“Present All ‘DPDC’ Proposals Immediately” – Deputy Chief Minister Devendra Fadnavis

Approval for the 1431 Crore Draft Budget for 2024-25
Nagpur : Keeping the upcoming elections in mind, all proposals from the District Planning Committee must be completed before the model code of conduct is enforced. A significant amount of funds has been allocated to the district this year. Deputy Chief Minister and District Guardian Minister Devendra Fadnavis instructed during the District Planning Committee meeting today that these 100% funds should be spent promptly on district development work.

In today’s meeting, as per the government’s directives for the year 2024-25, a draft budget of 668 crores was approved within the maximum limit. However, the additional demand from the district machinery is 1431 crores. This additional demand draft will be presented at the state-level meeting. In this meeting, the final approval for the district’s budget will be decided.

In the previous year, 852 crores were spent by the end of March 2023. This percentage was 99.34. The expenditure of 852.90 crores for the year 2022-23 until March 2023 was approved by today’s planning committee. The District Planning Committee meeting was chaired by Deputy Chief Minister and Guardian Minister Devendra Fadnavis at the Dr. Vasantrao Deshpande Sabhagruh in Civil Lines. During this meeting, he gave these directives.

Present at the meeting were Z.P. President Mukta Kokadde, MP from Ramtek Kripal Tumane, MLAs Chandrashekhar Bawankule, Pravin Datke, Anil Deshmukh, Sameer Megh, Raju Parve, Krishna Khopde, Vikas Kumbhare, Vikas Thackeray, Dr. Nitin Raut, Tekchand Sawarkar, Adv. Ashish Jayaswal, Municipal Commissioner Dr. Abhijit Chaudhary, Additional Commissioner Anchal Goyal, Additional Tribal Commissioner Ravindra Thackeray, District Collector Dr. Vipin Itankar, Z.P. Chief Executive Officer Soumya Sharma, Director of the Indian Institute of Management Nagpur Bhimaraya Maitri, Nominated Members, Special Invitees, Invited Members, Senior Officers of the District Government, and Senior Officers from the District Administration.

In today’s meeting, approval was granted for the draft budgets of the General, Scheduled Castes Sub-scheme, and Tribal Component Programs for the year 2024-25. For the year 2024-25, proposals totaling 2100 crores were received from various agencies under these three schemes. However, a draft budget was prepared with approval for the maximum limit of 668 crores as set by the government, which was approved in today’s meeting.

However, the additional demand from the district machinery is 1431 crores. A request to approve this additional demand will be made at the state-level meeting. After that, final approval will be given. Prior to that, a review of the expenditure as of December 2023 under the 2023-24 budget and the approval of reallocation proposals from the district machinery was granted in this meeting.

The annual plan for Nagpur District under the 2022-23 scheme had a financial allocation of 85.87299 crores for the General Scheme, Scheduled Castes Sub-scheme, and Tribal Component Program. By March 2023, the entire fund of 85.87299 crores was distributed under the budget system. Of the received allocation, 85.85416 crores was distributed to the implementing machinery. By March 2023, a total of 85.29016 crores was distributed. By the end of March 2023, 85.29008 crores was spent. The percentage of expenditure to the distributed amount was 99.34%. This expenditure was approved at today’s meeting.

Under the General District Annual Scheme for 2024-25, a new scheme for District Road Safety measures under the Home (Transport) Department was included.

A review of the expenditure as of December 2023 under the 2023-24 budget was conducted. The financial allocation for the General Scheme, Scheduled Castes Sub-scheme, and Tribal Component Program under the Nagpur District Annual Plan for the year 2023-24 was 103.67299 crores, with a total of 71.65877 crores allocated. Of the allocated amount, 37.57940 crores was distributed to the implementing machinery by December 2023. Of the distributed amount, 19.29002 crores was spent. The expenditure percentage as of December 2023 was 51.33%. Therefore, a significant responsibility for expenditure lies with the departments for the next three months, and in view of the upcoming elections and the model code of conduct, proposals must be presented and expenditures made urgently, as emphasized in today’s meeting.

Approval was also granted for the reallocation proposals received from the machinery under the 2023-24 budget. Under the Nagpur District Annual Plan for 2023-24, the total savings under the Tribal Component Program was 5.8626 crores, with a demand of 6.5809 crores. Based on the additional demand for savings, 5.5809 crores was reallocated under core areas and 0.2817 crores under non-core areas. This reallocation proposal was approved.

The strengthening of the district’s primary health centers, proposed new centers, and construction proposals for sub-centers were discussed. The proposed development of religious sites under the General District Annual Scheme for 2023-24 included approval for various locations, such as the Shri Singhasan Hanuman Temple in Kamthi, Om Bahiram Baba Devsthan in Nagpur Rural, and other sites.

Various inaugurations, including the publication of the District Sports Officer’s calendar, the launch of the E-Nazul system, and groundbreaking ceremonies for nature trails and beautification works in Seminary Hills, were held. Additionally, the District Development Plan was presented to the district officials.

Earlier, the District Planning Committee handed over five fire engines to the municipal councils of Wanadongri, Kanhan, Parshivani, Hingna, and Mouda. Also, 11 vehicles were handed over to the police department for modernization and implementing the “Aapla Police” initiative.

The meeting was conducted by District Planning Officer Rajesh Gaikwad, and various topics were presented by District Collector Dr. Vipin Itankar.
