Chief Minister and Chief Justice of MP High Court Inaugurated the Vikramaditya Justice Ideological Conclave
The Indian judicial system originated in the Vedic era, where disputes were resolved through institutions like Sabha and Samiti. This system became more robust during the time of Samrat Vikramaditya. Even today, his judicial system remains highly relevant. While times have changed, the concept of justice remains the same as established by Vikramaditya. Samrat Vikramaditya laid the foundation for a just, impartial, and equal society. These remarks were made by Chief Minister Dr. Mohan Yadav during the inauguration of the Vikramaditya Justice Ideological Conclave.
Chief Justice Shri Suresh Kumar Kait stated that Samrat Vikramaditya’s governance was system-driven rather than individual-centric. His administration was based on justice, administrative efficiency, and social harmony. Vikramaditya’s rule followed a well-organized and structured system. His justice was swift and transparent, making him a symbol of justice and good governance. Even today, Samrat Vikramaditya’s justice is cited as an example.
Vikramaditya’s Judicial Grandeur is Immortal: Chief Minister Dr. Yadav
While addressing the inaugural session of the Ideological Conclave, Chief Minister Dr. Mohan Yadav stated that Ujjain has been not only a land of grandeur but also the birthplace of justice-loving rulers like Samrat Vikramaditya. At one time, Ujjain was a prominent center for knowledge, science, art, culture, justice, governance, trade, and commerce. India, the cradle of civilization and culture, has been a glorious nation since time immemorial.
The fertile land of India has produced numerous warriors such as Prithviraj Chauhan, Rana Sanga, Samrat Ashoka, Maharana Pratap, and Chhatrapati Shivaji. However, the credit for paving the way for these great warriors goes to Chakravarti Samrat Vikramaditya of Ujjain. The unparalleled valor displayed by Vikramaditya was unmatched. He is credited with establishing a republic. His acts of charity remain unparalleled to this day, and his name will forever remain immortal in history. Samrat Vikramaditya’s judicial grandeur is eternal in history.
The history of India is filled with ideals of justice. Many have read and heard about Vikramaditya’s judicial excellence through the thirty-two figurines of the Singhasan Battisi. Even today, he remains a source of inspiration in the minds of Indians. In Vikramaditya’s reign, justice was not merely a legal process but a strong system that upheld social and moral responsibilities, guiding society toward justice and righteousness.
Chief Minister Dr. Yadav further mentioned that during Samrat Vikramaditya’s rule, a council of Navratnas (nine gems) was established to oversee governance and justice. The king administered justice and governance with their advice. The legend of Baital in Vikram-Baital is often misunderstood; Baital was not a ghost but a legal scholar. The Chief Minister also announced that within a year, the judicial process in the state would be made fully online.
Power Should Be Used for Social Welfare: Justice Kait

He pointed out that the modern judicial system is largely based on ancient justice principles. Chief Justice Shri Kait said that a proposal for the appointment of 85 new judges has been sent to the state and central government.
