Internal suggestions and observations are a regular part of the decision-making process
Mumbai, Sept 2026 : The Election Commission of India (ECI) is a multi-member constitutional body functioning under Article 324 of the Constitution. To ensure transparency, legal compliance and rigour in the election process, the Commission regularly follows procedures involving internal suggestions, observations, technical inputs and cross-checking.
The ECI said all its actions have been carried out in accordance with the law and the directions issued by the Commission.
The Commission stated that all official orders, decisions and administrative directions issued by it are made in accordance with the statutory procedure prescribed under The Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023, and are backed by full legal authority.
Internal observations part of decision-making process
The Commission said questions, suggestions and observations raised by its members at the draft stage form part of the routine administrative process aimed at strengthening voters’ rights and improving the quality of the electoral process.
Different views and observations are a natural part of deliberations before a final decision is taken by any institution, the ECI said.
The Commission also clarified that not only the three Election Commissioners but every officer of the Commission is authorised to submit suggestions aimed at strengthening the electoral system.
According to the ECI, the process of deliberation before a final decision helps ensure that decisions are taken after comprehensive consideration and with due rigour.
Around 40 new initiatives and electoral reforms
The Commission said that over the past year, it has taken several decisions, issued directions and implemented initiatives, with around 40 new initiatives and various electoral reforms undertaken in the past 10 months.
These include voter-list revision processes across the country as well as the Special Intensive Revision (SIR) of electoral rolls.
The ECI clarified that all these measures were the outcome of decisions taken unanimously by the full Commission.
Elections successfully conducted in several states
In recent months, the Commission has successfully completed major elections and related electoral processes in Bihar, Kerala, Tamil Nadu, Puducherry, Assam and West Bengal.
A large administrative and executive machinery was involved in carrying out these extensive processes, with various approvals and directions issued at the Commission level, it said.
Strict security measures for digital systems
The Commission said its digital platforms, including ECINet, operate under stringent data-security protocols to prevent unauthorised access, tampering or alteration of information.
Security assessments, information technology audits and control mechanisms are routine cybersecurity procedures used for national-level digital databases, the ECI said.
The Commission further stated that Electoral Registration Officers (EROs) and District Election Officers (DEOs) exercise their statutory powers under the law with regard to voter registration and the deletion of names from electoral rolls.
