Viksit UP@2047: CM Yogi eyes UP as India’s AI & deep tech hub
Lucknow, Sept 2025 : Uttar Pradesh is charting a bold path to become a global technology hub over the next two decades. Under Chief Minister Yogi Adityanath’s “Viksit UP @2047” vision, the state aims to position itself at the forefront of Artificial Intelligence (AI), deep tech, and digital innovation. The goal is to drive economic growth, create opportunities for youth, and showcase a new, self-reliant Uttar Pradesh powered by technology and innovation.
Before 2017, the situation in Uttar Pradesh was grim, with only 13.3% of schools having computers. In the last eight years under the Yogi government, this figure has risen to 40.2%. Today, 25,790 council schools are equipped with smart classes, 880 block resource centres have ICT labs, and more than 2.61 lakh tablets have been provided to teachers.
Under the Swami Vivekananda Youth Empowerment Scheme, over 50 lakh youths have been given tablets and smartphones, with a target to benefit 2 crore youths. This initiative is a major step towards a digitally enabled education model and creating a skilled workforce.
The Yogi government has drawn up a roadmap to transform Uttar Pradesh into a technology hub by 2030. Key milestones include developing AI cities in Lucknow and Kanpur, positioning the state as a global centre for research and innovation, and making NCR, Lucknow, and Noida prime destinations for Global Capability Centres (GCCs).
Innovation incubation centres will be established in every division to support young entrepreneurs, while focused efforts will drive Uttar Pradesh’s emergence as the country’s leading hub in the semiconductor sector.
By 2047, CM Yogi envisions Uttar Pradesh earning global recognition in deep technology. The focus spans AI, quantum computing, blockchain, advanced robotics, biotechnology, gene editing, nanotechnology, space technology, and green technology. According to the government, leadership in these sectors will attract investment and create jobs and position UP as the engine of India’s digital revolution.
The Yogi government has based its vision on strategic pillars: AI City, Green IT and Sustainable Technology, and Space Technology. To strengthen these pillars, the state’s focus will be on AI and deep tech innovation, digital infrastructure in Tier-2 and Tier-3 cities, and building hubs of cybersecurity and data protection. Also, the Yogi government’s target is to achieve fivefold growth in software exports by 2030.
“Artificial intelligence, deep technology, and emerging sectors will be the driving force behind our $6 trillion economy goal. Under Viksit UP @2047, initiatives such as AI cities in Lucknow and Kanpur, semiconductor and EV manufacturing hubs, global data centres, innovation incubators, and cybersecurity hubs will take Uttar Pradesh to new heights. These sectors will create vast opportunities for investment and employment in areas like AI, quantum computing, blockchain, and green technology. They will equip our youth with globally competitive skills and jobs, while sustaining 16% annual GDP growth. This vision forms the foundation of making Uttar Pradesh a $6 trillion economy by 2047,” said Chief Minister Yogi Adityanath.
