Bihar Government Allocates New Cabinet Portfolios; Leaders Outline Governance Priorities and Expansion Plans

Patna, Nov 2025 : The Bihar government has announced a comprehensive allocation of new portfolios in the state Cabinet, marking a major administrative reshuffle aimed at improving governance efficiency and streamlining decision-making across departments.

Chief Minister Nitish Kumar has been entrusted with key departments, including General Administration, Cabinet Secretariat, Vigilance, and all other ministries not assigned to any specific minister. These crucial portfolios place the state’s administrative backbone directly under the Chief Minister, enabling faster coordination, enhanced oversight, and more effective functioning of the government machinery.

Deputy Chief Minister Samrat Chaudhary has been given additional charge of the Home Department, which oversees internal security, policing, and law-and-order management across Bihar. With this assignment, he will play a central role in strengthening the state’s security apparatus, addressing crime, and improving public safety.

Deputy Chief Minister Vijay Sinha has been allocated the Land and Revenue Department along with the Mines and Geology Department. His responsibilities will include shaping land-related policies, improving revenue collection systems, and supervising the management and regulation of Bihar’s mineral resources — all of which are critical to the state’s economic planning and resource utilization.

Minister of State Mangal Pandey has been assigned the Health and Law Departments. His dual role places him at the helm of two of the most important public-oriented sectors: healthcare and legal administration. Under his leadership, the government aims to boost health infrastructure, expand medical services, and ensure stronger delivery of justice through legal reforms and better institutional performance.

Minister of State and BJP leader Dilip Jaiswal has been entrusted with the Industry Department. His mandate includes facilitating industrial growth, encouraging investment, promoting entrepreneurship, and generating employment opportunities. The government expects this portfolio to play a crucial role in accelerating Bihar’s economic transformation.

According to government officials, this portfolio distribution has been carefully designed to enhance accountability, improve departmental efficiency, and ensure a clear division of responsibilities. Chief Minister Nitish Kumar congratulated all ministers on assuming their new roles and urged them to prioritise policy reforms, drive investment, and focus on public welfare. Emphasising that each department is vital to Bihar’s overall progress, he said the government is committed to ensuring competent leadership and timely implementation of development initiatives.

Experts believe the reorganised portfolio structure will lead to more effective governance, faster execution of schemes, and better service delivery across sectors. The changes are expected to strengthen administrative performance and improve coordination between various departments.

Meanwhile, Union Minister and LJP (Ram Vilas) President Chirag Paswan said he does not want to appear “greedy” by demanding the post of Deputy Chief Minister. Expressing gratitude to Prime Minister Narendra Modi for allocating two Cabinet positions to his party in Bihar, Paswan said his focus is on strengthening the organisation. He announced plans to expand the party beyond Bihar, targeting states such as West Bengal, Uttar Pradesh, and Punjab as part of the NDA. “After winning 19 seats in the Bihar Assembly elections, we are now seriously preparing to contest upcoming elections in these states as NDA partners,” he said.
