‘Aashirwad ka Diya’ programme to be held on PM’s birthday, development projects worth ₹13,820 crore to be inaugurated and foundation stones laid
Large-scale blood donation camps, health check-ups for 25,000 senior citizens, promotion of organ donation and cleanliness drives among several initiatives
Three-day Seva camps to be organised in all 70 Assembly constituencies, providing people direct access to Central and Delhi government schemes
New Delhi, September 2026 : Delhi Chief Minister Smt. Rekha Gupta on Monday said that a month-long ‘Seva Sankalp Abhiyan’ would be organised across Delhi from September 17 to October 17 on the occasion of Hon’ble Prime Minister Shri Narendra Modi Ji’s birthday. Under the campaign, all departments of the Delhi government would organise various public service programmes. Development projects worth approximately ₹13,820 crore would also be inaugurated and foundation stones laid in Delhi during the campaign.
The Chief Minister said the Prime Minister Ji’s birthday, along with the occasion marking his 25-year journey of public service, from serving as Gujarat Chief Minister to becoming the country’s ‘Pradhan Sevak’, was a matter of pride and happiness for the entire country, every Indian and every BJP worker.
She said the Prime Minister had consistently made public service his mission and that his working style and commitment to service were an inspiration to all. He had always maintained that, for governments and public representatives, power was a means of serving people and not a source of comfort and privilege. Taking this spirit forward, the Delhi government had directed every department to undertake special public service programmes and projects as part of the Seva Sankalp Abhiyan.
Blood donation camps
CM Rekha Gupta said the Health Department would organise a special mega blood donation camp on September 17, the Prime Minister Ji’s birthday. The Delhi government’s camp would aim to collect 2,500 units of blood in a single day. She also said that, with the support of the Social Welfare Department and the Health Department, special health check-up camps would be organised for senior citizens across Delhi. These camps would cover approximately 25,000 senior citizens.
Registration and health check-ups for workers and construction workers
Chief Minister Rekha Gupta said the Labour Department would organise special programmes for workers and construction workers employed in Delhi. During the campaign, workers would be registered and arrangements would be made for their health check-ups. She said registration was important to connect workers with government facilities and welfare schemes. Through the campaign, efforts would be made to ensure that essential services reached workers.
Official SOTTO platform for organ donation to be launched in Delhi
Describing organ donation as an important means of public service, Chief Minister Rekha Gupta said that an official platform, the State Organ and Tissue Transplant Organisation (SOTTO), had been developed to promote organ donation in Delhi. It had been prepared in line with the system operated by the Central government. The platform would be launched during the Seva Sankalp Abhiyan. Its objective would be to raise awareness about organ donation in Delhi and encourage more people to donate their organs.
Various welfare activities would also be organised for children at child care centres run under the Women and Child Development Department. The Chief Minister said these activities would focus particularly on the development, care and welfare of children.
Cleanliness drives in every ward and Assembly constituency
The Chief Minister said special cleanliness drives would be organised in every ward, Assembly constituency and at various locations across Delhi in coordination with the Urban Development Department and the Municipal Corporation of Delhi. Taking forward the goal of a ‘Clean Delhi, Green Delhi’, special attention would be given to cleanliness in every part of the capital. A wide range of cleanliness-related programmes would be conducted during the campaign.
Projects worth ₹8,000 crore for the Yamuna and cleanliness drives
CM Rekha Gupta said the Yamuna was a symbol of faith for Delhi and every Indian. Therefore, cleaning the river was not a one-day activity for the Delhi government but an important task to be carried out continuously. Projects related to the cleaning of the Yamuna, worth approximately ₹8,000 crore, would be inaugurated and foundation stones laid by the Delhi government during the Seva Sankalp Abhiyan. Alongside this, large-scale cleanliness drives would also be conducted for the Yamuna.
Plantation in every ward
Chief Minister Rekha Gupta said the Environment Department had set a target of planting 70 lakh trees and saplings in Delhi under the goal of a ‘Clean Delhi, Green Delhi’. Plantation programmes would be organised in every ward during the Seva Sankalp Abhiyan to take this target forward.
‘Mere Sapnon Ka Bharat’ competition to involve 5 lakh students
The Chief Minister said various competitions would be organised on the theme ‘Mere Sapnon Ka Bharat’. These would include painting, speech and reel-making competitions. The aim would be to involve five lakh students from approximately 5,000 schools in Delhi. These would include Delhi government schools, private schools, schools run by the New Delhi Municipal Council and municipal schools. Universities would also be included in the programme. The competitions would provide children and young people with an opportunity to express their ideas and imagination, and present their vision of a developed India.
‘Aashirwad ka Diya’ programme on the Prime Minister Ji’s birthday
CM Rekha Gupta said the ‘Aashirwad ka Diya’ programme would be organised on the evening of September 17. As part of the programme, beneficiaries across Delhi would light lamps at their homes and extend birthday greetings to the Prime Minister. She said the Prime Minister Ji had served the country and its people every day and every moment during his 25 years in public life. The programme would be organised to express respect and convey good wishes to him. The Chief Minister, along with all ministers and public representatives, would participate in the special programme.
‘Namo Seva Ki Ankahi Kahaniyan’
Chief Minister Rekha Gupta said that, under the ‘Namo Seva Ki Ankahi Kahaniyan’ programme, real-life stories of beneficiaries whose lives had changed positively because of government schemes and services would be brought before the public. The Delhi government would reach out to beneficiaries and document their stories. These stories would be presented to the public through videos and street plays.
‘Aangan Ka Milan’
Appreciating the role of anganwadi workers, the Chief Minister said they had been continuously serving society and making an important contribution to the welfare of children and families. Delhi has 10,897 anganwadi centres, where approximately 21,350 anganwadi workers are employed. All these anganwadi workers would be felicitated during the Seva Sankalp Abhiyan. The Chief Minister also said that all public representatives would participate along with the people in the ‘Seva Jyoti Kalash Yatra’ to be organised by the organisation. She said the yatra would help strengthen the spirit of service and public participation.
‘Seva Setu Abhiyan’ in all 70 Assembly constituencies
Chief Minister Rekha Gupta said that, under the ‘Seva Setu Abhiyan’, various schemes of the Central and Delhi governments would be taken directly to the people. Special three-day camps would be organised in all 70 Assembly constituencies of Delhi. Information and services related to various Central and Delhi government schemes would be made available at these camps. Government officials would be present at the camps to help eligible citizens register, provide information about schemes and offer the necessary assistance.
‘Seva Ke Rang, Rashtra Ke Sang’ to convey the message of unity and environmental protection
The Chief Minister said special events would be organised under the ‘Seva Ke Rang, Rashtra Ke Sang’ programme through rangoli and mandala art. A plan was being prepared to create a giant human rangoli with the participation of thousands of people. The programme would bring together the themes of education and the environment. To promote the message of a clean and green Delhi, a special rangoli would also be created using plants. The initiative would convey the message of environmental protection to the public.
‘Innovation Challenge’ for young people in Delhi
Chief Minister Rekha Gupta said five centres would be set up across the country for the ‘Innovation Challenge’. Every state would participate in the programme. Delhi had also been allotted one centre for the initiative. Young people from neighbouring states would also be connected with the programme in Delhi. The initiative would provide a platform for young people to showcase their innovations and new ideas and give them an opportunity to present them before the public.
Direct public interaction through ‘Sushasan Seva Samvad’
The Chief Minister said the ‘Sushasan Seva Samvad’ programme would also be organised during the Seva Sankalp Abhiyan. Under the programme, various departments of the Delhi government would inform the public about the work being carried out in the public interest and initiatives related to good governance. Direct interaction with the public would also be held alongside the inauguration and foundation-laying programmes of various departmental projects. The objective would be to inform people about the government’s work, schemes and achievements.

CM Rekha Gupta said several development projects of various Delhi government departments would be inaugurated and their foundation stones laid during the Seva Sankalp Abhiyan. Taken together, projects of all departments worth approximately ₹13,820 crore would be inaugurated and their foundation stones laid during the campaign.
Wishing Hon’ble Prime Minister Shri Narendra Modi Ji on his birthday, Chief Minister Rekha Gupta said the people of Delhi extended their heartfelt greetings and best wishes to him. She prayed that the Prime Minister Ji’s blessings would continue to remain with Delhi and that he would remain healthy and continue serving the country.
New momentum to Delhi’s development under PM’s leadership
Expressing her gratitude to Hon’ble Prime Minister Shri Narendra Modi Ji, the Chief Minister said the Central government had consistently advanced the goal of a developed Delhi alongside a developed India. She said that, over the past 12 years, several important infrastructure projects had been undertaken in Delhi and its surrounding areas, giving fresh momentum to the capital’s transport system, connectivity and development.
Several important roads and expressways had played a significant role in improving Delhi’s traffic system and reducing congestion. These included the Delhi-Meerut Expressway, Delhi-Dehradun Expressway, Delhi-Mumbai Expressway, Dwarka Expressway, UER-2, and the Eastern and Western Peripheral Routes.
The Chief Minister said that, during Prime Minister Ji’s tenure, the total value of infrastructure-related projects approved, under way and proposed for Delhi stood at ₹12.25 lakh crore. She said the Central government’s contribution to important projects such as Jewar Airport, the signal-free corridor at Dhaula Kuan, the Regional Rapid Transit System, the expansion of the Delhi Metro and several other initiatives had been significant. Modern venues such as Yashobhoomi and Bharat Mandapam had enabled Delhi to host international-level events. The successful hosting of the recently held 18th BRICS Summit also reflected the capacity of this modern infrastructure, she added.
