Chief Minister Launches ‘Sahyog Shivir’ for Swift Resolution of Public Grievances; Strict Action on Delays Announced

Patna, May 2026: Bihar Chief Minister Samrat Choudhary launched the state-wide ‘Sahyog Shivir’ programme from Dumri Panchayat in Sonpur block of Saran district, marking a major administrative reform aimed at ensuring swift, transparent, and accountable resolution of public grievances at the grassroots level.

The programme was inaugurated with the ceremonial lighting of the lamp in the presence of senior government officials, public representatives, and a large gathering of citizens. The initiative has been introduced under the state government’s broader vision of “Sabka Samman, Jeevan Aasan” (Respect for All, Easier Life) and aligns with the national philosophy of “Sabka Saath, Sabka Vikas.”

The Chief Minister described the initiative as a transformative governance model designed to bring administration closer to citizens and eliminate delays in grievance redressal. He announced that ‘Sahyog Shivir’ camps will be conducted across all districts of Bihar on the first and third Tuesday of every month at the panchayat level, ensuring that every citizen has direct access to government services and officials.

Time-Bound Governance with Strict Accountability

A key highlight of the programme is the introduction of a strict 30-day timeline for disposal of public grievances. The Chief Minister clearly stated that all applications received through Sahyog Shivir camps must be resolved within 30 days under all circumstances, leaving no scope for administrative delay or negligence.

He further announced a stringent accountability mechanism for officials. Any officer failing to dispose of grievances within the stipulated timeframe will face disciplinary action. In a strong warning, he stated that if an application remains unresolved beyond 30 days, the responsible officer will automatically face suspension on the 31st day.

This strict enforcement mechanism, he said, is aimed at ensuring that public service delivery becomes efficient, responsive, and result-oriented.

Digital and Offline Integration for Citizen Access

To ensure maximum accessibility, the government has also introduced digital grievance registration systems alongside physical camps. Citizens can lodge complaints and applications through the newly established Sahyog portal as well as a dedicated helpline number (1100), which was launched on May 11.

The Chief Minister said this dual mechanism ensures that even those unable to attend camps physically can still benefit from government services. The system is designed to maintain transparency, enable real-time monitoring, and ensure timely follow-up of every complaint.

He added that notices will be issued to concerned departments at multiple stages—on the 10th, 20th, and 25th day after registration—to ensure strict monitoring and adherence to deadlines. This structured follow-up mechanism is intended to prevent pendency and bureaucratic delays.

Focus on Rural and Urban Inclusion

The Chief Minister emphasized that the Sahyog Shivir initiative is designed to serve both rural and urban populations equally. He said that often citizens in remote villages face difficulties in accessing government offices, and this programme will eliminate such barriers by taking administration directly to the panchayat level.

He reiterated that the government’s primary goal is to ensure that no citizen is forced to visit multiple offices or wait for extended periods to resolve their issues. Instead, governance will now come directly to their doorstep in a structured and time-bound manner.

The Chief Minister said, “The purpose of this initiative is not just grievance redressal, but dignity in governance. Every citizen deserves respect, timely service, and a responsive administration.”

Vision of Development and Governance Reform

Highlighting broader development efforts in the state, the Chief Minister said that Bihar is witnessing rapid transformation under the combined leadership vision of Prime Minister Narendra Modi and the developmental roadmap of the state government.

He stated that while the Centre is working towards building a developed India, Bihar is actively contributing to this vision by accelerating reforms in governance, infrastructure, education, healthcare, and employment generation.

He said that the state government is committed to improving the ease of living for citizens by ensuring access to basic services such as ration cards, pensions, birth certificates, and welfare schemes without unnecessary delays.

Industrial Growth and Employment Generation

The Chief Minister also highlighted efforts to promote industrial development and investment in Bihar to create large-scale employment opportunities. He said that the government is actively working to attract industries across various sectors to ensure that youth have access to jobs within the state.

He emphasized that economic growth is essential for long-term development and that Bihar is steadily moving towards becoming a hub of investment and employment generation.

Empowerment of Women Through Self-Help Groups

A major achievement highlighted during the address was the progress of women’s self-help groups (SHGs) in Bihar. The Chief Minister said that women in the state have made remarkable strides in economic empowerment, with SHGs collectively generating significant income through small businesses, entrepreneurship, and local production units.

He noted that earlier many women had limited or no independent income sources, but today they are contributing significantly to household and state-level economic growth. He said that empowering women economically remains a key priority of the government.

Expansion of Education Infrastructure

In a major announcement, the Chief Minister said that the government is working to expand higher education infrastructure across the state. Degree colleges will be opened in all 211 blocks where such institutions are currently absent.

He said that from July 2026, undergraduate education will begin in these blocks, ensuring that students do not have to travel long distances for higher studies. This initiative aims to improve access to education in rural and semi-urban areas.

He also announced the strengthening of model schools under the Saraswati Vidya Niketan framework. These schools will focus on providing quality education to children across all sections of society, ensuring equal learning opportunities.

Healthcare System Reforms

The Chief Minister also outlined reforms in the healthcare sector. He said that the government is working to improve primary healthcare services and reduce unnecessary referrals to higher medical institutions.

He announced that a streamlined healthcare system will be fully implemented by August 15, ensuring that patients receive treatment at the appropriate level without delays. Strict action will be taken against officials responsible for unnecessary or unjustified referrals.

He emphasized that only serious and critical patients should be referred to higher hospitals, while basic treatment must be made available locally at health centres.

Monitoring and Implementation Mechanism

The Chief Minister stressed that strong monitoring systems are being put in place to ensure the success of the Sahyog Shivir programme. District administrations have been instructed to maintain strict oversight of grievance resolution processes.

He said that performance will be regularly reviewed, and accountability will be fixed at every level of administration. The government will ensure that no complaint remains pending beyond the prescribed timeline.

Beneficiary Distribution and Public Interaction

During the event, the Chief Minister also interacted with beneficiaries whose grievances had already been resolved through the Sahyog Shivir system. Symbolic distribution of essential documents and benefits such as ration cards, birth certificates, and pension approvals was carried out.

This demonstrated the immediate impact of the programme and its focus on delivering tangible outcomes to citizens.
