“Seva Pakhwada”… For Service to the People, For the Renaissance of the Nation!

Sept 2025 : On behalf of the State Government, from September 17 to October 2, “Seva Pakhwada” is being implemented. This period has been chosen on the occasion of the birth anniversaries of Mahatma Gandhi and Prime Minister Narendra Modi. This initiative, which combines Gandhiji’s philosophy of service and Modiji’s development-oriented thoughts, will prove to be a historic milestone in making Maharashtra’s governance and administration people-centric, efficient, and more transparent.

The Link Between Citizens and Government

The Revenue Department is regularly connected with the life of the common citizen. A farmer needs a land record (Satbara), a student needs a certificate for school admission, housing requires land documents, or registration requires a simple process— all these matters are related to the Revenue Department. Therefore, the faster, more transparent, and more sensitive the working of this department, the stronger the bond between people and government machinery will become. Ensuring that the farmer’s sweat reaches the market, that students’ dreams in their eyes come true, that women get the foundation of a house, and that the path of justice opens for the weaker sections— all this responsibility rests on the shoulders of the Revenue Department. Through Seva Pakhwada, this responsibility is taking the form of a people’s movement.

Changing Face

In recent times, decisions taken by the Revenue Department have strengthened the link between citizens and government:

  • Jivant Satbara (Live Land Record): Farmers now get their land record extract directly online.
  • Salokha Yojana: Settlement of registration disputes, creating a new tradition of peace and trust.
  • Drone Survey: Accurate measurement of minor minerals, increasing administrative credibility.
  • Stamp Duty Waiver for Students: Strengthening the dreams of the poor.
  • Road to Every Farmer’s Field: Giving rural development a new direction.

These decisions were not merely technical; they touched the social mind. Now, through Seva Pakhwada, these same efforts are coming before the people in a broader form.

Three Phases, One Goal

Farm Roads: Broad Paths of Development for Farmers (September 17–22)

  • Demarcation of farm roads, settlement of pending cases through Lok Adalat, and permanent registration of roads in land records.
  • The government’s aim is clear: every farmer should have a legally recognized road to reach his field.
  • Shantaram Patil, a farmer from Shanimandal, Nandurbar, expressed: “Until now, we depended on footpaths to reach our farms. Now, with the road given by the government, a new way has opened for our sweat to reach the market.”

A Lamp of Housing for All (September 23–27)

  • A house is not just a shelter but a lamp of safety and stability.
  • In this phase, government lands will be distributed with occupancy rights. Encroachments will be regularized as per rules, granting many families the right to housing.
  • Sangita Gavit of Navapur said: “Until now we had a roof, but no house. This land title given by the government is a fortress for my children’s lives.”

Innovative Initiatives: Experiments Awakening the Soul of the District (September 28–October 2)

  • Initiatives will be implemented according to the needs of each district— technology for schools, healthcare in remote areas, pledges for environmental conservation, etc.
  • With the initiative of District Collectors, every district will create its own unique identity.

In Nandurbar district, the following will be carried out:

  • Revenue Department: Distribution of certificates, correction of land records, settlement of inheritance certificates, urgent disposal of pending applications.
  • Health Department: Health camps in remote hamlets, awareness on sickle cell disease, maternal and child health check-ups, vaccination campaigns.
  • Agriculture Department: Natural farming, drip irrigation, organic fertilizers, climate-based advice, encouragement for Farmer Producer Organizations (FPOs).
  • Women & Child Development Department: Malnutrition eradication campaigns, exhibitions of self-help groups, encouragement of women’s entrepreneurship.
  • Education Department: School cleanliness drives, student rallies, digital education initiatives.
  • Social Justice Department: Camps for differently-abled, distribution of disability certificates, guidance on scholarships and welfare schemes.
  • Rural Development & Panchayat Raj Department: Gram Sabhas through people’s participation, review of government schemes, cleanliness initiatives.

A New Energy of Participation

The success of Seva Pakhwada depends on the participation of citizens. From District Collectors to Tehsildars, from Sub-Divisional Officers to Revenue Boards— every officer is ready. Public representatives, farmers, women, students, and the general public are the real strength of this campaign. Every component of the machinery has begun working by considering this fortnight as their own movement. The slogan “Government at the doorstep of the people” is now becoming a reality.

The True Spirit

The true spirit of this fortnight is the sparkle in the citizens’ eyes— the smile of satisfaction on a farmer’s face due to roads, the tears in a mother’s eyes when she receives the keys to her home, the brightened future of a student with certificates in hand, and the sense of security in the lives of the weaker sections. These are the real stories of the success of Seva Pakhwada.

Seva Pakhwada will become the guiding lamp of Maharashtra’s governance and administration. The blend of Gandhiji’s spirit of service and Modiji’s development orientation is being realized through this initiative. This is a historic opportunity to strengthen the trust between government and people. This fortnight is a journey forward, hand in hand with citizens— a journey that gives direction to farmers’ sweat, shelter to the poor, wings to students’ dreams, and a new pace to the overall development of society.

“Seva Pakhwada” is not just a program, but a new chapter in Maharashtra’s people-centric administration— a chapter that will give the nation’s renaissance new enthusiasm, new faith, and new spirit of service.
