- During the SIR, the name of no eligible person was deleted from the voter list, and the complete process for filing claims and objections was available. In Bihar, the SIR process was completed according to the prescribed rules and in a transparent manner.

Patna, September 2026: Chief Minister Samrat Choudhary, while interacting with journalists at a press conference organised today in the ‘Samvad’ Hall located at the Chief Minister’s Secretariat, clarified the situation regarding the questions being raised by various political parties over the Special Intensive Revision (SIR) conducted in Bihar and said that the SIR process in Bihar was completed according to the prescribed rules and in a transparent manner.
The Chief Minister said that in Bihar, the SIR process continued from June 24, 2025, to July 25, 2025. During the SIR, the names included in the voter list were verified. He said that during the SIR, entries related to deceased persons, people who had permanently shifted from their places and voters registered at more than one place were verified.
The Chief Minister said that a complete arrangement was available for people who had any problem regarding their eligibility to file claims and objections. He said that in 2003, when Smt Rabri Devi Ji was the Chief Minister, SIR had been conducted, and thereafter, in 2025, when Shri Nitish Kumar Ji was the Chief Minister, SIR was conducted at that time as well.
The Chief Minister said that the opposition was spreading confusion in the name of SIR. He said opposition leaders had no facts and were only making allegations.
The Election Commission had made the 2003 voter list available online so that eligible voters could verify their old details during the current SIR.
The Chief Minister said that during the SIR process, voter details were verified on the basis of the prescribed documents. Following the directions of the Supreme Court, the Aadhaar card was also accepted as an identity-related document. The Supreme Court had clarified that Aadhaar is acceptable for establishing identity, but it is not proof of citizenship.
Referring to the questions raised regarding SIR by Congress leader Shri Rahul Gandhi and RJD leader Shri Tejashwi Prasad Yadav, he said that the Election Commission had already clarified its position on the related matters.
The Chief Minister said that if the name of any eligible person is not in the voter list or there is any genuine complaint, it should be brought forward under the prescribed procedure. He said that so far, no such complaint had come.
The Chief Minister said that opposition parties have the full right to put forward their views in the democratic system, but they should present their views with facts and evidence.
He said that for any election-related complaint, a judicial system is also available along with the Election Commission. He said that the SIR process had been completed in all areas of Bihar under the prescribed rules.
Calling the allegations being made by the opposition factless, he said that the Election Commission and the courts are important institutions in a democratic system.
The Chief Minister said that the voter list is a dynamic list, in which new eligible voters are added from time to time, while necessary amendments are made due to deaths, migration and other reasons. The Election Commission also considers regular revision of the voter list to be part of this process.
The Chief Minister said that under the leadership of Prime Minister Narendra Modi, the pace of development in the country has increased. A poor man’s son has become the Prime Minister of the country, and the opposition is unable to accept this. The country is progressing well, and the opposition does not like this. The opposition has no issue, and therefore it is engaged in spreading confusion.
Referring to various development schemes in Bihar, including housing construction, the Chief Minister said that poor and deprived families were receiving the benefits of schemes of the Central and state governments.
