Sweden Frees Russian Tanker Flora I Suspected Of Causing Coastal Oil Spill.

Stockholm; April 2026: The Swedish Coast Guard said today (04th April) that it has released an oil tanker believed to be part of a Russian “shadow fleet” that it suspects is the source of a 12 kilometres oil spill off the island of Gotland. The tanker – Flora I, which was seized in the Baltic Sea yesterday (03rd April 2026) is believed to be part of a fleet of “shadow tankers” that Moscow has been using to fund its four year’s war against Ukraine. European nations, including Sweden, have increased efforts to disrupt the fleet, moves that Russia has condemned as hostile.

Swedish Coast Guard vide a press release yesterday (03rd April 2026) have informed that, the Coast Guard boarded the tanker Flora 1, a vessel suspected of causing an oil spill in the Baltic Sea, east of Gotland. The Coast Guard has brought the ship to anchorage outside Ystad in Operation Klöver. The operation was carried out in cooperation with the Police Authority

On Thursday (02nd April 2026) early in the day, the Coast Guard aircraft discovered a mineral oil spill east of Gotland. The spill was over 12 kilometers long at the time. The tanker Flora 1 was identified as an interest for the investigation early on.

“We act when we detect emissions. This is a result of our enhanced maritime surveillance that we are conducting as a result of the deteriorating security situation in the Baltic Sea region”, says Daniel Stenling, Deputy Chief of Operations at the Coast Guard, while further elaborating that, “If there is a suspicious vessel, we intervene and investigate the crime. Shipping should know that we maintain order at sea and act to increase maritime safety”.

The ship in question, which was en route from a port in the Gulf of Finland with an unclear destination, also has an unclear flag status and is on the EU sanctions list. “It is undoubtedly interesting in this context that the ship is surrounded by various doubts in addition to being suspected of oil spills. Whether this entails further suspicions of a crime will be determined by the investigation,” says Daniel Stenling.

The prosecutor is leading the preliminary investigation, which is being conducted by the Coast Guard in close collaboration with the Police Authority. Investigative measures are now being taken on board in accordance with the prosecutor’s directive. The Public Prosecutor’s Office is leading a preliminary investigation into suspected environmental crimes. In connection with the discovery, it was found that the vessel is on the EU sanctions list and that several unclear circumstances surrounding the vessel, including its flag status, were identified.

The ship is loaded with oil. There are 24 crew members on board. The Baltic Sea is an extremely sensitive ecosystem, there is zero tolerance for emissions. Intervening against ships that pollute is part of the Coast Guard’s routine assignment. The crime has been committed in the Swedish economic zone, outside Swedish territory. According to international agreements, the coastal state has the authority to intervene against and investigate, for example, environmental crimes and fishing crimes.

In cases like this, the Coast Guard may order the vessel in question to head to Swedish territorial waters to anchor, which facilitates the investigation. As far as we know, this is the first time we have been able to trace a release to a ship that is subject to sanctions, and thus suspected of environmental crimes. The spill has not been able to be contained, and is now part of the ocean.

The tanker, Flora 1, the Swedish Coast Guard said, had embarked from the Russian port Primorsk with an unclear destination, according to MarineTraffic data. The oil spill is not expected to reach shore, the coast guard said.

The Swedish Prosecution Authority said it interrogated the crew, and that two people had been informed of a suspicion of environmental crimes. The persons had not been detained. “The spill occurred within Sweden’s economic zone, which means that the investigative measures we can take are limited”, the Prosecution Authority said. “We have conducted the interviews that were deemed necessary and we will not take any coercive measures due to this suspected crime”.

The authority said it had started an investigation regarding a suspected environmental crime. It said it understood the vessel was on the EU sanctions list, adding that its flag status was unclear. “The Russian shadow fleet, consisting of older, poorly insured tankers that evade sanctions, poses a significant security and environmental threat”, Swedish Minister for Civil Defence Carl-Oskar Bohlin said on social media, naming the Flora 1 in his comments. “The government is taking the incident seriously, even though this time it is not a major oil spill”.
