Barabanki, August 2026 : Alongside taking action against fake and illegal medicines in Uttar Pradesh, the Uttar Pradesh Food Safety and Drug Administration (FSDA) Department is now also working rapidly towards developing the state as a major hub for pharmaceutical manufacturing. As part of this initiative, the ground-breaking and foundation-laying ceremony for Biozenta Global’s Rs 1,250-crore pharmaceutical project was held at the Medical Park in Barabanki. The factory, which will be established on approximately 13 acres of land, will manufacture anti-cancer drugs, hormones and other critical life-saving medicines.

The company’s project is expected to provide employment to more than 2,000 youth in the state while giving fresh momentum to pharmaceutical manufacturing in Uttar Pradesh.

Speaking at the ground-breaking ceremony, Uttar Pradesh Food Safety and Drug Administration (FSDA) Commissioner Roshan Jacob said that the Uttar Pradesh government has entrusted the department with an important responsibility. Along with its regulatory and enforcement responsibilities, FSDA is now also playing an important role in the implementation of the Uttar Pradesh Pharmaceutical and Medical Device Policy-2023. The objective of the department is to promote quality drug manufacturing in the state and create a better environment for investors.

The role of FSDA is now not being limited only to taking action against fake and illegal medicines. On one hand, the department is ensuring the quality of medicines and cracking down on illegal trade, while on the other, it is playing the role of a facilitator in bringing new pharmaceutical investments to the ground. Biogenta’s project is an important example of this transition.

Dr Roshan Jacob said that recently, major leaders from the pharmaceutical industry had participated in the National Pharma Conclave held in Lucknow. During the conclave, Letters of comfort (LOCs) were handed over to 17 units. Biozenta was also among them.

These units are from Uttar Pradesh as well as other states and are interested in investing in the pharmaceutical and medical device sectors in the state.

She said that Biozenta is the first among the new units to start work at the site. It is expected that other companies that have received LOCs will also soon reach the stage of ground-breaking and construction. She said that seven of these units have already started production and the process for their subsidy will begin soon.

Deep Narayan Sharma, Managing Director of Biozenta Global, said that the company has a presence in 35 countries globally and is also operating in Himachal Pradesh. The company has now decided to establish a new factory in Barabanki, Uttar Pradesh.

He said that he was impressed by the allocation of 13 acres of land to the company at the Barabanki Medical Park for setting up the factory and the speed with which the project has been taken forward by the Uttar Pradesh government. He appreciated the decisions being taken under the leadership of Chief Minister Yogi Adityanath to strengthen the manufacturing ecosystem in the state.

Deep Narayan Sharma, who hails from Varanasi, said that he has worked in different states across the country, but returning to Uttar Pradesh and establishing a new factory here is an emotional and significant experience for him.

He said that the proposed factory will manufacture cancer-related medicines, hormones and other critical life-saving drugs. He said the company’s objective is to manufacture quality medicines at its facility so that people can have access to safe and better medicines essential for a healthy and secure life.

At the same time, the project aims to provide employment to more than 2,000 youth of Uttar Pradesh and contribute towards strengthening the state’s manufacturing ecosystem.

Dr Roshan Jacob said that Uttar Pradesh has several important advantages in the field of pharmaceutical manufacturing. The state has several expressways, more than 400 pharma colleges and over one lakh retail pharma stores. These facilities provide a strong foundation of a large market, connectivity and skilled human resources for the pharmaceutical industry.

The state also has an adequate land bank. This increases the possibilities of developing the entire pharmaceutical manufacturing chain. Activities ranging from APIs to formulations and end-to-end manufacturing can be developed within a strong industrial ecosystem.

Uttar Pradesh’s geographical location is also important for the pharmaceutical industry. Its proximity to the NCR gives the state access to a vast market. In addition, a wide network of expressways, airports and mobility corridors has been developed across the state.

Located between the East-West corridors, the state also has improved transportation and logistics facilities. The presence of the Government of India and other major scientific and research institutions in the state provides a strong foundation for research and development (R&D) as well.

Along with this, the large pool of educated and skilled human resources is an important strength for the expansion of the pharmaceutical industry.

The recently held Pharma Conclave played an important role in accelerating pharmaceutical investments in the state.

Representatives of major pharmaceutical companies, including Sun Pharma, Cipla, Dr Reddy’s, Zydus Cadila, Mankind Pharma, Torrent Pharma and Dabur, participated in the conclave.

Several prominent industrialists and senior officials also held one-to-one meetings with the Chief Minister to discuss investment, policy support and the industrial facilities available in the state.

Following this, LOCs were issued to 17 companies. The ground-breaking ceremony of Biozenta now shows this process moving forward from investment to construction and from construction towards production.

With seven units having already started production and Biozenta starting work at its site, the results of the implementation of the state’s pharma policy are also beginning to become visible.

Under the leadership of Chief Minister Yogi Adityanath, the state government is simultaneously advancing investment, infrastructure and policy incentives to establish Uttar Pradesh among the country’s leading pharmaceutical manufacturing centres.

The government’s focus is not limited to investment proposals but is also on bringing them to the ground. Biozenta’s Rs 1,250-crore project in Barabanki is an important achievement in this direction.

On one hand, FSDA is taking strict action against fake, illegal and substandard medicines, while on the other, it is encouraging new industrial units for the manufacturing of quality and modern medicines.

In this context, this dual model of strengthening regulation while simultaneously promoting manufacturing and investment could prove to be an important step towards giving Uttar Pradesh a new identity in the pharmaceutical sector.
