Departments to Submit Action Plan and Targets for 2026–27 by April 15: CS Shri Jain
Chief Secretary Shri Anurag Jain has directed all department heads to submit their departmental action plans and targets for the financial year 2026–27 by April 15, incorporating the government’s top priorities as instructed by Chief Minister Dr. Mohan Yadav. He also instructed officials to review cases pending beyond the prescribed time limit under the CM Helpline and the Public Service Guarantee Act, and to conduct sample checks. Chief Secretary Shri Jain was reviewing departmental schemes with all heads of departments at the Mantralaya on Wednesday.
Chief Secretary Shri Jain asked officials to submit details of major and notable achievements of departments over the past two and a half years, along with key initiatives planned for the coming year, within a week. He reviewed pending cases beyond the stipulated time under the Public Service Guarantee and CM Helpline, and directed officials to conduct weekly reviews to ensure satisfactory resolution of pending cases. The Chief Secretary also instructed departments to set clear targets for the upcoming financial year.
Chief Secretary Shri Jain reviewed the status of amendments, repeal and the introduction of new laws to replace legislation enacted before 1947. Setting May 31 as the deadline, he directed the concerned departments to give top priority to completing the task so that approval of the Council of Ministers can be obtained, if required. The meeting also reviewed the progress report of the Action Plan–2028.
Chief Secretary Shri Jain said that significant progress has been made in women’s empowerment in the state, and these achievements should be widely publicised. He directed that a campaign be launched to bring the success stories of empowered women before the public. The Chief Secretary also reviewed works undertaken under the Jal Ganga Sanvardhan Abhiyan in rural, urban and forest areas.
Chief Secretary Shri Jain directed that progress reports of all concerned departments be maintained in a uniform format. In view of the summer season, he instructed officials to remain on alert to ensure the easy availability of drinking water. He directed that the Standard Operating Procedure (SOP) for new hand pump drilling be issued within one or two days. It was informed in the meeting that riser pipes and other materials have already been supplied to the districts as required.
Chief Secretary instructed officials to strengthen arrangements for the prevention and treatment of heat-related illnesses. The Chief Secretary reviewed the use of the MP e-Seva Portal and directed that it be made more user-friendly for citizens. So far, 1,055 services have been brought online. He asked all departments to review and update their respective services. The meeting also discussed the timely implementation of cabinet decisions, sensitivity in handling court cases and the timely writing of confidential reports (CRs) of subordinate officers. Additional Chief Secretaries, Principal Secretaries, Secretaries, and Heads of Departments were present in the meeting.
