Inauguration of ‘Seva Pakhwada’ at the hands of the Chief Minister

Emphasis of government on making common man’s life easier through use of modern technology

Pune, Sept 2025 : While delivering various services of the Revenue Department, transformation will be brought into the life of the common man through the use of modern technology. Its beginning is being made on the occasion of Seva Pakhwada. To make the common man’s life more convenient and to solve his problems quickly, 1,100 services under the Service Guarantee Act will be made digitally available by coming May 1, assured Chief Minister Devendra Fadnavis.

He was speaking at the state-level inauguration program of ‘Seva Pakhwada’ organized at Shri Ganesh Kala Krida Rangmanch. Under the Chhatrapati Shivaji Maharaj Rajyotsav Abhiyan, Seva Pakhwada is being organized across the state from Prime Minister Narendra Modi’s birthday till the birth anniversary of Father of the Nation Mahatma Gandhi.

On this occasion, Deputy Chief Minister Ajit Pawar, Revenue Minister Chandrashekhar Bawankule, Agriculture Minister Dattatray Bharane, Minister of State for Urban Development Madhuri Misal, Minister of State for Revenue Yogesh Kadam, MP Medha Kulkarni, Additional Chief Secretary of Revenue Department Vikas Kharge, Divisional Commissioner Dr. Chandrakant Pulkundwar, Pune City Police Commissioner Amitesh Kumar, Settlement Commissioner Dr. Suhas Divase, Inspector General of Registration and Controller of Stamps Ravindra Binwade, Collector Jitendra Dudi, senior actor Nana Patekar and others were present.

Chief Minister Fadnavis said that for the life of the common man to be happy and prosperous, government services must be convenient. Seva Pakhwada and Chhatrapati Shivaji Maharaj Rajyotsav Abhiyan are part of this, and through them transformation will come into many lives. Recognizing the importance of farm approach roads for farmers and to avoid related disputes, GIS mapping of these roads will be carried out and in the coming time these roads will be built. Thus disputes among farmers will end. These approach roads will change the economy of these villages, and with the cooperation of Naam Foundation, this initiative will become a people’s movement, expressed confidence Chief Minister Fadnavis.

Pending cases should be resolved through Lok Adalats

Through e-registration, the trouble of common man will reduce, this is a very good system. Good facilities will also be given for registration at offices. Through the initiative of Lok Adalat, pending cases of many years will be resolved. Digitization is happening in the Revenue Department, blockchain technology is coming. But while using new technology, everyone should ensure that no new cases arise due to human errors, and old cases should be resolved through Lok Adalats, appealed the Chief Minister.

Attempt to make citizens’ lives easier through digital services

Government’s attempt is to deliver 1,100 services digitally under the Service Guarantee Act. For these services, citizens will not need to go to government offices. For 44 of these services, 90% of citizens apply. Therefore, in the next three months, these 44 services will be digital, then by January 26, 200 services, and by May 1, 2026, all 1,100 services will be digitally available on WhatsApp.

Without any human intervention, these services will be delivered transparently. The Revenue Department has taken the initiative to make citizens’ lives convenient, said Chief Minister Fadnavis.

Prime Minister Narendra Modi’s work of taking the country on the highway of progress

Due to the leadership given by Prime Minister Narendra Modi, India’s progress is astonishing the world. Poverty of 25 crore people has been removed in the last 10 years. In this period, emphasis has been given on making sustainable solutions to fulfill the basic needs of the common man. Efforts are also being made to bring the common man into the main stream of development. Therefore today India has become the fourth largest economy in the world, and in coming time it will come to third place. The work of taking India on the highway of progress and making the country self-reliant has been done by the Prime Minister, said the Chief Minister.

Citizens’ problems should be solved during Seva Pakhwada – Deputy Chief Minister Ajit Pawar

Deputy Chief Minister Ajit Pawar said that government’s focus is on people-oriented work for public welfare. Through Seva Pakhwada, citizens’ problems will be resolved. Along with this, their housing problems will also be solved. Revenue Department is focusing on reducing citizens’ troubles. Measurement and demarcation of farm roads will be done. Pending cases will be resolved and each farm will get a 12-foot-wide road, and in this regard Maharashtra will be the first state in the country, he said while congratulating the Revenue Department. Officers should maintain continuity in this work and focus on resolving citizens’ problems, he expected.

For good work of Revenue Department, necessary funds will be provided to give good vehicles. Efforts are being made so that all government buildings in the state will have facilities. Government buildings that will add glory to Pune city are being built. All necessary cooperation will be given so that works of Revenue Department are of quality, he assured.

In Adatachi Wadi village, all farm approach roads have been opened and named after great personalities. With the help of Corporate Social Responsibility fund, these and other roads have been cemented and plantation work has been done. Other villages should take inspiration from this village, said Deputy CM Pawar, while congratulating Sub-Divisional Officer Sandesh Shirke, village Sarpanch, and Gram Panchayat members.

Focus on making Revenue Department dynamic through new technology – Chandrashekhar Bawankule

Revenue Minister Bawankule said that efforts are on to make the Revenue Department people-oriented, transparent, and dynamic, and in the last seven months, all officers and employees of the department have done useful work in this direction. The Land Records Department has done the work of demarcating farm approach roads. Adatachi Wadi has constructed 15 farm approach roads and set a guiding example for the state. In the coming time, all farm approach roads in the state will be built by integrating various schemes. In the next five years, government has resolved to take necessary measures to prevent farmer suicides. For the use of new technology in Revenue Department, Rs. 100 crore has been given. New vehicles are being provided to revenue officers. Revenue Department will work dynamically to give citizens their rights, he expressed confidence.

Decision has been taken to return Akaripad lands. Students will not need stamp papers to obtain educational certificates. Salokha Yojana has been started to resolve disputes among farmers. Jivant Satbara campaign is being successfully implemented. Decision has been taken not to charge any royalty for murum (gravel) for farm approach roads. After repealing the Fragmentation Act, the pending deeds of 50 lakh families in the state will be completed. Now in the state, registration from any part to another part will be done using modern technology. A new rule has been made to register deeds from anywhere in the district. In the coming time, a rule will be made that deeds can be registered anywhere in the state.

The state has adopted M-Sand Policy. Decision has been taken to give 5 brass of sand free for housing. Efforts are being made to give Swamitva cards to citizens of the state by coming December, said Minister Bawankule.

Revenue Minister congratulated the Registration & Stamps and Settlement Commissioner offices regarding use of modern technology. He also congratulated Divisional Commissioner Dr. Pulkundwar and Collector Dudi for resolving 11,000 pending farmers’ cases through Lok Adalats which were pending for last 30 years.

Minister of State Kadam expressed thanks. Opening of farm approach roads is being done under the Chhatrapati Shivaji Maharaj Rajyotsav Abhiyan. Along with this, many people-oriented initiatives are being implemented. Revenue Department will implement all schemes successfully, he assured.

Nana Patekar also expressed his thoughts on this occasion. He assured that Naam Foundation will cooperate for building good roads in the state through the farm approach road scheme.

Additional Chief Secretary Kharge gave information about Seva Pakhwada. Revenue Department is an important department with direct contact with maximum citizens. During Seva Pakhwada, services of the Revenue Department will be directly delivered to citizens. Topics close to farmers’ hearts like farm approach roads, housing problems of citizens, and services at collector level are included in the Chhatrapati Shivaji Maharaj Rajyotsav Abhiyan. On the occasion of Prime Minister Narendra Modi’s birthday, from September 17 to October 2, 2025, public welfare activities will be implemented in every district, taluka, and village, he said. Revenue Department is trying to reach citizens through the use of technology, he added.

Settlement Commissioner Dr. Suhas Divase gave information about initiatives of the department. Advanced technology is being used by Settlement Commissioner office in various initiatives of the Revenue Department. Every citizen having house will be given Swamitva card. Information of working of Settlement Commissioner office will now be available at one click, he said.

Inauguration of various initiatives of Revenue Department

At the hands of Chief Minister Fadnavis, distribution of benefits of various schemes was done. Ten innovative projects from Pune district, E-Gram GIS system for farm approach roads, Land Information Dashboard of Settlement Commissioner, and E-Pramaan system of Registration and Stamps Department were inaugurated. On this occasion, an MoU was signed between Naam Foundation and Collector Office. Under this MoU, Naam Foundation will cooperate in building roads demarcated under E-Gram system. Certificates to colleges and Gram Panchayats and land pattas to housing beneficiaries were also distributed at the hands of dignitaries. Before the program, Chief Minister Fadnavis and Deputy Chief Minister Pawar along with other dignitaries visited the M-Sand Expo and other service stalls of District Administration and took information.

MLAs Uma Khapre, Vikrant Patil, Bhimrao Tapkir, Sunil Kamble, Chetan Tupe, Sunil Shelke, Babaji Kale, Siddharth Shirole, Hemant Rasne, Shankar Jagtap, Bapusaheb Pathare, Additional Commissioner of Revenue Kavita Dwivedi, CEO of Zilla Parishad Gajanan Patil and others were present.

Seminar on M-Sand Policy organized

Before the program, a seminar was organized regarding the state’s M-Sand Policy. In this, queries raised by mining entrepreneurs, construction professionals, landowners regarding M-Sand Policy were answered. All Collectors should declare their mining plan and mining zones. Process of giving no objection to mining leases should be simplified. The no objection period for recycling of minor minerals extracted from excavation for construction should be aligned with RERA permission, such directions were given by Revenue Minister at this time. Regarding dry sand also, in the coming time, a policy will be brought, he said.
