Provision of ₹3000 Crore, More Than the Previous Budget, for the Improvement of School Education: Chief Minister Dr. Yadav
Chief Minister Dr. Mohan Yadav stated that the education, healthcare, and nutrition of every child are the government’s top priorities. It must be ensured that every school in the state has basic facilities available. He mentioned that for the improvement of school education, a budget provision of ₹3000 crore more than the previous year has been made. The government is committed to strengthening the education system by implementing all necessary reforms.
The Chief Minister was addressing a review meeting of the School Education Department at Samatva Bhavan (CM Residence). He directed department officials to ensure electricity, fans, clean and cool drinking water, and separate toilets for boys and girls in every government school during the summer season. No school should be in a dilapidated condition. Students should be provided with a conducive and encouraging learning environment so that they come to school happily. He also emphasized the appointment of female officers in girls’ hostels and the proper management of mid-day meals in schools.
Dr. Yadav highlighted that revolutionary innovations like Sandipani Schools (CM Rise Schools) have been introduced to improve the education system in line with modern needs. These schools should be developed as model institutions in the country with all necessary preparations and efforts. He instructed officials to strictly implement the New Education Policy 2020 and study models from other states to prepare an action plan.
The Chief Minister reaffirmed the government’s commitment to providing infrastructure and facilities in schools to elevate the state’s education system. He suggested utilizing the contributions of former MPs, ex-MLAs, social organizations, alumni, and CSR funds for the repair of dilapidated school buildings. Those who assist in financial or structural improvements in schools will be honored by the government. He also directed officials to collect assembly-wise data on deteriorating school buildings so that MLA funds could be utilized for their development.
Dr. Yadav instructed that the annual results of class 10th and 12th board exams of the Madhya Pradesh Board of Secondary Education should be declared on time. It was stated that the board is preparing to announce the results in the first week of May 2025.
Focus on Moral Education
The Chief Minister stressed the need for moral education from the primary school level, emphasizing ideal family values. Organizations like Vidya Bharati, Gayatri Parivar, and Art of Living will be associated with primary and secondary schools to instill good values in children from an early age.
Formation of a Special Committee
Dr. Yadav stated that the government welcomes suggestions for education reform. A meeting with experts will be organized soon to discuss these suggestions. He also directed the formation of a committee comprising ministers from the Finance, School Education, Higher Education, Medical Education, Technical Education, Skill Development, Tribal Affairs, and Women & Child Development Departments to prepare an action plan for educational reforms.
The Chief Minister instructed that special attention be given to the availability and quality of food in government schools. Schools achieving a 100% board exam pass rate should be upgraded. Officials informed that at least one Sandipani School (CM Rise) is being operated in each assembly constituency, with new school buildings under construction.
Dr. Yadav emphasized that Sandipani Schools should be model institutions that provide holistic development, including education, sports, arts, and culture. Currently, 145 buses are operational for these schools, and strict adherence to transport regulations, including monitoring drivers and conductors, was instructed. There are 369 Sandipani Schools, including 275 under the School Education Department and 94 under the Tribal Affairs Department.
The Chief Minister reviewed teacher recruitment and surplus teacher appointments. He instructed that transparency be maintained in transfer processes and strict action be taken against negligent district education officers. He also ordered the immediate appointment of a Joint Director for the Education Department in Ujjain.
As schools reopened on April 1, over 15 lakh students have already registered on the admission portal. School Education Minister Uday Pratap Singh suggested starting nursery classes in government schools, as once a child enroll in a private nursery school, they rarely switch to government schools later.
Dr. Yadav reviewed measures taken to prevent exam malpractice. Officials reported that in the 2025 board exams, 266 sensitive centers were equipped with jammers to curb mobile phone misuse. Measures like the videography of question paper box openings, the barcoding of answer sheets, and other innovations were implemented. Under the New Education Policy (NEP), students will be given two opportunities per year to appear for board exams, reducing failure rates and preventing students from losing an academic year.
The meeting was attended by Additional Chief Secretary & Chairperson of the Board of Secondary Education Smita Bhardwaj, Principal Secretary (Finance) Manish Rastogi, Secretary (School Education) Dr. Sanjay Goyal, Commissioner of Public Instruction Shilpa Gupta, and other senior officials from the School Education Department.
