Rajasthan Becomes First Indian State to Sign Framework for Action with International Solar Alliance

Partnership Aims to Expand Solar Energy, Modernise Power Grid and Improve Electricity Supply

Jaipur, July 2026 : Rajasthan has become the first state in India to sign the Framework for Action – Advance Clean Energy, Driven Sustainable Development with the International Solar Alliance (ISA), a coalition of 128 countries. The landmark agreement marks a major milestone in Rajasthan’s emergence as a global hub for solar energy and clean power development.

The agreement was signed on Wednesday at the Chief Minister’s Residence in the presence of Chief Minister Bhajan Lal Sharma. Rajasthan Energy Secretary Aarti Dogra and ISA Director General Ashish Khanna signed the Framework for Action on behalf of the state government and the International Solar Alliance.

Addressing the event, Chief Minister Sharma said that under the visionary leadership of Prime Minister Narendra Modi, India has emerged as a global leader in efforts to combat climate change. He noted that the International Solar Alliance itself is the result of the Prime Minister’s vision, which has transformed solar energy into a global people’s movement.

He described the newly signed Framework for Action as a significant step toward meeting future energy requirements through clean, secure and sustainable sources. The partnership with ISA, he said, will accelerate Rajasthan’s transition from conventional energy to renewable energy by preparing a comprehensive roadmap for the expansion, transmission and distribution of solar power.

The Chief Minister stated that the initiative would significantly improve electricity supply across the state while ensuring reliable, high-quality power for consumers.

Highlighting Rajasthan’s renewable energy potential, Sharma said the state’s favourable geographical conditions make it India’s leading destination for clean energy investments. Under the Rajasthan Integrated Clean Energy Policy, the government has set a target of developing 125 GW of clean energy capacity. The state has also launched initiatives for battery energy storage and introduced supportive policies for integrating solar energy into the power grid.

He added that under the PM-KUSUM Scheme, Rajasthan has already developed more than 4 GW of solar capacity, enabling daytime electricity supply to farmers across 26 districts.

The Chief Minister emphasized that the Framework for Action will facilitate the efficient integration, transmission, storage and utilization of renewable energy. As the share of solar power in the electricity grid continues to grow, he said, Rajasthan must strengthen its power infrastructure through energy storage systems, demand-side management, digitalisation and smart grid technologies.

He noted that the state government is already implementing several measures to strengthen the transmission and distribution network, expand grid capacity, promote renewable energy integration and ensure uninterrupted, quality power supply to consumers.

Minister of State (Independent Charge) for Energy Hiralal Nagar said the state government, under the leadership of the Chief Minister, is giving special priority to strengthening energy infrastructure. He added that the partnership with ISA will introduce Artificial Intelligence into electricity management, resulting in significant improvements in power services across Rajasthan.

ISA Director General Ashish Khanna said Rajasthan is the first Indian state to enter into such a Framework for Action with the International Solar Alliance. He credited the state’s investor-friendly policies and renewable energy initiatives under the leadership of Chief Minister Bhajan Lal Sharma for Rajasthan’s rapid rise in the solar sector. He noted that Rajasthan currently ranks second in India in solar energy capacity, while India itself has become the world’s second-largest solar energy market.

AI-Based Digitalisation to Improve Power Planning

Under the agreement, ISA will assist Rajasthan in preparing an Energy Transition Plan for the period 2030-35. The plan will focus on renewable energy expansion, strengthening transmission and distribution systems, grid modernisation, energy storage, energy efficiency, demand management, identification of investment-ready projects, energy modelling, institutional capacity building and policy reforms.

A major component of the collaboration will be AI-enabled digitalisation of the power sector. As part of this initiative, a pilot project based on Digital Twin Technology will be launched in the Ajmer Electricity Distribution Corporation. The project will enable accurate forecasting of electricity demand, improved network planning, better integration of renewable energy and more reliable, high-quality electricity supply to consumers.

The partnership will also provide engineers and government officials with access to international training programmes, knowledge-sharing platforms and advanced capacity-building opportunities.

CM Reviews Key Power Sector Schemes

During a review meeting of the Energy Department, Chief Minister Sharma directed officials to accelerate implementation of the PM Surya Ghar: Muft Bijli Yojana and instructed the Chief Secretary to regularly monitor the scheme’s progress. He called for a comprehensive action plan to achieve the targets under the programme.

The Chief Minister also reviewed progress under the PM-KUSUM Scheme, the Revamped Distribution Sector Scheme (RDSS), battery energy storage projects and the Green Energy Corridor, directing officials to expedite all related works.

He further instructed officials to ensure there are no electricity-related accidents during the monsoon season and to guarantee uninterrupted and adequate power supply for households, industries and farmers across the state.

The programme was attended by Chief Secretary V. Srinivas, Additional Chief Secretary to the Chief Minister Akhil Arora, Principal Finance Secretary Vaibhav Galriya, Energy Secretary Aarti Dogra, senior government officials, while Minister of State for Energy Hiralal Nagar and officials from the Jodhpur and Ajmer power distribution companies joined the event through video conferencing.
