PM Modi Slams Terror Double Standards at SCO Summit, Cites Pahalgam Attack
At the Shanghai Cooperation Organisation (SCO) Summit in Tianjin, Prime Minister Narendra Modi strongly condemned terrorism and its supporters, recalling the recent Pahalgam terror attack that claimed 26 lives. With Pakistan Prime Minister Shehbaz Sharif present, Modi emphasised India’s three-pillared vision for the SCO — Security, Connectivity, and Opportunity — while urging member states to reject double standards and adopt a united stance against terror.
Tianjin, Sept 2025 :Prime Minister Narendra Modi on Monday delivered a sharp message on terrorism at the Shanghai Cooperation Organisation (SCO) Summit in Tianjin, directly addressing the issue in the presence of Pakistan Prime Minister Shehbaz Sharif. Recalling the brutal terror attack in Pahalgam that killed 26 people, Modi thanked India’s partners for their solidarity while warning against the duplicity of nations that extend open or covert support to terrorism.
In his opening remarks, PM Modi outlined India’s vision for the SCO, structured around three core principles: Security, Connectivity, and Opportunity. “In the last 24 years, the SCO has played an important role in linking the extended family of the Eurasia region. As a responsible member, India has always contributed positively. Our approach is based on three pillars — S for Security, C for Connectivity, and O for Opportunity,” he noted.
Underscoring the centrality of security, Modi said, “Security, peace, and stability are the foundations of progress for every nation. However, terrorism, separatism, and extremism remain the gravest threats. Terrorism is not only a danger to a single country’s security but to the entire humanity.”
He stressed that no country can consider itself fully safe from terrorism, calling for greater unity among SCO states. Highlighting the role of the SCO Regional Anti-Terrorist Structure (RATS), Modi pointed out India’s leadership in joint information operations targeting groups like Al-Qaeda and its affiliates.
Reaffirming India’s long-standing opposition to terror financing and any form of support to extremist organisations, the Prime Minister reminded members of the heavy price India has paid for decades. “India has endured the scourge of terrorism for over forty years. The recent Pahalgam attack once again revealed its most brutal face. I extend heartfelt gratitude to the friendly nations that stood by us in this hour of grief,” he said.
He described the Pahalgam incident not just as an assault on India but as an attack on humanity itself. “This was not merely an attack on India’s soul; it was a direct challenge to all countries that uphold the values of humanity. The pressing question before us is — should nations that openly support terrorism be tolerated? The global community must declare, in one voice, that double standards in dealing with terrorism are unacceptable.”
The Prime Minister’s pointed remarks, delivered with Pakistan’s leader in attendance, signalled India’s firm stance and unwillingness to soften its position on cross-border terrorism. His call for unity resonated with India’s broader diplomatic effort to build consensus within multilateral forums against countries accused of harbouring extremist groups.
Concluding his address, Modi urged SCO members to strengthen cooperation and adopt a collective approach. “The time has come for this forum to take a strong, united stand against terrorism. Together, we must act to eliminate this menace, for the future of peace, security, and prosperity in our region depends on it,” he said.
