Legislative Session Review: New Milestones in the 16th Rajasthan Assembly’s Fourth Session

Jaipur, Sept 2025: The Speaker of the Rajasthan Legislative Assembly, Shri Vasudev Devnani, adjourned the fourth session of the 16th Assembly for an indefinite period at 4:58 PM on Wednesday, after adding new dimensions to the functioning of the House. The session concluded with the national anthem. The fourth session had commenced on Monday, 1 September, and a total of six sittings were held. As of 10 September, the session lasted 18 hours and 40 minutes.

Over 91% of Questions Answered
Shri Devnani stated that for the first three sessions of the 16th Assembly, 91.5% of questions received responses. In the first session, answers to 2,073 out of 2,098 questions were received. In the second session, 7,657 out of 7,945 questions, and in the third session, 8,351 out of 9,701 questions were answered. Continuous review with officials helped the Assembly receive a higher number of responses on time for the first time.

During the fourth session, 3,008 questions were received: 1,237 starred, 1,770 unstarred, and 1 short notice question. Of the 120 starred questions listed, 53 were orally asked and answered, and 119 unstarred questions were also listed.

78% of Attention Proposals Answered under Rule 131
Shri Devnani informed that 437 attention proposals were received under Rule 131, of which 14 were rejected. Two proposals were included in the agenda for ministers’ attention. For the first session, 142 proposals were received, 136 answered; second session 733 proposals, 707 answered; and third session 811 proposals, 732 answered. Overall, 78% of attention proposals received responses—a commendable percentage.

134 Adjournment Proposals under Rule 50
A total of 134 adjournment proposals were received under Rule 50, of which 21 were discussed in the House, with 17 legislators presenting their views.

94% Responses Received for Special Mentions under Rule 295
Under Rule 295, 95 special mention proposals were received, of which 78 were read or considered read in the House. Fifteen were missed due to legislators’ absence. Across the first three sessions, 651 proposals were received, 615 answered, and only 36 remain pending, which will be addressed soon.

Total 267 Notices Received
Legislators submitted 267 notices, of which 20 were selected by ballot, and the concerned legislators presented their views in the House.

Legislative Work Completed
During the current session, 7 bills were reintroduced, 3 bills presented by the Privilege Committee were passed, totaling 10 bills passed, and 1 bill withdrawn. A total of 161 amendment proposals were received on these bills, of which 46 were rejected at the secretariat level and 115 accepted. In the previous session, 12 bills were reintroduced, 10 passed, and 3 sent to the Privilege Committee, with 210 amendment proposals, of which 39 were rejected and 171 accepted.
