Launch of three major projects marks a new chapter of development in Delhi: Chief Minister Rekha Gupta
Inauguration of a 25 kW Solar Rooftop Plant in Rithala, a Modern Fire Station in Narela, and the Foundation Stone for a Grid Substation in Mubarakpur Dabas

New Delhi, Sept 2025 : On the occasion of Prime Minister Shri Narendra Modi’s birthday and as part of the ongoing Seva Pakhwada, Chief Minister Rekha Gupta launched three major projects in Delhi today. She emphasised that her government is determined to make Delhi a self-reliant and environmentally balanced capital through modern technology, clean energy, and strong infrastructure.
The Chief Minister laid the foundation stone of a 66/11 kV GIS grid substation at Mubarakpur Dabas, inaugurated a modern fire station in Narela, and unveiled a 25 kW solar rooftop plant in Rithala. She underlined that her government is working with foresight and determination for the comprehensive development of Delhi.
Historic Achievements After 27 Years
The programme was attended by MP Yogendra Chandolia, Delhi Energy Minister Ashish Sood, MLA Rajkaran Khatri, Kulwant Rana, and other dignitaries. The Chief Minister stated that Delhi has entered a new era of development. She announced that solar panels are being installed on 1,000 government buildings, generating 55 MW of clean energy upon completion.
Chief Minister highlighted that the current Delhi government has achieved historic progress within just seven months, after a gap of 27 years. From cleanliness to energy and public amenities, work is being carried out across all sectors. She added that new waste-to-energy and e-waste plants have been launched to eliminate mountains of garbage, and Delhi’s first biogas plant has recently been established. Additionally, 3,000 government buses are being converted to electric, and charging stations are being set up for them.
Transparency, Public Participation, and Efficiency Are Essential
The Chief Minister stated that under Prime Minister Modi’s guidance, Delhi is moving towards a sustainable and modern future. She said her government stands by citizens during every challenge and is committed to round-the-clock service delivery. She stressed that transparency, public participation, and efficiency are the pillars of her administration. “With public support, we are writing a golden chapter in Delhi’s development,” she added. Criticising past governments, she said they relied only on advertisements and false promises, leaving Delhi lagging for 11 years and depriving citizens of basic amenities.
Rapid Development and Green Initiatives in Delhi
Energy Minister Ashish Sood said that Chief Minister Rekha Gupta is reaching every corner of Delhi and accelerating development work. He highlighted recent large-scale electricity production and EV charging projects in the Narela area, noting that three new projects were launched today from the same platform. Sood emphasised that launching 11 major projects in just two days demonstrates the speed of development in Delhi. Under the vision of Prime Minister Modi and the leadership of the Chief Minister, concrete steps are being taken to make Delhi a “modern, developed, and heartfelt city”. He specifically mentioned the 25 kW solar plant in Rithala, which will not only save Rs 2–3 lakh annually but also significantly reduce pollution.

Future Plan: Solar Power Plant
The 25 kW solar energy plant at the Delhi Jal Board building will generate over 28,000 units of electricity per year. This project is part of the Delhi government’s ambitious plan to install solar plants on government buildings, with a total capacity of approximately 5.5 MW. These plants are expected to produce over 6 million units of electricity annually and reduce CO2 emissions by 4,220 tonnes per year, aiding in environmental protection. Solarisation is mandatory for all government buildings with roof areas exceeding 500 square metres. Indraprastha Power Generation Company Limited (IPGCL), the Delhi government’s power generation entity, has been designated as the nodal implementation agency for this initiative.
66 kV Grid Substation Project
The Delhi government, through Tata Power Delhi Distribution Limited (TPDDL), is establishing a 66 kV grid substation at Mubarakpur Dabas. It will provide reliable and uninterrupted electricity to Mubarakpur Dabas, Karala, and the surrounding areas. With a capacity of 50 MVA, the substation will supply power to 16 feeder areas, strengthening the supply network and ensuring continuous, quality electricity.
New Fire Station in Narela
The fire station, spread over approximately 1,000 square metres, includes facilities for filling water from Delhi Jal Board overhead tanks and borewells. The modern station features a shed for fire vehicles, maintenance rooms, and storage for firefighting equipment and materials. It will serve several areas including Ghoga, Lampur Border, Bankner, Sinhola, Singhu Border, Bakhtawarpur, Ibrahimpur, Nangli Poona, and Narela village.
