Bihar Election, 2025: Pre-certification of print-ads by MCMC on Pre-poll andPoll Day
New Delhi, Oct 2025 : The Election Commission of India (ECI) has announced the schedule for the General Election to the Legislative Assembly of Bihar, 2025, along with bye-elections for eight Assembly Constituencies (ACs). The polling will be conducted in two phases — on November 6, 2025 (Thursday) and November 11, 2025 (Tuesday).
To maintain a free, fair, and transparent campaign environment, the Commission has reiterated that no political party, candidate, organization, or individual shall publish any advertisement in print media on the poll day or one day prior to the poll day, unless the contents have been pre-certified by the Media Certification and Monitoring Committee (MCMC) at the State or District level.
For Bihar, the restricted days for publication of uncertified advertisements will be as follows:
- Phase I: November 5 and 6, 2025
- Phase II: November 10 and 11, 2025
All applicants intending to publish political advertisements in print media are required to submit their applications for pre-certification to the respective MCMC no later than two days prior to the proposed date of publication.
The ECI has further directed that the MCMC units at both State and District levels have been activated to process applications efficiently and ensure that decisions on pre-certification are made in a time-bound manner.
These measures are part of the Election Commission’s broader efforts to curb misinformation, ensure equal opportunity for all political parties, and uphold the integrity of the electoral process during the Bihar Assembly elections.
The Commission has urged all stakeholders — political parties, candidates, and media houses — to adhere strictly to the prescribed guidelines and cooperate in maintaining the sanctity of the electoral process.
