District-Level Task Forces for Solar Project Developers – CM Devendra Fadnavis

Review of CM Solar Agriculture Feeder Scheme 2.0; Immediate Resolution of Developer Issues Ordered

Mumbai : The Chief Minister’s Solar Agriculture Feeder Scheme 2.0 is a flagship project of the state aimed at providing daytime electricity to farmers for agricultural pumps. With a target of generating 7,000 MW of solar energy in 2025, the state has already achieved 746 MW against the central government’s 100-day target of 690 MW — ahead of schedule. However, developers are still facing challenges related to forest clearances, environmental issues, and security. To address these, Chief Minister Devendra Fadnavis has directed the formation of district-level task forces.

Speaking at the review meeting held at Sahyadri Guest House, CM Fadnavis emphasized Maharashtra’s national leadership in solar energy implementation. He instructed that task forces led by District Collectors should be formed, with participation from Superintendents of Police and Chief Executive Officers, who should meet monthly to resolve administrative and technical issues. He urged the Forest Department to expedite the legalisation of land allotted to tribal farmers so they can benefit from the scheme. As this is an eco-friendly project, the forest and environment departments were encouraged to submit proposals to the government for allowing forest land use, ensuring it benefits farmers. The CM also set a deadline of September 2026 for the completion of all solar energy feeders and commended the district-level teams, the Energy Department, and solar developers for their contributions.

Strict Action Against Disruptors

Labeling the solar agriculture scheme as an ambitious mission, the CM warned that any disruptive behavior from anti-social elements would be met with direct action.

No Need for Gram Panchayat NOCs

The CM clarified that no further No Objection Certificates (NOCs) from Gram Panchayats are required for solar projects involving government or private land, as the state government has already granted its approval. He instructed all District Collectors and CEOs to act accordingly.

The CM also interacted with District Collectors via video conferencing to understand and address the issues raised by developers.

Stamp Duty Waived for Private Land

Stamp duty for government land under the project has already been waived, and now, the same exemption will apply to private land acquisitions, the CM announced.

2.14 Lakh Farmers Receiving Daytime Power Supply

Under the solar scheme, decentralized solar energy projects are being established across the state to power all agriculture feeders. Currently, 15,284 MW capacity projects are under implementation, with 1,359 MW already completed. As a result, 2.14 lakh farmers now receive electricity during the daytime, said Additional Chief Secretary Abha Shukla during her presentation.

Launch of Project Management Portal

To streamline processes from developer licensing to payment for power generation, the Mahavitaran’s Solar Agro Company has developed a “Project Management Portal.” This online portal was launched by CM Fadnavis and is accessible to all stakeholders — Mahavitaran, MahaTransco, MahaUrja, electrical inspectors, Solar Agro Company, and all solar developers. It enables real-time oversight, guidance, and action at every implementation stage, helping ensure timely and efficient execution of all planned projects.
