PM Narendra Modi to Launch India’s First Integrated Refinery-Petrochemical Complex in Balotra on April 21

Jaipur, April 2026: Rajasthan Chief Minister Bhajanlal Sharma announced that Prime Minister Narendra Modi will visit Balotra on April 21 to inaugurate the country’s first HPCL integrated refinery-cum-petrochemical complex. The project, located at Pachpadra, is expected to significantly strengthen India’s energy security while accelerating economic growth in Rajasthan.

Chairing a high-level review meeting at the Chief Minister’s Office on Thursday, Sharma described the upcoming event as historic and directed officials to ensure flawless arrangements. He said the Pachpadra refinery would emerge as a key pillar of the nation’s energy infrastructure and bring substantial development to the region.

The refinery, developed by HPCL Rajasthan Refinery Limited (HRRL), has an annual refining capacity of 9 million metric tonnes. The project, built at a revised cost of ₹79,459 crore, will process a mix of 1.5 to 2.5 million tonnes of Rajasthan crude and 6.5 to 7.5 million tonnes of imported crude. Spread across approximately 4,400 acres, the refinery has already commenced successful commercial production of LPG.

During his visit, the Prime Minister is scheduled to address a large public gathering and flag off LPG tankers produced at the refinery. The Chief Minister instructed officials to ensure proper arrangements at the venue, including seating, drinking water, medical facilities, electricity supply, parking, traffic management, and security. He also emphasised coordination between the traffic police and transport department to maintain smooth vehicular movement and adequate parking facilities. Additionally, directions were issued for plantation activities within the refinery vicinity .

Highlighting the project’s industrial significance, Sharma said the refinery will produce not only petrol and diesel but also key petrochemical products such as polypropylene, linear low-density polyethylene (LLDPE), high-density polyethylene (HDPE), benzene, toluene, and butadiene. These products will support industries including transportation, pharmaceuticals, paints, and packaging.

He noted that the project will reduce India’s dependence on petrochemical imports and contribute to energy self-reliance. Importantly, it is also expected to generate substantial employment opportunities, both directly and indirectly, while boosting skill development among youth.

Senior officials, including Chief Secretary V. Srinivas, Director General of Police Rajeev Kumar Sharma, and HPCL representatives, were present at the meeting to review preparations for the Prime Minister’s visit.
