Chief Secretary Releases Compilation of Good Governance SpeechesProgress of Mission Karmayogi and Capacity Building Programmes Reviewed

Jaipur, July 2026: Rajasthan Chief Secretary V. Srinivas on Wednesday released a booklet compiling his speeches and views on the theme of good governance delivered at various official events, meetings, and public programmes. The publication has been brought out by the Harish Chandra Mathur Rajasthan State Institute of Public Administration (HCM RIPA) and is intended to serve as a valuable reference for administrative officers, students of public administration, governance professionals, and management practitioners.

The booklet was formally unveiled at the Secretariat in the presence of HCM RIPA Director General Shreya Guha and Additional Director General Shaheen Ali Khan.

Speaking on the occasion, officials highlighted that the publication captures key ideas and best practices on governance, administrative reforms, transparency, and citizen-centric service delivery. They expressed confidence that it would help strengthen the understanding of good governance among civil servants and those associated with public administration.

The meeting also featured discussions on initiatives aimed at improving governance, promoting innovation in administrative functioning, and enhancing the capacity and professional skills of government officials and employees.

A detailed review was conducted on the progress of workshops, training programmes, and capacity-building initiatives being implemented under the Mission Karmayogi programme. The review assessed the effectiveness of ongoing training activities designed to equip government personnel with modern administrative skills and improve institutional performance.

Chief Secretary V. Srinivas emphasized that continuous skill enhancement of administrative officers and government employees is essential for building a governance system that is more efficient, transparent, accountable, and responsive to citizens’ needs. He noted that regular training and professional development play a critical role in improving the quality of public service delivery.

During the meeting, Srinivas held extensive discussions with Director General Shreya Guha and Additional Director General Shaheen Ali Khan on the implementation of Mission Karmayogi, various capacity-building programmes, and ongoing efforts to strengthen good governance across the state. The discussions focused on expanding training opportunities, adopting modern administrative practices, and encouraging innovation within government departments.

The Chief Secretary also appreciated the Sadhana Saptah initiative conducted under Mission Karmayogi, describing it as a meaningful effort towards enhancing the professional capabilities and commitment of government personnel.

Highlighting the broader vision of governance reforms, Srinivas said the primary objective of good governance is to ensure that citizens receive timely, transparent, efficient, and sensitive public services. Achieving this goal, he said, requires sustained investment in modern training methods, technological competence, digital governance, and innovation-driven administrative practices.

He further stressed that adapting to emerging technologies and continuously upgrading the skills of public servants would enable the government to deliver services more effectively while improving transparency, accountability, and overall administrative efficiency.

The release of the booklet and the review of Mission Karmayogi initiatives reflect the Rajasthan government’s continued focus on strengthening institutional capacity and promoting a culture of good governance through continuous learning, innovation, and citizen-oriented administration.
