Quality Audit App: A New Digital Initiative to Improve Institutional Standards
A Quality Audit Mobile App has been introduced in Madhya Pradesh as an innovative initiative to ensure transparency, quality, and accountability in the field of social justice and empowerment of persons with disabilities. The initiative reflects the welfare-oriented vision of the state government under the leadership of Chief Minister Dr. Mohan Yadav. Continuous efforts by Social Justice and Disabled Welfare Minister Shri Narayan Singh Kushwaha have also helped establish this system effectively on the ground.
Government and non-government institutions operating in the state, including rehabilitation centres for persons with disabilities, old-age homes, special schools run for persons with disabilities and de-addiction centres, provide shelter and essential services to vulnerable sections of society. To ensure the smooth functioning and quality standards of 252 such institutions, digital technology is now being utilised. Developed with the support of MPSEDC, the mobile App makes the inspection process simpler, more transparent and more effective.
The functioning of the app is based on a structured process that begins with the district officer logging into the departmental portal. Thereafter, the Social Security Officer posted in the local body is registered on the portal and provided with a user ID through SMS. To streamline inspections, an inspection team is constituted and its details are uploaded on the portal.
In the next stage, the concerned institution is selected and assigned to the Social Security Officer for inspection. The officer downloads the mobile app, grants the required permissions, enables location access, and logs in. The inspection process begins after selecting the institution to be inspected.
During the inspection, at least five photographs of the institution are captured through the mobile app, along with detailed descriptions and remarks. Responses to the predefined questions in the app are recorded based on the actual condition of the institution, ensuring an objective and fact-based assessment. Based on the inspection findings, the institution is assigned a grade, and the report is submitted to complete the inspection process.
After completion of the process, the inspection report becomes available online at both the Directorate and district levels. District officers review these reports and grades to ensure necessary improvements in the institutions. This not only strengthens the monitoring mechanism but also promotes continuous improvement in institutional functioning.
The state government is ensuring better living standards, a safe environment, and quality services for persons with disabilities, senior citizens, and other needy individuals residing in these institutions. The app also plays an important role in ensuring the proper utilisation of grants provided by the Central and State Governments.
Overall, the mobile app has emerged as a modern and effective monitoring mechanism for social sector institutions in Madhya Pradesh. Through digital technology, the government has ensured transparency in service delivery and improved access to quality facilities for every beneficiary. The initiative is not only an example of administrative reform but also a significant step toward building a sensitive and inclusive society.
