Review Meeting on Implementation of SMILE Scheme Held at Lunglei

Lunglei, February 2026: A review meeting to discuss preparatory measures for implementation of the Central Government’s SMILE (Support for Marginalised Individuals for Livelihood and Enterprise) Scheme, aimed at improving the living conditions of marginalised individuals, was held today at the DC Conference Hall, Lunglei, under the chairmanship of Deputy Commissioner Pi Navneet Mann.

Addressing the meeting, the Deputy Commissioner stated that the SMILE Scheme, under the Ministry of Social Justice & Empowerment, Government of India, seeks to rehabilitate and empower marginalised individuals by enhancing livelihood opportunities and enabling them to lead dignified and self-reliant lives. She urged all concerned departments and stakeholders to extend full cooperation to ensure effective implementation of the scheme in Lunglei town.

As part of the initial phase of implementation, four localities—Bazarveng, Chanmari, Electric Veng and Venglai—have been identified for baseline activities. Four survey teams were constituted to conduct assessments and identify individuals engaged in begging within these areas. The list under the SMILE Scheme and their socio-economic profiles were reviewed during the meeting. The District Social Welfare Officer was tasked with re-examining the cases to verify eligibility in accordance with scheme guidelines.

The District Level Committee on SMILE also approved Lunglei Home TNT as the Implementing Agency as well as the designated Shelter Home for identified beneficiaries. The meeting decided that selected beneficiaries would be provided necessary support services, including facilitation of Aadhaar Cards, provision of clothing and hygiene kits, and access to skill development training and guidance to enable sustainable livelihoods and rehabilitation from begging.

The initiative aims to ensure long-term social reintegration and improved quality of life for vulnerable sections of society in Lunglei district.
