Mumbai Dream Homes Closer to Reality: CM Fadnavis

Self-Redevelopment Panel Report Submitted; Key Policy Reforms to Speed Up Pending Housing Projects

Mumbai | Chief Minister Devendra Fadnavis has announced that the long-cherished dream of Mumbaikars to own spacious and beautiful homes is set to become a reality. This follows the early submission of the report by the Study Group on Self-Redevelopment and Cluster Self-Redevelopment of Cooperative Housing Societies. The recommendations have been forwarded to the Housing, Cooperation, and Urban Development departments, and based on their inputs, a proposal will be put before the Cabinet for approval.

Fadnavis emphasized that significant decisions from this report will help expedite long-pending redevelopment projects across the state. Speaking at a meeting in the State Legislature to present the report, the CM said these steps would play a vital role in protecting citizens from fraud and ensuring transparent, self-driven housing redevelopment.

The concept of self-redevelopment was introduced in 2019, and 18 out of 19 demands raised by cooperative housing societies were addressed through a government resolution. However, recognizing the need for further measures, a study group was formed on April 24, 2025, under the leadership of MLA Pravin Darekar. The group has now made detailed and well-researched suggestions.

CM Fadnavis noted that 1,600 societies have submitted redevelopment proposals, highlighting the urgent need for credit facilities. The study group has made recommendations for financing, guidelines for society members, slum redevelopment integration, and changes to airport regulations and deemed conveyance laws. A proposal has also been made to the Union Minister for Cooperation Amit Shah to secure funding from the National Cooperative Development Corporation (NCDC), which the Centre is expected to support.

Deputy CM Eknath Shinde praised Mumbai District Bank’s success in supporting self-redevelopment. He said that with no private developers involved, homes measuring 1,200 to 1,600 sq. ft. were allocated to original residents. The scheme, he added, will allow displaced families to return to Mumbai and fulfill their dream of living in bigger homes. He assured that the government’s response to the study group’s suggestions would be positive.

MLA Pravin Darekar presented the detailed report of the study group at the meeting, attended by Speaker Rahul Narwekar, Pro Tem Speaker Prof. Ram Shinde, Cabinet Ministers Ashish Shelar, Babasaheb Patil, Mangal Prabhat Lodha, and others.
