Maharashtra Signs Revised Pact with NTPC to Boost Hydropower Capacity in Raigad

Mumbai, April 2026: In a major push to strengthen renewable energy infrastructure, the Maharashtra government signed a revised Memorandum of Understanding (MoU) with NTPC Limited to enhance the capacity of the Amba and Kumbhe pumped storage hydropower projects in Raigad district. The agreement was formalised in the presence of Chief Minister Devendra Fadnavis at the state Secretariat.

With this revision, the combined installed capacity of the two projects will increase significantly from 1,800 megawatts (MW) to 2,600 MW, marking a substantial addition of 800 MW.

The agreement was signed between the Water Resources Department and NTPC officials during a programme held at the Mantralaya committee hall. Several senior leaders and officials were present, including Revenue Minister Chandrashekhar Bawankule, Water Resources and Disaster Management Minister Girish Mahajan, Additional Chief Secretary (Water Resources) Deepak Kapoor, and NTPC’s Regional Executive Director (Western Region) E. Satya Phani Kumar, among others.

Providing details of the agreement, officials stated that Maharashtra had earlier issued a policy on December 20, 2023, to promote the development of pumped storage hydropower projects under the Public-Private Partnership (PPP) model. So far, the state has signed 60 MoUs, including this one with NTPC.

Through these agreements, the government aims to generate a total power capacity of 82,015 MW, attract investments worth Rs 4.28 lakh crore, and create employment opportunities for around 1.31 lakh people.

The revised MoU follows a detailed survey conducted by NTPC, which revealed the potential to enhance the installed capacity of both projects. Based on this, the Central Electricity Authority (CEA) recommended modifications to the original agreement.

Under the revised plan, the capacity of the Amba project will increase from 800 MW to 1,500 MW, adding 700 MW. The Kumbhe project’s capacity will rise from 1,000 MW to 1,100 MW, adding 100 MW. Overall, the projects will now contribute a combined capacity of 2,600 MW.

Officials noted that pumped storage hydropower projects play a crucial role in ensuring grid stability and supporting renewable energy integration, particularly as India expands its solar and wind energy capacity.

The agreement is expected to accelerate infrastructure development in the Raigad region, while also contributing to Maharashtra’s long-term energy security and sustainability goals.
