Panchayatiraj & Drinking Water Department

  • Total Budget Provision in respect of PR &DW Department proposed for the F.Y. 2025-26 is Rs.29199.21 Crore. Out of which, Rs.23098.74 Crore under Programme expenditure, Rs. 2266.61 Crore under 15th CFC Award ,Rs.3068.75 Crore under 5th SFC Award and Rs 765.11 Cr. towards Administrative Expenditure.
  • The Pradhan Mantri Awaas Yojana-Gramin is successfully implemented in the State. So far 23,58,271 houses have been completed in the State from FY 2016-17 by utilizing Rs 32,718 Crore. There are 4,73,943 houses under construction and efforts are going on for their early completion. State has started the fresh survey w.e.f. 24th January 2025 to identify and cover all the left out eligible HHs under PMAY-G. There is a budget provision of Rs.4500 Cr under PMAY(G)  for the F.Y. 2025-26.
  • The state housing scheme Antyodaya Gruha Yojana (AGJ) aims at providing shelter security to the economically poor rural households by way of sanctioning new pucca houses. The beneficiaries of any rural housing schemes will be paid incentive for early completion of their houses. Therefore, Rs. 2600 Crore is proposed under the Antyodaya Gruha Yojana scheme.
  • MGNREGS scheme aims to provide 100 days of assured employment to every household willing to do unskilled work in a financial year and creation of livelihood and durable assets to strengthen livelihoods of the poor. The labour component of the scheme is directly paid to the wage earners through Direct Benefit Transfer. The material component is shared between the Centre and the State in the ratio of 75:25. Rs.2700 crore has been proposed to provide assured wage employment to the rural population.
  • To address distress migration, the State Government has taken special initiatives through “State Support to MGNREGS” in 30 migration prone Blocks of 09 Districts namely Bargarh (4 Blocks), Bolangir (6 Blocks), Gajapati (2 Blocks), Kalahandi(5 Blocks), Kandhamal (2 Blocks), Koraput(2 Blocks), Nabarangpur(2 Blocks),  Nuapada (5 Blocks) and Rayagada (2 Blocks) by providinga top-up of Rs 98/- per day for the first 100 days and also by providing minimum unskilled wage fixed by the State Govt. for additional 200 days (total 300 days) of wage employment out of the State budget under MGNREGS. There is a budget provision of Rs.700 Crore has been proposed for F.Y. 2025-26.
  • Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU‐GKY) provides time-bound skill training and economic empowerment of BPL families. ORMAS is the nodal agency for implanting DDDU-GKY program in the state of Odisha under the banner of Skilled in Odisha initiative. Under this programme, 109 (Project implementing Agency) PIAs engaged and 224 Projects has been sanctioned to different PIAs. Since inception of the programme 2,23,064 number of youths are trained and 1,57,022 skilled youths are placed in private industries inside and outside the State. ORMAS has been a beacon of marketing major in the State, fostering and providing robust marketing platform for the rural produces. Due to various market Linkages, ORMAS has been able to facilitate the sales of Rs.340 Cr in the FY 2024-25 to the CBOs. The rural products got proper marketing channel that fetched ideal remunerative price that helped in augmenting the livelihoods of rural collective/ producer collectives. Exhibitions, sales tie-ups, Corporate Linkage, E-Marketing and Retail outlets. ORMAS facilitate with different agencies & signed MoUs for marketing of the bulk produces like Agarbatti, Mango, Pulses, Honey, Sabai, Hill Broom, Vegetables, Rubber, Red chili, Corporate Tie-ups, Seedless harida and bahada, Tamarind and Strawberry. There is a budget provision of Rs.160 Crore under DDU-GKY and Rs.35.57 Crore under Implementation Support to ORMAS.
  • The budget provision under Rashtriya Gram Swaraj Abhiyan (RGSA), for the F.Y. 2025-26 is Rs.162 Crore to impart training to 3,14,519 nos. of elected PRIs and functionaries. As on date, 4465 training programmes has been conducted by SIRD&PR, through which a total of 2,29,390 participants has successfully trained across the state.  Rs.60 Crore is earmarked for construction of 300 no.s of new GP building under RGSA.  
  • State Government to ensure supply of safe and sustainable drinking water to all the rural households through functional household tap connections (FHTCs) by 2026. As on date, safe drinking water is being supplied to the rural areas of the State through 16 nos. of Mega PWS Projects, 17380 nos. of single/multi village piped water supply schemes, 518685 nos. of tube wells / sanitary wells, 23193 nos. of solar dual pumps and 4598 nos. of solar pipe water supply projects.There is a budget provision of Rs.7000.00 Crore under JJM, Rs.1500.00 Crore under BASUDHA and Rs.100.00 Crore under RIDF for the F.Y. 2025-26. 
  • Rs.300.00 Cr has been proposed under SBM (Gramin) for implementing Solid and Liquid Waste Management (SLWM) initiatives across rural Odisha and SBM(G) phase-II programme.
  • In order to give a major fillip to the transformative initiative of rural Odisha, a scheme called “Bikashita Gaon Bikashita Odisha” has been launched with budget proposal of Rs.2000.00 Crore for the F.Y. 2025-26. The Scheme emphasizes on building rural infrastructure with special emphasis on rural connectivity which were not covered under any existing Scheme. The scheme generally aims to Construction of roads, bridges, culverts etc. in rural Odisha. (both inter and intra village roads), need based community projects for creating durable assets for community, strengthen grassroots democracy and community participation.

Apart from this, Rs.199.92 Cr has been provisioned for construction of 2352 no.s of Vana Suraksha Samiti (VSS) buildings.
