Simplified 25 Policies Accelerating Development in MP: CM Dr. Yadav

Chief Minister Dr. Mohan Yadav said Madhya Pradesh is the only state offering multiple advantages for setting up industries. Thirty per cent of the investment proposals received at the Global Investors Summit held in Bhopal in January 2025 have already moved to the implementation stage, demonstrating that Madhya Pradesh offers a highly conducive environment for industry, trade and business.

Chief Minister Dr. Yadav addressed the Interactive Session on Investment Opportunities in Madhya Pradesh in Mumbai. He invited industrialists and investors to explore investment opportunities across sectors including pharmaceuticals and medical devices. He also invited industry leaders to participate in the Global Investors Summit-2027, scheduled to commence in Bhopal in January 2027.

Chief Minister Dr. Yadav said that Madhya Pradesh and Maharashtra share a close relationship, like two children of the same mother. While Mumbai is a leading metropolitan centre with deep expertise in investment and finance, Madhya Pradesh offers significant investment opportunities. He said investors who come to Madhya Pradesh once tend to maintain a long-term association with the state. Madhya Pradesh is emerging as one of India’s fastest-growing and preferred destinations for industrial investment, with several major industrial groups from Maharashtra choosing the state for their investments.

Prime Minister Shri Modi Has Inspired the Country to Serve People with Self-Respect

Chief Minister Dr. Yadav said that representatives of Welspun Group, Sun Pharma and several other leading organisations were present at the session, along with prominent figures from the industry and corporate sector who understand the capabilities of Prime Minister Shri Narendra Modi’s leadership in a changing global environment. He said that all states are progressing along with the country and referred to Prime Minister Shri Modi’s tenure as Chief Minister of Gujarat, noting the importance of cordial relations among states. He said that the Sardar Sarovar Dam on the Madhya Pradesh-Gujarat border is an example of such cooperation, benefiting both Madhya Pradesh and Gujarat while also addressing Rajasthan’s interests.

Chief Minister Dr. Yadav said India is increasingly being recognised globally for its strong leadership and is rapidly emerging as a powerful economy. He said that Prime Minister Shri Modi has inspired the country to serve people while maintaining its self-respect. India’s global standing, including the strength of its passport, has improved significantly. The Chief Minister highlighted the transformation witnessed over the past 12 years and cited reforms such as GST and measures to facilitate trade and business. He said that India is advancing rapidly within the G20 while pursuing its development targets and is expected to become the world’s third-largest economy.

‘We Will Do It’ — A New Mantra of Confidence

Chief Minister Dr. Yadav said Prime Minister Shri Modi has given the country the mantra of “We Will Do It”, instilling confidence that India can achieve anything. He said India’s progress in manufacturing, innovation, leadership and talent is visible globally. The Chief Minister highlighted India’s growing capabilities in mobile manufacturing, semiconductors, drones, EVs, batteries and solar energy. He also noted the growing achievements of Indian athletes at international sporting events.

Chief Minister Dr. Yadav said that India has the potential to excel at global sporting events, including the Asian Games and the Olympics. He said, referring to India’s international engagement, that the country’s foreign policy reflects its commitment to upholding the self-respect of its citizens while building partnerships with countries around the world.

Madhya Pradesh Offers Multiple Advantages and Comprehensive Facilities to Investors

Chief Minister Dr. Yadav said investment flows into a state when it offers stable leadership, clear policies, adequate land availability and an industry-friendly environment. He said that Madhya Pradesh values every investor, regardless of scale. The Chief Minister highlighted the state’s central geographical location as a major advantage for investors. Madhya Pradesh has attracted substantial investment through the Global Investors Summit, roadshows and regional industry conclaves. The state government is ensuring timely disbursement of eligible investment incentives.

Madhya Pradesh has a 5-lakh-kilometre road network and a land bank of around 1 lakh acres. Promoting balanced development across sectors, including minerals, forests, energy and industries of all scales, remains a key policy priority.

Focus on Decisions, Not Files

Chief Minister Dr. Yadav said that 25 simplified policies have been implemented in Madhya Pradesh to facilitate industrial development. The government is focusing on decisions rather than prolonged file movement. He said Bhopal has direct air connectivity with Delhi, Mumbai, Kolkata, Raipur, Bengaluru and other cities. Under the Madhya Pradesh Aviation Policy, the state provides Viability Gap Funding (VGF), while helicopter and air services are also being promoted. Direct air connectivity from Madhya Pradesh to Gulf countries has been introduced. At the PM MITRA Park being developed in Dhar, various units are being provided electricity at ₹4 per unit.

Chief Minister Dr. Yadav said this was his eighth visit to Mumbai in two and a half years to meet industry leaders. He said the interactions held during the visit resulted in investment commitments worth ₹90,000 crore, reflecting the outcome of the state’s efforts to attract investment.

Madhya Pradesh to Offer Customised Packages and Industrial Facilities Based on Investor Needs

Additional Chief Secretary, Industrial Policy and Investment Promotion, Shri Neeraj Mandloi said Madhya Pradesh has adequate land, water, power, natural resources, skilled manpower and connectivity for industrial development. Its central geographical location provides easy access to major consumer markets. The state has eight airports, 22 major railway junctions, more than one lakh acres of industrial land ready for allotment and over 50,000 acres being developed for future industrial use. He said the state government is prepared to develop customised zones, investment packages and sector-specific industrial parks based on investor requirements. The Chief Minister said that more than 18 sector-specific policies are in force in Madhya Pradesh. The state offers significant opportunities in pharmaceuticals and medical devices, with more than 300 pharmaceutical units, over 30 API and bulk drug manufacturers and more than 57 medical device manufacturers operating in the state.

The pharmaceutical sector offers incentives for in-house R&D, testing facilities and quality certification. More than 2,700 private hospitals and 12,100 government healthcare facilities also provide a substantial market for the sector.

Shri Mandloi said the Invest Madhya Pradesh Portal 3.0 has made the investment process digital, simple and transparent. Investors have access to AI-based systems, a GIS-enabled land bank, single compliance, faceless incentive disbursement and an incentive calculator. He invited industry leaders to explore investment opportunities in textiles, automobiles and EVs, food processing, renewable energy, telecommunications, tourism, pharmaceuticals and medical devices.

Ipca Shares Positive Investment Experience in Madhya Pradesh

Ipca Pharma Managing Director Ajit Jain shared his four-decade investment experience in Madhya Pradesh and described the state as an ideal investment destination. He said the company had faced no major challenges during this period, while minor issues were resolved promptly through proactive government and administrative intervention.

Chief Minister Dr. Yadav, highlighting the factors supporting investment in the state, cited abundant resources, proactive governance, an industry-friendly approach, skilled manpower and strong institutions for technical education and skill development. He said these factors have made it easier to establish and operate industries in the state. He also noted that the government had extended support in providing accommodation facilities for workers.

Sun Pharmaceutical Industries Executive Chairman Shri Dilip Shanghvi also addressed the session.

On the occasion, Letters of Intent were issued to five units for investment in DMIC Phase-II at Vikram Udyogpuri, Ujjain.
