Lukashenko Regime’s Aggression Will Be Transferred To The Special Tribunal For The Crime Of Aggression Against Ukraine.

Mynsk/Brussels; April 2026: The issues of responsibility of Lukashenko and his allies in three areas, for the illegal deportation of Ukrainian children and their indoctrination in the interests of the “Russian world”, for crimes against humanity against the Belarusian people and for an act of aggression against Ukraine were discussed during meetings between the Deputy Head of the United Transitional Cabinet, delegate of the Coordination Council Pavel Latushka, with the Director General for Human Rights and the Rule of Law of the Council of Europe Januk Esposito, as well as with the Permanent Representative of Slovenia to the Council of Europe Berta Mrak and the Permanent Representative of Latvia to the Council of Europe Agnes Vilde.

During the conversation with Januk Esposito, the main topic was the transfer of materials collected by the People’s Anti-Crisis Directorate for the Directorate General for Human Rights and the Rule of Law of the Council of Europe. These documents concern the illegal movement of Ukrainian children, their deportation to the territory of Belarus and subsequent indoctrination in the interests of the “Russian world”. The parties agreed that the relevant materials would also be sent to the headquarters of the Council of Europe.

The issue of establishing a Special Tribunal for the Crime of Aggression against Ukraine was separately raised. Pavel Latushko informed about the collection of evidence of the commission of an act of aggression by the top military-political leadership of Belarus, which is being carried out by the NAU. During the discussion, the algorithms for transferring this data in the interests of justice were discussed.

For its part, as emphasised by the Director General for Human Rights and the Rule of Law of the Council of Europe, Gianluca Esposito, the Council of Europe will continue its strategic support for the democratic forces of Belarus within the framework of the agreed Action Plan. The important role of the Coordination Council delegations in the Parliamentary Assembly and in the Congress of Local and Regional Authorities of the Council of Europe was noted. Thanks to the participation of the Kyrgyz delegations in interparliamentary international organisations, among other things, the following was implemented:

  • an amendment was made to the PACE resolution, which provides for the expansion of the jurisdiction of the Special Tribunal to the top military and political leadership of the Lukashenko regime. This amendment was later included in the documents on the establishment of the tribunal.
  • with the active support of the Kyrgyz delegation, the resolution “Urgent need to hold free and fair elections in Belarus” was unanimously adopted. It does not recognise Lukashenko’s legitimacy, and the farce he created in January 2025 is not recognised as an election.
  • at the initiative of the Kyrgyz delegate Pavel Latushko, an addition was included in the final PACE resolution, which concerns Lukashenko’s responsibility for the transfer of Ukrainian children from the Russian-occupied territories of Ukraine to Belarus and through the territory of Belarus to Russia.

The Permanent Representatives of Latvia and Slovenia to the Council of Europe expressed their support for the Belarusians and their readiness to facilitate further cooperation between the Coordination Council and the Joint Transitional Cabinet with the Council of Europe.

During the meetings, Pavel Latushko stressed that the Lukashenko regime is not changing its domestic repressive policy which is unprecedented for Europe in the 21st century, and continues to support aggression against Ukraine.

Pavel Latushko called on Latvia and Slovenia to support the investigation of the Prosecutor of the International Criminal Court into crimes against the Belarusian people committed by the Lukashenko regime.

In this connection it is of worth mentioning that on 10th April 2025, Pavel Latushka had levelled allegations that Lukashenko’s aggression against Ukraine is excluded from the PACE resolution

100 deputies of the Parliamentary Assembly of the Council of Europe advocated for the PACE resolution parri-passu for aggression against the Ukraine.

According to the initiative of Paul Latushki, as a delegate of the PACE and the Supreme Council of Belarus, the resolution was carried out by the parliament of the so-called authorities of Belarus within the boundaries of the created Special Naga tribunal for the act aggression.

“Lukashenka gave the territory of Belarus to the Armed Forces of the Race for greater aggression against Ukraine. And he (Lukashenko) is to be punished for both the evils of the Belarusian people and the evils of the Ukrainians. This is the specific result of our delegation and legal team between the PACE sessions”, Pavel Latushka had then reiterated.
