Simplify Loan and Insurance Claim Procedures, Focus on Improving Credit-Deposit Ratio: CM Dhami
Chief Minister Pushkar Singh Dhami has directed officials to simplify loan and insurance claim procedures and lay special emphasis on improving the credit-deposit (CD) ratio across the state. Speaking at a special meeting of the State-Level Bankers’ Committee (SLBC) held at the Secretariat on Friday, the Chief Minister emphasized the need for easy access to central and state government schemes to ensure maximum benefit for the public.
He instructed that loan disbursement processes under various government schemes must be further simplified, especially for beneficiaries in rural and remote areas. CM Dhami stressed that resolving public issues remains the government’s highest priority and highlighted the need to simplify claim processes under agricultural insurance schemes.
The Chief Minister noted that Uttarakhand’s overall CD ratio for the financial year 2024–25 has increased slightly from 54% to 54.26%. He urged officials and banks to make stronger efforts to raise this figure to 60%. Special attention should be given to increasing the CD ratio in hill districts like Tehri, Pithoragarh, Rudraprayag, Almora, Pauri, and Bageshwar.
To improve service delivery, CM Dhami proposed organizing large-scale camps in all districts during October. These camps will bring together officials from all departments and banks to address public concerns and provide benefits from various schemes at a single location and on the same day.
During the meeting, it was highlighted that under the Pradhan Mantri Suraksha Bima Yojana, Uttarakhand has provided insurance coverage to 48,000 individuals per lakh of population—exceeding the national average of 40,000. Under the Pradhan Mantri Mudra Yojana, the state has distributed an average loan of ₹93,900 per borrower, which is significantly higher than the national average of ₹62,686.
Under the Pradhan Mantri Jan Dhan Yojana, over 39 lakh accounts have been opened in the state so far—the highest among hill states. In FY 2024–25, advances grew by 10.26% while deposits rose by 9.09%.
There has been consistent progress in state-run initiatives such as the Veer Chandra Singh Garhwali Scheme and the Mukhyamantri Swarozgar Yojana over the last three years.
A total of 6,10,636 farmers in Uttarakhand have benefited from the Kisan Credit Card (KCC) facility, 67% of whom are small and marginal farmers. The Self-Help Group (SHG) credit linkage rate in the state currently stands at 70.23%, with a 21% increase in the number of SHGs over the past three years.
