Telangana to Set Up Committee for Digital Governance Reforms, Says CM Revanth Reddy
Hyderabad, July 2026 : The Telangana government will constitute an official committee to recommend measures for strengthening digital governance across the state, Chief Minister A. Revanth Reddy announced on Wednesday. The initiative aims to enhance transparency, improve public service delivery, and ensure the efficient implementation of welfare schemes through a fully digitised administrative framework.
Chairing a high-level review meeting with senior officials, the Chief Minister directed departments to accelerate the adoption of digital governance and prepare a comprehensive roadmap for its implementation. He also instructed officials to draft the necessary legislation to support the transition to a technology-driven administrative system.
According to the Chief Minister’s Office (CMO), a committee comprising senior officials from various departments will be constituted to oversee the process. The panel has been asked to submit its recommendations within 100 days, laying out strategies for digital transformation across government departments.
Revanth Reddy stressed that the state’s administrative machinery must evolve through complete digitisation to improve efficiency, accountability, and transparency. He said the government’s primary objective is to provide better services to citizens while ensuring that welfare benefits reach eligible beneficiaries directly through digital platforms without delays or leakages.
The Chief Minister also reviewed issues concerning contract and outsourcing employees, expressing concern over delays in salary payments despite the government releasing funds to agencies on time. He directed officials to initiate strict action against agencies that fail to disburse salaries promptly after receiving payments from the government.
During the meeting, officials informed the Chief Minister that Telangana currently has nearly 4,800 contract and outsourcing agencies. Of these, around 4,300 agencies have reportedly failed to deposit Employees’ State Insurance (ESI) and Provident Fund (PF) contributions for their workers. Officials further stated that although the government regularly releases payments to these agencies, many employees continue to experience delays in receiving their monthly salaries.
Taking serious note of the issue, Revanth Reddy instructed officials to digitise the complete database of contract and outsourcing employees across all government departments. The database will include details such as employee records, salary structures, bank account information, and other service-related particulars. He also directed officials to ensure that salaries are credited to employees on the first day of every month.
The Chief Minister emphasised that digitisation should not be limited to contract workers alone. He ordered the complete digital integration of records for regular government employees as well, including service history, health card information, and other employee benefits. He said a unified digital employee database would simplify the implementation of welfare schemes and administrative processes while improving transparency in personnel management.
To ensure continuous monitoring of salary disbursements and employee welfare, Revanth Reddy proposed the creation of a dedicated digital monitoring system under the Finance Department. The system is expected to track salary payments, statutory compliance, and employee-related benefits in real time, helping prevent delays and ensuring greater accountability among outsourcing agencies.
The review meeting was attended by MP Vem Narendra Reddy, Advisor Ramakrishna Rao, Chief Secretary Santhi Kumari, Special Chief Secretary for Municipal Administration and Urban Development Jayesh Ranjan, Principal Secretary to the Chief Minister V. Seshadri, MCRHRD Vice-Chairperson Shanti Kumari, Pay Revision Commissioner N. Shiva Shankar, Finance Principal Secretary Sandeep Kumar Sultania, Planning Secretary Gaurav Uppal, and other senior government officials.
The proposed digital governance initiative is expected to play a key role in modernising Telangana’s administration, streamlining government services, and improving transparency and accountability across departments while ensuring timely delivery of benefits to citizens and employees alike.
