Cabinet Decisions Announced: Major Relief in Electricity Bills and Key Policy Approvals
Raipur, Dec 2025 : A cabinet meeting was held today at the Mahanadi Bhavan Secretariat under the chairmanship of Chief Minister Vishnu Deo Sai. Several major decisions were taken, including significant relief in electricity bills for domestic consumers.
Key Decisions
• Chief Minister’s Energy Relief Public Campaign (M-URJA)
To provide relief in electricity bills, the Chief Minister’s Energy Relief Public Campaign has been implemented in the state from December 1, 2025. Under this scheme:
- The concession limit has been increased from 100 units to 200 units per month, allowing domestic electricity consumers to receive 50% discount on their bills.
- Consumers using up to 400 units will also be eligible for this benefit.
- Those consuming 200 to 400 units will get a 50% discount on the first 200 units for the next one year, benefiting nearly 6 lakh consumers, enabling them to install solar plants under the PM Suryaghar Free Electricity Scheme.
Overall, 4.2 million (42 lakh) consumers in the state will benefit from the M-URJA campaign, while the PM Suryaghar Free Electricity Scheme will benefit all consumers.
Under this scheme, the state government is providing subsidies:
- ₹15,000 for a 1 kW solar plant
- ₹30,000 for a 2 kW or higher capacity plant
This initiative will promote solar energy adoption and transition consumers from half-bill relief to free electricity in the future.
• Amendments to Chhattisgarh Store Purchase Rules, 2002
The cabinet approved amendments to encourage procurement from local micro and small industries and to ensure clarity on purchases through the GeM portal. The changes will simplify the procurement process, enhance transparency, promote competition, and save time and resources.
• Approval of the Chhattisgarh Private University (Establishment & Operation) Amendment Bill, 2025
The cabinet approved the draft of the amendment bill.
• Approval of Chhattisgarh Shops and Establishments (Regulation of Employment & Conditions of Service) Amendment Bill, 2025
The amendment will promote Ease of Doing Business reforms and boost employment.
