olympics, Commonwealth, and Asian Games are being given priority in government jobs and posted as Deputy SP, Tehsildar, and other important positions. He said there is sufficient budget for sports.
The Chief Minister said, UP has registered a strong presence in electric vehicles. He said the country’s first electric vehicle manufacturing unit has started in UP, bus manufacturing is underway, UP has a 19 percent presence in the national market, a 40 percent share in three-wheeler EVs, charging stations are being set up on expressway corridors, and 700 EV buses are being operated in the state.

Addressing the Assembly during the discussion on the Governor’s Address, Chief Minister Yogi Adityanath launched a sharp attack on the opposition over the issue of SIR. He says, “The opposition is only trying to mislead the public.”
He objected to the protest being raised over the Special Intensive Revision (SIR) of the electoral rolls and said, “This entire process is fully transparent and is being conducted strictly in accordance with the guidelines of the Election Commission of India.”
The Chief Minister clarified, “If an objection is raised against a name through Form-7, the Election Commission verifies it. The opposition is confusing society in the name of ‘motherhood’, in the name of Shankaracharya and now in the name of SIR, whereas our sole objective is to ensure that the voter list remains pure and credible.”
He added, “If the concerned person appears in person and proves that he or she is alive and that the objection is incorrect, the objection is immediately cancelled. Questioning the opposition, he asked that why does the opposition not support such a transparent system?
Presenting available data, the Chief Minister said, “Under the Absent, Shifted and Death (ASD) category, more than 2 crore 88 lakh names have emerged for which verification could not be completed or required information was not available. This includes 46.23 lakh names of deceased persons, around 1.39 crore people have permanently shifted, yet their names continued to remain on the rolls. About 25.47 lakh duplicate entries were found, while nearly 80 lakh names fall under the ‘absent’ category. The remaining names come under other classifications.”
Referring to improved administrative arrangements, security and public facilities, the Chief Minister cited the success of the Magh Mela. He said, “In the 2013 Kumbh, around 12 crore devotees had arrived, whereas in the current Magh Mela, more than 21 crore devotees have already participated.” He described this as clear evidence of public trust in better governance.
Referring to the Governor’s Address, the Chief Minister said, “It clearly outlined the government’s achievements and future plans. The opposition listened to it carefully, such questions would not have arisen.”
He asserted that today, the rule of law is firmly established in Uttar Pradesh. Criminals are afraid, the poor are getting dignity, farmers are being empowered, women feel safe and youth are getting employment opportunities. Electricity has reached villages and a new wave of development is visible across the state.
Calling this progress “The experience of a modern Ramrajya”, CM said, “Heritage and development are moving forward together in Uttar Pradesh. Through public welfare, job creation, investment expansion and social security, our government is committed to making the state strong, secure and prosperous.”
Announcing a major goal, CM said, “A target has been set to make Uttar Pradesh the number one economy in the country by the year 2029-30 and our government is continuously working in that direction.”

Chief Minister Yogi Adityanath said in the Legislative Assembly that Uttar Pradesh is now a model of trust, transformation and timely delivery, and this is the identity of New UP. Highlighting the progress of the MSME sector in the state, he said that at present 96 lakh MSME units are operational in the state. More than 3 crore 11 lakh people are employed in these units.
He clarified, “After agriculture, the MSME sector is the largest employment generating sector in the state. However, during the previous Samajwadi Party government, this sector had almost become defunct. At that time, the government had neither a clear vision nor an understanding of technology nor strong willpower. Entrepreneurs had to face inspector raj instead of government support. Officials of the Pollution Control Board and other departments often harassed them”.
CMYogi said, “The present government has eliminated these problems from the root. Entrepreneurs do not require any NOC for establishing any MSME unit for 1000 days. As a result of this exemption policy, today 96 lakh units are active in the state and crores of people are getting employment”.
The Chief Minister described this as a living example of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas,’ which has established Uttar Pradesh among the leading economies of the country.
On law and order, he said that in Uttar Pradesh today rule of law is the biggest guarantee of security and development. Providing security to every citizen is the primary responsibility of the government. He warned in strong words that those who attempt to disturb law and order will have to pay a heavy price. No one will be allowed to tamper with the future of 25 crore people of the state.
The Chief Minister added, “It is due to strong law and order that excellent infrastructure is being developed in the state. A network of expressways has been laid and air connectivity has improved rapidly”.
He informed that on 22 February, Prime Minister Narendra Modi will inaugurate the Meerut Delhi Rapid Rail. Earlier it used to take 3 to 4 hours to travel from Meerut to Delhi, but now through the 12 lane highway and rapid rail this distance can be covered in just 45 minutes.
Taking a swipe at the opposition, the Chief Minister said that previous governments were adept at increasing distances, not only geographical distances but also widening the divide between caste and caste and between brother and brother.
He said, despite immense potential, Uttar Pradesh earlier remained deprived of investment. Today fearless governance and ease of doing business are its new identity. The government has guaranteed SSS – that is Security, Stability and Speed. An atmosphere of security, stability in governance and speed in development, these three are the strengths of Uttar Pradesh today. The state has moved from policy paralysis to the path of policy stability.
The Chief Minister informed,”More than 34 sectoral policies are in force in the state. Platforms such as Nivesh Mitra, Nivesh Sarathi and Udyami Mitra are providing investors with a smooth, transparent and reliable environment. Earlier Uttar Pradesh ranked 14th in the ease of doing business ranking, but today it is counted among the top achiever states. Uttar Pradesh achieved the distinction of becoming the first state in the country to implement 100 percent of all business reform parameters. It ranked number one in deregulation and fully implemented 23 major reforms”.
Under decriminalisation, 13 state laws and 99 percent of criminal provisions were removed.
The Chief Minister said, from 1947 to 2017 there were only 14 thousand factories in the state, whereas in the last eight and a half years this number has increased to more than 31 thousand. Due to the Industry First and Investor First approach, Uttar Pradesh is today a safe and attractive destination for global investors. MoUs are no longer merely on paper but are delivering concrete results in ground breaking, production and employment generation.
He added, “In the last eight and a half years, investment proposals worth Rs 50 lakh crore have been received, generating direct and indirect employment for more than 60 lakh youth. Earlier, youth from Uttar Pradesh migrated to other states, but now opportunities are available within the state itself”.
In the budget, the Lauh Purush Sardar Vallabhbhai Patel Employment Zone scheme has been proposed, which will guarantee skill development to employment in every district. He said that a special corporation has been constituted to prevent exploitation in outsourcing. Under this arrangement, youth will receive an honorarium of Rs 16 to 20 thousand. Companies will be paid only a service charge. Companies indulging in exploitation will face blacklisting and legal action.
Today Uttar Pradesh has emerged as a major hub of MSME and startups. It is emerging as a global electronics and IT centre. Sixty five percent of the country’s mobile phones and 55 to 60 percent of electronic components are being manufactured here. The foundation stone of North India’s first semiconductor fab unit will soon be laid by the Prime Minister. Since 1962, the country had been striving in this direction, and now Uttar Pradesh will become its centre.
“Shankaracharya Ki Parampara Maryada se Chalti hai, Manmarzi se nahi”: Yogi
During the discussion in the Assembly, Chief Minister Yogi Adityanath firmly presented the government’s stand on the Shankaracharya related controversy. Referring to the limits and discipline of Sanatan Parampara, he said, “The position of Shankaracharya is regarded as the highest and most sacred in India’s Sanatan Parampara. It is not an ordinary title that anyone can assume at will”.
Recalling an old incident from Varanasi during the Samajwadi Party regime, the Chief Minister questioned, “If the concerned individual was truly a Shankaracharya, then why was a lathi-charge carried out against him and why was an FIR registered. Those who speak about morality must first respect tradition and institutional order.”
Referring to the arrival of nearly 4.5 crore devotees on the occasion of Mauni Amavasya during the Magh Mela, the Chief Minister said that such occasions require strict administrative arrangements. Entry and exit routes are clearly defined and their compliance is mandatory for everyone. Ignoring rules can create stampede-like situations, putting the lives of devotees at risk.
The Chief Minister reiterated, “The law is equal for all and that even the Chief Minister’s post is not above the law. No individual can be above the law. The government believes firmly in the rule of law and maintaining propriety and order is its responsibility. A responsible and disciplined individual can never indulge in such conduct.”
He emphasized that the government not only follows the rule of law but also ensures its enforcement, adding that misleading people in its name should stop.
The Chief Minister further said that Adi Shankaracharya established four Peethas in the four directions of the country, Jyotish Peeth in the north, Shringeri in the south, Jagannath Puri in the east and Dwarka Puri in the west. Each of these Peethas has its own tradition, responsibility and spiritual foundation. These four Peethas are associated with the four Vedas, Rigveda, Yajurveda, Samaveda and Atharvaveda.
He said that each Veda has its own Mahavakya, “Prajnanam Brahma,”, “Aham Brahmasmi”, “Tat Tvam Asi” and “Ayam Atma Brahma.” These Mahavakyas, are the soul of Indian philosophy and signify the highest state of spiritual realization. When a seeker reaches the pinnacle of spiritual practice, one realizes “I am Brahman”, this is also the proclamation of the Upanishads.
The Chief Minister accused the opposition of repeatedly raising the same matter in an attempt to turn it into an issue. He said that a subject which was not a real issue was deliberately given the shape of a controversy. The House, he emphasized, should engage in factual discussions rather than attempts to spread confusion.
Congress and SP committed the grave sin of turning farmers into debtors: Chief Minister
Chief Minister Yogi Adityanath said in the Assembly that the colonial era turned the farmer from a producer into a consumer, and later the Congress and SP governments committed the sin of turning the same farmer into a debtor. He said that the artisan who had an entrepreneur within him was made disappointed and forced into migration.
The trader who was a bridge connecting the country from north to south and east to west was pushed into fear and disorder. As a result, a situation of despair, farmers’ distress, and closure of MSMEs was created in the state. The Chief Minister said that in the last eight to nine years, the state has completely changed this scenario.
A clear agricultural policy reversed the circumstances. Earlier, the cost was high and production was low, and middlemen dominated. Today, the cost is low, production is high, and the full benefit of the produce is being given directly to farmers through DBT. He said, “In this journey of development, Uttar Pradesh has once again placed the food provider at the center and has accelerated the agricultural economy at double speed”.
The Chief Minister said, “The economy of Uttar Pradesh has now reached new heights, where once the state’s GSDP was 13 lakh crore rupees, today it has reached the historic level of 36 lakh crore rupees. Uttar Pradesh’s share in the country’s total GDP is continuously increasing”.
The state has also achieved remarkable success in bringing the fiscal deficit below 3 percent, which is proof of effective control over tax evasion and revenue leakage. He informed that in the last nine years, the development of the state has been accelerated without imposing any new tax.
Responding to the allegations made by the Leader of Opposition, the Chief Minister said that India is a country built on the creativity of farmers and artisans. This tradition of Gram Swaraj has always been our identity. The colonial era forced our productive farmers to become consumers, and later the previous governments drowned them in debt.
He clearly said, “The Congress and Samajwadi Party governments committed the sin of turning the food provider into a debtor, while pushing artisans and entrepreneurs into the darkness of despair. At that time, there was an environment of migration, unemployment, and decline of MSMEs in the state, and investor perception was completely negative”.
The Chief Minister added, the work done in the interest of farmers in the last eight to nine years has been unprecedented. As a result of a clear agricultural policy, the food provider has benefited from higher production at lower cost. By removing middlemen, the full value of farmers’ produce is being made available directly into their bank accounts through DBT.
Special emphasis has been laid on improving the quality of agricultural products. As a result, today Uttar Pradesh is first in the country in foodgrain production, is leading in milk production, and has reached double capacity in sugarcane production.
He informed, “Around 16 lakh destitute cattle are being protected in the state and Uttar Pradesh is the first state in the country to provide assistance of 1500 rupees per cattle per month. Today, 55 percent of the country’s total sugarcane production comes from Uttar Pradesh”.
From 2000 to 2017, only 2.14 thousand crore rupees of sugarcane price payment was made, whereas in the last eight and a half years, more than 3 lakh 05 thousand crore rupees have been sent directly to farmers’ accounts-meaning in half the time, farmers received more than 90,000 crore rupees additional amount.
The Chief Minister said, “Today 122 sugar mills are operating in the state and farmers are being paid 400 rupees per quintal as sugarcane price. Ethanol production has increased from 41 crore liters to 182 crore liters, in which Uttar Pradesh is also first in the country”.
Today, sugar mills are no longer a loss-making sector, but have become a profitable industry. The sugar mills of Chhata and Baghpat are being developed as integrated complexes. There are 89 agricultural science centers operating in the state.
Through expressways and logistics, priority is being given to connecting farmers’ produce to national and international markets. Extensive work is being done on agricultural value chain, storage, processing, and value addition.
The Chief Minister informed that under the resolve of ‘Har Khet Ko Pani’, the irrigation system has been strengthened through canals, pipelines, and micro-irrigation. The state’s 31 major irrigation projects have been completed. Free electricity has been provided to private tubewells and effective arrangements have also been made for diesel-operated tubewells.
He informed that Mahatma Buddha Agriculture University and Chaudhary Charan Singh Seed Park in Lucknow will give a new direction to agricultural development in the state. Through the e-KCC portal, the process of Kisan Credit Card has been simplified and the facility of completion in five minutes has been made available.
Mentioning the One District One Product scheme, the Chief Minister said that ODOP has played an important role in providing international markets to the products of artisans, craftsmen, and farmers. Through marketing, packaging, and branding, the MSME sector is realizing the concept of local-to-global, which is directly benefiting farmers and rural entrepreneurs.
Giving the example of Kala Namak rice of Siddharthnagar, he said, due to ODOP, its national and international demand has increased significantly today. The state has received GI tag for 77 products, eliminating the need for certification in the global market.
He informed, “The government has started the One District One Cuisine (ODOC) scheme this year, through which the special cuisine of each district is being promoted and is also being linked with wide economic activity”.
