CM Orders Launch of Degree Classes in 211 Blocks Without Colleges from July 1
Patna, May 2026: Chief Minister Shri Samrat Chaudhary today chaired a review meeting of the Higher Education Department at the “Sankalp” hall located at 1 Anne Marg, the Chief Minister’s residence.
During the meeting, Higher Education Secretary Shri Rajiv Roushan presented a detailed review of departmental activities through a presentation, providing updated information on ongoing programmes, new action plans, and the current status of key initiatives. He also gave a comprehensive overview of the structure of higher education in the state, including government and private universities, administrative posts in universities, and centrally sponsored schemes such as the National Higher Education Mission and the Prime Minister’s Higher Education Mission. Information was also shared regarding major state schemes including the Chief Minister Girls (Graduate) Incentive Scheme, Bihar Student Credit Card Scheme, fee reimbursement provisions, examination-based grants, and the current status of degree colleges in each block.
The Chief Minister directed that from July 1, degree courses should be started in 211 blocks where no degree colleges exist. He instructed officials to study the Open University model functioning in different parts of the country so that more such institutions can be established in Bihar, improving access and quality of higher education while reducing the burden on existing universities.
He further ordered that new degree colleges being set up in the 211 blocks must be established in a planned manner, and recruitment committees should be formed immediately to fill all vacancies in a time-bound manner. He also directed that infrastructure requirements, buildings, student capacity, and grant allocations for these institutions should be assessed without delay.
The Chief Minister announced that individuals donating land for the establishment of degree colleges—or those nominated by them—will have colleges named in their honour. Similarly, buildings or parts of campuses may also be named after donors or their nominees who contribute to construction or infrastructure development.
He also instructed officials to ensure affiliation of colleges with top universities in India and to explore Memorandums of Understanding (MoUs) with the top 10 universities of the country, so that students from Bihar can access high-quality education locally while also attracting students from outside the state.
The Chief Minister emphasized that all new colleges must be located in areas where students face minimal difficulty in commuting. He also directed that Vikramshila University be re-established and land for the project be handed over to the Government of India at the earliest, with formal communication to be sent.
He called for the restructuring of the AN Sinha Institute of Social Studies to ensure better utilization and strengthening of its academic output. He also instructed that all research centres associated with universities in Bihar be systematically reorganized and specialized so that regular research activities continue and government policies and planning can be better evaluated.
The meeting was attended by Higher Education Minister Shri Sanjay Singh Tiger, Principal Secretary to the Chief Minister Shri Deepak Kumar, Development Commissioner Shri Mihir Kumar Singh, Secretary to the Chief Minister Shri Lokesh Kumar Singh, Higher Education Department Secretary Shri Rajiv Roushan, along with other senior officials.
