Ukraine–US Peace Plan Talks in Geneva Mark “Very Good Progress,” Both Sides Say
Kyiv, Nov 2025 : The first round of negotiations between Ukrainian and US delegations on Washington’s proposed peace plan concluded in Geneva with both sides reporting meaningful progress toward a framework for ending the Russia–Ukraine conflict. Andriy Yermak, Head of the Ukrainian Presidential Office, said on Telegram that the discussions achieved “very good progress,” marking a significant step toward what he described as a “just and lasting peace.”
Yermak noted that the two delegations will continue refining joint proposals, working closely with European partners. He stressed that any final agreement would ultimately be determined by Ukrainian President Volodymyr Zelensky and US President Donald Trump.
The Geneva session focused on discussing potential parameters of a future peace agreement between Ukraine and Russia. While optimism grew after the talks, both sides maintained strict confidentiality regarding the details.
US Secretary of State Marco Rubio, addressing the press later in the evening, confirmed that the day’s negotiations were “productive” and that he remained “very optimistic” about reaching an agreement soon. However, Rubio cautioned that several issues still required higher-level decisions and further consultation, particularly those involving the European Union and NATO. Some differences, he said, related to semantics and specific language needing refinement, though none were “insurmountable.”
Throughout the day, the Ukrainian delegation also met separately with national security advisers from Britain, France, and Germany before holding bilateral talks with US representatives. These meetings were part of efforts to incorporate broader European perspectives into the ongoing peace discussions.
In their evening briefings, both Rubio and Yermak reaffirmed that progress had been made on the 28-point US-proposed peace plan. Rubio described the Geneva session as the “most productive and meaningful” since the negotiation process began, noting that the delegations worked through key points systematically and were now reviewing the latest suggestions to minimize remaining differences. He underscored that while the teams are moving closer to a mutually acceptable text, presidential approval will be required before any final agreement is reached.
Yermak echoed this sentiment, calling the talks “very productive” and emphasizing that both sides would continue working through proposals in the coming days. He added that European partners would remain involved as negotiations progress toward a comprehensive peace framework.
Neither delegation took questions from reporters, citing ongoing internal discussions and the need for further preparation before releasing additional information. Both sides are expected to provide further updates as talks continue.
