SAMPADA-2.0; A Milestone in the Digital Revolution for Online Document Registration : CM Dr. Yadav

Chief Minister Dr. Mohan Yadav said that the Digital India Mission, initiated by Prime Minister Shri Narendra Modi, is now fulfilling the diverse needs of the common man like a “Kalpvriksh”. Innovations such as zero-balance accounts, online transactions, and e-registry have made life simpler and more convenient for all. Dr. Yadav highlighted that Madhya Pradesh’s launch of the “Sampada-2.0,” a new technology-driven innovation for online document registration, is set to become a milestone in the digital revolution. He expressed confidence that this initiative would set a standard for the entire country. Previously, document registration and related tasks required an office visit, but with the Sampada-2.0 portal and app, citizens can now access these services from home. Chief Minister Dr. Yadav inaugurated the “Sampada-2.0” portal and mobile app, developed under the new e-registry and e-registration system, at the Kushabhau Thackeray International Convention Center on Thursday.

Chief Minister Dr. Yadav said that the Central Government has entrusted Madhya Pradesh with two important new tasks. The IT Department, through the Department of Science and Technology, will complete GIS mapping for 120 cities and GIS labs will be established across all districts in the state, bringing significant benefits. Dr. Yadav highlighted Madhya Pradesh’s substantial progress in the IT sector, stating that these advancements will help the state transition toward a paperless system through continued innovation in information technology.

Chief Minister Dr. Yadav, explaining the features of “Sampada-2.0,” highlighted that it is an advanced technology-based software integrated with the Revenue Finance Department, Urban Administration, GST, and Unique ID Aadhaar. Through the app, users can access the collector guideline rate for land based on location. The software facilitates GIS mapping of properties, biometric identification, and document formatting, eliminating the need for personal presence during document registration. Verification and registration can now be completed from home, and applicants will receive a soft copy of their documents via WhatsApp and email.

The state is continuously innovating under the guidance of Prime Minister Shri Modi. In line with his vision for ease of living, the new Sampada-2.0 system is being implemented to streamline the registration process, making it straightforward, efficient, and corruption-free. Citizens will benefit from the upgraded e-registration and e-stamping system, enabling them to sell and register their property from the comfort of their homes. This system allows for online registrations not only from within the state but also from outside the state and even from abroad. It will save time for citizens and provide relief from unnecessary fees.

Engaging in Dialogue with Users of the E-Registration System

Chief Minister Dr. Yadav inaugurated the new “Sampada-2.0” software for e-registration and e-stamping and virtually interacted with citizens utilizing its services. Shri Surendra Singh Chakrawat from Hong Kong shared with Chief Minister Dr. Yadav that he successfully registered a “Power of Attorney” document in Ratlam while residing in Hong Kong, thanks to “Sampada-2.0.” Similarly, Dr. Shakti Malik, a 78-year-old originally from Jabalpur and now based in Delhi, registered his “Power of Attorney” document online through the platform. During his conversation with Dr. Yadav, Dr. Malik expressed his satisfaction with the new system in Madhya Pradesh, noting that he could complete a task previously requiring a visit to Ratlam from the comfort of his home in Delhi.

What Spain Couldn’t Achieve, Madhya Pradesh Has Made Possible: Shri Mariano Matias

In a virtual conversation with Chief Minister Dr. Yadav, Shri Mariano Matias from Spain shared that e-registry services have yet to be implemented in his own country. He expressed his gratitude to Chief Minister Dr. Yadav, acknowledging that what has not been possible in Spain has been achieved in Madhya Pradesh under his leadership. Notably, the online registration for a work contract with Madhya Pradesh Metro Rail Corporation was successfully completed via “Sampada-2.0” by corporation officials, along with Shri Mariano Matias Alvarez Arce’s company, Ayesa Ingeniera Y Arquitecura S.A.U., from Spain, and Shri Pushpendra Gupta from Ayesa India Pvt Ltd, who was present in Delhi.

Madhya Pradesh Leading in Nation in Digital Registry Registration: Deputy CM Shri Devda

Deputy Chief Minister Shri Jagdish Devda stated that Madhya Pradesh is at the forefront of digital registration in the country. Under the guidance of Chief Minister Dr. Yadav, the “Sampada-2.0” system has been rapidly simplified and enhanced. Madhya Pradesh is the first state to introduce a transparent, online document registration system for its citizens. Following successful pilot testing in four districts, the system is now being rolled out statewide. With a fully paperless process, there is minimal risk of error, and users can instantly access guideline rates for any location via the mobile app. Deputy Chief Minister Shri Devda extended his congratulations and best wishes to the team behind the software’s development.

Chief Minister Honors Outstanding Contributors

Chief Minister Dr. Yadav honoured the officers and employees who did excellent work in the Registration Department by presenting them with certificates. A film based on the “Sampada-2.0” portal and app was screened in the programme. The Commercial Tax Department presented a picture of Lord Krishna to Chief Minister Dr. Yadav as a souvenir.
