Housing for All Scheme to Accelerate Redevelopment in Mumbai’s Defence and Funnel Zones: CM Devendra Fadnavis
Nagpur, Dec 2025 : To fast-track the redevelopment of buildings stalled due to restrictions near defence areas and funnel zones in Mumbai, the Maharashtra government has introduced a new scheme titled “Housing for All,” Chief Minister Devendra Fadnavis announced through statements in the Legislative Assembly and Legislative Council.
The Chief Minister said that in several parts of Mumbai, full-scale redevelopment was not feasible due to proximity to defence land, funnel zones, and other technical constraints. To address these challenges, the state has formulated the Housing for All scheme, which will give fresh momentum to redevelopment projects across the city.
Under the scheme, free Floor Space Index (FSI) of up to 300 square feet will be provided for Economically Weaker Sections (EWS). In addition, redevelopment of residential units of up to 600 square feet for weaker sections will be carried out free of cost. The required incentive FSI will remain applicable, while the basic FSI rights of the original landowners will be protected.
Chief Minister Fadnavis further stated that unutilised built-up area will be made available in the form of unconsumed FSI as Transferable Development Rights (TDR), enabling redevelopment projects to mobilise financial resources. Incentive premiums and associated benefits available under Development Control Regulations 33(7) and 33(9) will continue unchanged.
He noted that this new scheme would make several redevelopment projects in Greater Mumbai financially viable. Projects in areas earlier considered unfeasible—such as military zones, Kandivali, Malad, and Sewri—will now move forward, providing major relief to residents.
Decision to Relocate Radar Installations at Dahisar and Juhu Clears Way for Redevelopment in DN Nagar Area: CM Devendra Fadnavis
Nagpur, Dec 13: The Maharashtra government has taken a significant decision to relocate high-frequency radar installations at Dahisar and Juhu, which have imposed height restrictions and hindered redevelopment in surrounding areas, Chief Minister Devendra Fadnavis informed the legislature.
He explained that redevelopment in these localities had been stalled due to building height restrictions caused by the radar centres. To resolve the issue, the government has decided to shift the radar facilities to technically suitable alternative locations.
The Ministry of Civil Aviation and the Airports Authority of India (AAI) have agreed to relocate the Dahisar radar centre to Gorai. The state government has expressed its willingness to bear the entire cost of relocation and provide alternative land. The land at Gorai will be transferred to the Government of India free of cost, and in return, the AAI will earmark 50 per cent of its Dahisar land for development as a public park.
Regarding the Juhu radar centre, the Chief Minister said alternative sites have been proposed and the AAI’s technical team has been invited to inspect them. Once the technical evaluation is completed and a suitable site is finalised, the approval process for relocating the Juhu radar will begin.
The relocation of these radar installations will clear the path for redevelopment in the Dahisar and Juhu DN Nagar areas, bringing substantial relief to local residents, the Chief Minister added.
