State Level Review Meeting of the Animal Husbandry Department Concluded Under the Chairmanship of Secretary Dr. Samit Sharma
Jaipur, Aug 2025 : In Jaipur, Secretary of Animal Husbandry, Dairy Development, and Fisheries, Dr. Samit Sharma, has instructed the department’s officials to expedite the implementation of the budget announcements for the financial year 2025-26.
While reviewing the departmental schemes, the Secretary directed the officials to complete the budget announcements within the planned time frame. He emphasized that officials should work diligently to ensure that livestock owners benefit maximally from the schemes. He called for the effective implementation of budget announcements on the ground and for raising awareness of the schemes to benefit eligible livestock owners.
Dr. Sharma was speaking during the state-level review meeting held in the conference hall of the Secretariat, where the progress of various schemes run by the Animal Husbandry Department was assessed, including the implementation of AMS and KPI-based grading systems. The meeting was attended by Director of Animal Husbandry and CEO of R.L.D.B., Dr. Anand Sezra, Additional Directors Dr. Suresh Meena, Dr. Praveen Sen, Dr. Vikas Sharma, Dr. Omprakash Bunkar, along with senior officials of the department. The Additional Directors of divisions and Joint Directors from districts also joined the meeting via video conferencing.
During the meeting, presentations were made on various issues, including the Mukhyamantri Mangla Livestock Insurance Scheme, Mobile Veterinary Units, operations of the call center and effective supervision, vaccination against Lumpy Skin Disease and other diseases, timely availability of medicines, sex-sorted semen, registration of vaccinations on the Bharat Livestock App, and land allotment for veterinary institutions, along with the KPIs.
Under the Mukhyamantri Mangla Livestock Insurance Scheme, health certificates for 13,01,896 animals have been issued, while surveys for 10,07,474 animals have been completed, and 9,29,000 insurance policies have been issued. In this context, the Secretary praised the implementation of the scheme and stated that the second phase of the scheme would commence in the first week of September, with health certificates and insurance being issued simultaneously to avoid unnecessary delays.
So far, approximately 27 lakh animals have benefited from the Mobile Veterinary Units, reaching around 6 lakh livestock owners. Dr. Sharma acknowledged the challenges in operating the MVUs and emphasized the importance of proper and quality resources. With the MVU operations transitioning from camp mode starting in August, its monitoring has become increasingly important.
He issued strict instructions for the operation of these units to adhere to the terms of contracts with RFPs and firms. Special emphasis was placed on effective monitoring of units, ensuring staff attendance, availability of medicines/consumables, and quality service, as well as the extensive promotion of the “1962-MVU Rajasthan” chatbot.
While reviewing the use of sex-sorted semen technology, Dr. Samit Sharma highlighted it as a revolutionary step in animal husbandry that would yield fourfold benefits for livestock owners. He inquired about the progress of this technology, and officials reported that 1,60,000 straws have been supplied to districts. However, only 22,486 artificial inseminations have been conducted against this supply, which raised concerns from the Secretary, prompting directions to ensure its use in the next month so that livestock owners can benefit. He also directed that the artificial insemination must be registered on the Livestock App.
Reviewing the vaccination efforts for Lumpy Skin Disease and other contagious diseases, Dr. Sharma expressed satisfaction with the vaccination progress and insisted on ensuring 100% vaccination completion within the stipulated timeframe. He instructed that wherever symptoms of Lumpy Skin Disease are reported, animals should be isolated until test results are received. Precautions should be taken, and actions should be coordinated with all relevant departments in the districts to prevent the spread of the disease. He directed all district collectors to ensure the availability of medicines in veterinary institutions according to their demands, so that work is not hindered due to any lack of medicines in any circumstance.
Dr. Sharma also expressed satisfaction with the progress in obtaining land leases for new veterinary institutions and instructed officials to accelerate this work by meeting with district collectors. Notably, leases for 324 buildings have been acquired so far, and the remaining leases are expected to be received soon.
While reviewing the progress of the 100-point ranking system based on key performance indicators (KPIs) for institutions, Dr. Sharma emphasized the need for effective monitoring of all veterinary institutions. Praising the districts that performed well under this scoring system, he encouraged other districts to draw inspiration from them to move forward.
Dr. Sharma instructed the Joint Directors of districts to ensure timely opening of all subordinate institutions along with ensuring attendance of all staff, with all personnel working with discipline and dedication. He stated that any laxity, corruption, or indiscipline in the department would not be tolerated. The Secretary engaged personally with veterinarians excelling in various fields, appreciating them and advising other veterinarians to draw inspiration from them. He also spoke with some outstanding female veterinarians, noting that they are no less than Kalpana Chawla.
On this occasion, Director Dr. Anand Sezra urged all Joint Directors of districts to submit their monthly progress reports through the designated software. He emphasized that efforts should be made to maximize benefits for livestock owners by better utilizing resources available in the districts
