Ukraine Urges Global Action Against Black Sea Attacks as India Warns Seafarers of Escalating Risks

New Delhi, July 2027 : As security conditions in the Black Sea continue to deteriorate amid the ongoing Russia-Ukraine conflict, Ukraine has called on the international community to intensify pressure on Russia to halt attacks on civilian shipping, warning that commercial maritime traffic remains under severe threat. The appeal comes as India has also issued a fresh advisory urging Indian nationals to carefully assess security risks before accepting employment on vessels operating in or transiting the conflict-affected waters.

In a statement issued on Monday, the Embassy of Ukraine in India alleged that Russia’s military actions in the Black Sea and the Sea of Azov have endangered civilian navigation, resulting in casualties among seafarers, maritime pilots and crew members serving aboard merchant vessels.

The embassy stated that the risks to civilian shipping could be reduced through swift international action and timely responses to security warnings issued for the region. It noted that Ukraine has consistently alerted its international partners, including senior Indian officials, about the growing dangers posed by the conflict to commercial maritime operations.

According to the Ukrainian mission, the safety of civilian navigation has become a matter of global concern, requiring coordinated efforts to protect merchant shipping and international trade routes. The embassy welcomed preventive measures adopted by Indian authorities and described such initiatives as important steps toward safeguarding seafarers and strengthening maritime security.

Expressing condolences to the families of Indian seafarers who have lost their lives due to the worsening security situation, the embassy voiced hope that the Black Sea crisis would feature prominently in future discussions between the Foreign Ministers of India and Ukraine.

“The only sustainable way to restore maritime security is to increase international pressure on the Russian Federation to end its attacks on civilian shipping,” the embassy stated.

The appeal follows an advisory issued by India’s Ministry of External Affairs (MEA) on Sunday, cautioning Indian nationals against accepting jobs on commercial vessels operating in or passing through the Black Sea unless they have fully assessed the prevailing security situation.

The MEA noted that the waters surrounding the Black Sea remain highly volatile because of the continuing conflict, with commercial ships increasingly exposed to missile and drone attacks. According to the ministry, the number of such incidents has risen significantly since April 2026, resulting in the tragic deaths of five Indian seafarers.

The advisory urged Indian nationals who still choose to undertake such employment to exercise extreme caution and obtain comprehensive information from employers, recruitment agencies and shipping operators regarding the vessel’s route, intended ports of call, onboard security arrangements, insurance coverage and emergency response mechanisms.

The ministry also advised prospective seafarers to ensure that their employment contracts comply with international maritime standards and include adequate provisions for medical assistance, emergency evacuation, repatriation and compensation in the event of an accident or security incident.

Additionally, Indian nationals have been encouraged to keep their families informed of their travel plans and maintain regular communication throughout their voyage. The MEA also urged those requiring assistance to remain in close contact with the Indian Embassy and seek consular support whenever necessary.

The renewed warnings underscore the growing impact of the Russia-Ukraine conflict on global maritime trade and the safety of international shipping. The Black Sea remains one of the world’s most strategically important waterways, handling significant volumes of energy exports, agricultural commodities and commercial cargo.
