ASEAN Summit 2025 Opens in Kuala Lumpur Under Theme of Inclusivity and Sustainability
Global leaders gather as Malaysia hosts 47th ASEAN Summit; PM Modi joins virtually amid discussions on trade, security, and regional stability.
Kuala Lumpur, Oct 26: The 47th Association of Southeast Asian Nations (ASEAN) Summit and its related high-level meetings began in the Malaysian capital on Sunday, focusing on the twin goals of “Inclusivity and Sustainability.”
The three-day event, running from October 26 to 28, is being hosted by Malaysian Prime Minister Anwar Ibrahim, who welcomed leaders and representatives from ASEAN’s ten member states, along with major global powers including the United States, China, Japan, and South Korea.
Indian Prime Minister Narendra Modi is participating virtually, reaffirming India’s commitment to deepening the ASEAN-India Comprehensive Strategic Partnership. “I congratulated Prime Minister Anwar Ibrahim on Malaysia assuming the ASEAN Chairmanship and conveyed my best wishes for a successful summit,” PM Modi posted earlier this week on social media.
Global Leaders Converge Amid Tight Security
The Kuala Lumpur Convention Centre has turned into a fortress for the duration of the meetings, with over 10,000 police personnel deployed to ensure security for attending dignitaries.
Among the key participants are US President Donald Trump, Chinese Premier Li Qiang, Japanese Prime Minister Sanae Takaichi, South Korea’s President Lee Jae Myung, Brazil’s President Luiz Inácio Lula da Silva, and South Africa’s President Cyril Ramaphosa.
Leaders from Australia (Anthony Albanese), Canada (Mark Carney), and New Zealand (Christopher Luxon) are also attending. ASEAN member states are represented by Brunei’s Sultan Hassanal Bolkiah, Indonesian President Prabowo Subianto, Singapore’s Prime Minister Lawrence Wong, Vietnamese Prime Minister Pham Minh Chinh, Philippine President Ferdinand Marcos Jr., Cambodian Prime Minister Hun Manet, and Thailand’s Prime Minister Anutin Charnvirakul, among others.
Timor-Leste, currently an observer, is expected to be officially inducted as ASEAN’s 11th member, marking a significant expansion of the regional bloc.
Meanwhile, Russian President Vladimir Putin and Myanmar’s military leader Min Aung Hlaing are absent. Russia is represented by Deputy Prime Minister Alexander Novak, while Myanmar continues to be barred from summit participation following its February 2021 coup.
UN Secretary-General Antonio Guterres, as well as senior officials from the World Bank and International Monetary Fund (IMF), are among the global representatives attending the sessions.
Trade, Tariffs, and Economic Cooperation Take Centre Stage
A major focus of the summit will be regional economic cooperation amid growing trade tensions and protectionist measures. Prime Minister Anwar has emphasized the importance of expanding the Regional Comprehensive Economic Partnership (RCEP) — the world’s largest trade pact covering nearly one-third of global GDP and commerce.
The summit comes at a time when US President Trump’s “Liberation Day Tariffs”, launched earlier this year, have reshaped trade dynamics across Asia. These tariffs, ranging from 10% to 40% for ASEAN countries, aim to reduce the US trade deficit but have drawn sharp criticism from regional partners.
Malaysia’s Anwar Ibrahim called for constructive engagement to mitigate the impact of these tariffs, urging ASEAN to “stand united and resilient in the face of global economic fragmentation.”
In response to U.S. tariffs, China has restricted exports of rare earth minerals, key components for electronics and green technologies, creating ripples across the global supply chain. ASEAN leaders are expected to discuss strategies for diversifying supply chains and enhancing intra-regional trade resilience.
Trump, who arrived in Kuala Lumpur on Sunday afternoon, is scheduled to attend a working dinner with ASEAN leaders. He is also expected to witness the signing of a peace accord between Cambodia and Thailand, brokered by Anwar following deadly border clashes in July.
Regional Security, Rohingya Crisis, and South China Sea Tensions
Beyond trade, security issues dominate the summit agenda. Delegates are expected to deliberate on the civil war in Myanmar, the Rohingya humanitarian crisis, and escalating maritime tensions in the South China Sea.
Malaysia has consistently called for renewed diplomatic engagement to address Myanmar’s internal conflict and for ASEAN to play a greater humanitarian role in assisting the displaced Rohingya population.
The ongoing conflicts have spurred regional instability, with illicit activities such as human trafficking and scam centres becoming a major concern. A recent UN report estimated that criminal networks across Southeast Asia have generated tens of billions of dollars through these illegal operations.
The South China Sea dispute remains another flashpoint, with several ASEAN members — including Vietnam and the Philippines — pressing for a stronger joint statement to defend freedom of navigation and uphold international maritime law.
Additionally, the summit is expected to release a joint communiqué addressing the Gaza situation, welcoming the October 10 ceasefire between Israeli forces and Hamas while urging a sustained diplomatic resolution.
Looking Ahead: A Vision for a Unified and Sustainable ASEAN
Established in 1967, ASEAN has evolved into one of the most dynamic regional blocs in the world, with a combined population exceeding 680 million and a GDP of over $4 trillion.
Prime Minister Anwar, in his opening remarks, stressed the need for ASEAN to chart a “collective path toward a more inclusive, sustainable, and peaceful future.” He highlighted that inclusivity — both economic and political — would be the cornerstone of Malaysia’s chairmanship.
The 47th ASEAN Summit is expected to conclude with the Kuala Lumpur Declaration, outlining commitments on sustainable growth, digital transformation, and regional stability.
As ASEAN navigates an increasingly complex geopolitical environment, the summit represents both a test of unity and an opportunity for renewal — reaffirming its central role in ensuring peace, prosperity, and cooperation in the Indo-Pacific region.
