Ensuring Dignity and Security of Samvida Karmis is State Government’s Responsibility: CM Dr. Yadav

Chief Minister Dr. Mohan Yadav stated that it is on the labour and trust of ‘Samvida Karmis’ that the State Government has been able to successfully implement public welfare schemes on the ground. He said that the role of ‘Samvida Karmis’ is akin to that of Lord Hanuman. It is their hard work and partnership that keep the governance and administrative systems running smoothly. The Chief Minister stated that although ‘Samvida Karmis’ are engaged on a contractual basis, they play a vital role in managing systems. Whether in health services, education, panchayats, urban local bodies or technical services, ‘Samvida Karmis’ have become reliable pillars of the system at the grassroots level—handling surveys, monitoring and implementation. The dedication with which they have worked has proven that service is greater than position. Contract employees are not only the workforce of the State Government, but also its moral strength. Chief Minister Dr. Yadav stated that the slogan of the Bharatiya Mazdoor Sangh, ‘We will work in the national interest’, is being truly lived by these colleagues.

Chief Minister Dr. Yadav addressed the ‘Samvida Karmis–Officers Conference’ of the Madhya Pradesh ‘Samvida Karmi Sanyukt Sangharsh Morcha’ organised by the Bharatiya Mazdoor Sangh, on Friday at TT Nagar Dussehra Maidan. He inaugurated the event by lighting the lamp and offering floral tributes to Bharat Mata and revered Dattopant Thengadi.  The Chief Minister was welcomed with a floral shower and a large garland.

Chief Minister Dr. Yadav said that the government has always taken a positive and proactive stand on the rights of Samvida Karmis. The State Government has previously taken progressive decisions on service reforms, remuneration, working conditions, and future security for contract employees, and will continue to do so. He assured that all issues would be resolved while ensuring their safety, and that the government would strive to do more than what is possible, within the framework of rules, justice and financial balance.

In coordination with the Madhya Pradesh ‘Samvida Karmi Sanyukt Sangharsh Morcha’, the Finance Department, and the General Administration Department, all difficulties will be addressed in a manner that ensures both dignity and security for contract employees. The State Government will support legitimate demands with sensitivity, responsibility and commitment.

Chief Minister Dr. Yadav: Full Attention Will Be Given to the Demands of Contract Employees

  • The process for absorption of contract employees with more than 10 years of experience into regular posts is currently underway for 50 per cent of the posts; further work will be carried out in this direction.
  • Under the Contract Policy–2023, all provisions will be implemented verbatim in centrally sponsored and state-sponsored projects. State government corporations and boards will ensure their implementation.
  • A policy decision will be taken to ensure uniform implementation across all departments of benefits such as NPS, gratuity, health insurance, compassionate appointment in all centrally sponsored and state-sponsored schemes/projects, and full enforcement of disciplinary provisions under CCA Rules, 1965 and 1966 for contract employees.
  • Discrepancies in equivalence determination for contract employees posted across various departments, schemes, and projects will be resolved within a stipulated time frame by a committee chaired by the Additional Chief Secretary, with participation of contract employee representatives.
  • Equivalence determination under Contract Policy–2023 will be carried out for the ATMA Scheme of the Agriculture Department, District e-Governance Societies, and District Disability Rehabilitation Centres.

Chief Minister Dr. Yadav was welcomed by Shri Kuldeep Singh Gurjar, Shri Dinesh Singh Tomar, Shri Govind Shrivastava, Shri Durgesh Tiwari, and representatives of the ‘Samvida Karmi Sanyukt Sangharsh Morcha’. Shri Dinesh Tomar stated that the Madhya Pradesh Samvida Karmi Sanyukt Sangharsh Morcha comprises officers and employees from 34 departments across the state, and that under the leadership of Chief Minister Dr. Yadav, the State Government has been continuously working in the interest of employees. He stated that the Bharatiya Mazdoor Sangh has understood the demands of contract employees. State General Secretary Shri Kuldeep Singh Gurjar also addressed the gathering. A large number of contract officers and employees from across the state were present at the conference.
