Ensure Timely Supply of Quality Fertilizers to Farmers in Rabi Season: Chief Secretary — Strict Vigil Against Urea Diversion & Black Marketing
Jaipur, December 2025 : In compliance with the directions issued during the fertilizer review meeting held on 27 November under the chairmanship of Hon’ble Chief Minister Bhajanlal Sharma, a state-level meeting of the Fertilizer Distribution Regulatory Task Force was held on Thursday at the Secretariat. The meeting was chaired by Chief Secretary V. Srinivas to review fertilizer supply across the state.
The Chief Secretary said that the demand for urea increases significantly during the Rabi season; therefore, all fertilizer companies must ensure timely supply while carefully balancing demand and availability. Due to unexpected rainfall this year, sowing has increased by 11 lakh hectares compared to previous years.
He emphasized that coordination among departments is essential to provide farmers with timely and quality fertilizers. He directed officials to strictly curb the use of subsidized urea for non-agricultural and industrial purposes. Strong action must be taken against black marketing and illegal storage. Continuous surveillance should be maintained at checkpoints set up in border districts to prevent the movement of fertilizers outside the state.
He also instructed the Home Department to complete investigations and file charge sheets at the earliest in the 87 FIRs registered in 2025 against input dealers and individuals involved in black marketing and illegal storage.
During the meeting, Principal Secretary (Agriculture & Horticulture) Manju Rajpal presented key data and updates on fertilizer availability. She informed that from October to December, 11.35 lakh metric tonnes of urea were allocated to the state. Till date, total availability stands at 11.48 lakh MT, and currently 1.57 lakh MT is in stock. Out of the December allocation of 3.80 lakh MT, 1.75 lakh MT has already been supplied, and the remaining supply is in progress.
She added that between 7 and 14 December, 50 racks of urea were allocated, of which 18 are in transit carrying 0.48 lakh MT and will be delivered within 2–3 days. Around 30 more racks are expected to arrive this week with an additional 0.81 lakh MT.
To prevent urea diversion to neighboring states, 61 checkpoints have been established. A total of 744 fertilizer inspectors are actively monitoring hoarding, black marketing, illegal storage, transport violations, and misuse of subsidized fertilizers for non-agricultural activities. Control rooms have been set up in each district to address complaints promptly.
Agriculture Commissioner Chinmayee Gopal stated that fertilizers are supplied from the Kanakpura rake point to 8–10 districts. However, since this point is located in the middle of the city, supply often gets disrupted. Therefore, new rake points at Nindad–Bainad (Jaipur), Jhunjhunu, and Mahuwa–Mandawar (Dausa) are required.
Under the quality control campaign in 2025–26, FIRs have been registered in 87 cases related to illegal storage, urea diversion, and black marketing. In April, 453 MT of illegal urea was seized, followed by 16.5 MT in June. In November, illegal storage and black marketing were detected at several locations, including 10,224 bags of urea in Sanchore, 1,588 compost bags and 20 PDM bags, 146 urea bags in Kotputli–Behror, and 686 urea bags in Mavli (Udaipur). All seized items have been handed over to respective police stations, and FIRs have been lodged.
The meeting was attended by IG (Home) Deepak Kumar, DIG (Law & Order) Asharad Ali, Rajfed Managing Director Bachnesh Agrawal, Additional Director Agriculture (Inputs) Gopal Lal Jat, and senior officials of major fertilizer companies.
