Adopt a Long-Term Action Plan with an Excellent Vision in Building Construction : Chief Minister Dr. Yadav
Chief Minister Dr. Mohan Yadav said that construction is not merely the combination of bricks and stones, but an innovative art. It should be carried out with an excellent vision and a long-term action plan. He said that in accordance with the requirements of changing times, every construction work must necessarily reflect a conceptual and qualitative approach. Quality should not be compromised at any level. For the development of the state, all of us must work with full capacity and efficiency. Chief Minister Dr. Yadav was addressing a one-day capacity building workshop-cum-training program organized by the Madhya Pradesh Building Development Corporation under the Public Works Department at Ravindra Bhavan on Thursday.
Chief Minister Dr. Yadav inaugurated the program by lighting the ceremonial lamp. Addressing technical officers, senior and junior engineers of the Public Works Department, he said that skill enhancement is extremely essential to avoid rigidity in ideological commitment and working style and to keep oneself updated with changing technologies. Such workshops refresh the skills of engineers and provide them new energy. He emphasized giving priority to long-term vision, innovation and transparency in construction works.
Chief Minister Dr. Yadav said that under the guidance of Prime Minister Shri Narendra Modi, the Public Works Department is implementing innovations on the ground through the PM Gati Shakti scheme. At
present, our engineers are the living embodiment of Lord Vishwakarma. The Public Works Department has built a distinct identity based on its work over the past two years. Remarkable work has been done during this period. The Chief Minister said that the last chapter of the Gita speaks about knowledge and science, in which mind, intellect and ego along with the five elements are explained. This workshop of PWD engineers is an important initiative to accelerate the construction of modern structures. Our engineers have carried out major infrastructure development works including Sandipani School. Construction works such as roads, bridges, stadiums and buildings are executed through the Public Works Department. Periodic training is also necessary for the capacity enhancement of departmental engineers. He said that engineers also have to face many challenges while performing their duties. In today’s workshop, agreements have been signed with various institutions across the country including MPIDC. Consensus has been reached regarding the development of green buildings in the state. Chief Minister Dr. Yadav congratulated the Public Works Minister and the department for all the works and innovations.
Technology, Transparency and Quality Will Transform the Construction System: Public Works Minister Shri Singh
Public Works Minister Shri Rakesh Singh, addressing the capacity building workshop, said that this is not merely a training program but a symbol of the department’s continuous journey of improvement in which
the Public Works Department is progressing with new thinking, new systems and high quality. He said that when thinking changes, the system changes, and this workshop is an important step in the series of departmental innovations. Minister Shri Singh said that under the leadership of Prime Minister Shri Modi, infrastructure development in the country is no longer limited to construction work alone, but has been linked with good governance, transparency, technology and citizen convenience. Referring to programs such as the Prime Minister Gati Shakti National Master Plan, Digital India, Ease of Doing Business, Green Development and Atmanirbhar Bharat, he said that development is now moving forward with coordinated thinking. Minister Shri Singh said that under the visionary leadership of Chief Minister Dr. Yadav, Madhya Pradesh has gained new momentum and direction in infrastructure development. The clear message of Chief Minister Dr. Yadav is that construction is not merely a structure but the foundation of the future. Timeliness, quality, transparency and environmental sensitivity are now becoming integral parts of the department’s work culture. He said that there is no age for learning. Chief Minister Dr. Yadav has approved the filling of 293 engineer posts for the Public Works Department. Work is underway at the departmental level for this. Minister Shri Singh stated that the Project Management Manual 2.0 is an important achievement of the department, which will serve as a comprehensive guide for government building construction projects. He also gave detailed information about the PM Gati Shakti portal-based Road Network Master Plan.
Minister Shri Singh said that the real foundation of roads, bridges and buildings is trained and capable human resources. With this objective, the department has prepared a one-year training calendar in collaboration with nationally reputed institutions, in which themes such as roads, bridges, buildings, environment and new technologies have been for each quarter. He said that the department has taken prompt action in compliance with instructions to construct buildings costing more than ₹10 crore in accordance with green building standards, and has started training engineers on this subject, which is an example of the department’s positive work culture. Minister Shri Singh informed that a workshop on tree shifting for PWD works will also be organized very soon. Bhaskaracharya Institute has prepared an action plan for more than 500 Lok Kalyan Sarovars of the Public Works Department. The department has started surprise inspections of works, which have been adopted by states such as Odisha and Rajasthan. Public works construction is moving forward with technology, transparency and human sensitivity.
In the workshop, the training calendar and project management manual were released, and the PMS Portal-2.0 digital management system was launched through a presentation. Additionally, the Madhya Pradesh Road Development Corporation and Madhya Pradesh Building Development Corporation signed MoUs with Central Road Research Institute (CRRI) New Delhi, Indian Academy of Highway Engineers (IAHE) New Delhi, Engineering Staff College of India (ESCI) Hyderabad, Indian Institute of Technology (IIT) Mumbai, and the School of Planning and Architecture (SPA) Bhopal.
Principal Secretary Public Works Department Shri Sukhbir Singh said that under the leadership of Chief Minister Dr. Yadav, the Public Works Department is continuously translating its schemes into reality.
Public Works Minister Shri Singh has introduced innovation in the training of engineers. Today’s workshop has been organized for better management in building construction. In the state’s infrastructure, roads provide momentum to the economy. In accordance with the directions of Prime Minister Shri Modi for Developed India@2047, road and infrastructure development works are being completed rapidly up to every village in Madhya Pradesh. Training has now become an integral part of our activities.
In the workshop, Dr. Vikrant Singh Tomar delivered a presentation on “Capacity Building through Inspired Living.” National-level eminent experts provided detailed guidance on topics such as green building concepts, modern construction technology, quality control and innovation in the construction sector.
During the workshop, the training calendar and project management booklet were released. The Project Management System–2.0 (digital management system) was demonstrated and formally launched. Chief Minister Dr. Yadav inaugurated the PMS 2.0 of the Public Works Department. MoUs were also signed by the Madhya Pradesh Road Development Corporation and Madhya Pradesh Building Development Corporation with prestigious national institutions such as Central Road Research Institute, Indian Academy of Highway Engineers, Engineering Staff College of India, IIT Mumbai and School of Planning and Architecture Bhopal. National-level experts guided participants on topics such as capacity building, green building concept, modern construction technologies, quality control and innovation.
At the workshop, Managing Director of MP Building Development Corporation Shri Sibi Chakravarty, Managing Director of MP Road Development Corporation Shri Bharat Yadav, Chief Engineer of PWD Shri K.P.S. Rana, along with about 2,000 engineers and technical officers from the Public Works Department, Project Implementation Unit, Madhya Pradesh Road Development Corporation and Madhya Pradesh Building Development Corporation were present.
