Chhattisgarh Cabinet Approves Key Initiatives for Law Enforcement, Aviation, Innovation, Housing, Cloud Policy, and Digital Connectivity

Raipur, February 2026 : Under the chairmanship of Chief Minister Shri Vishnu Dev Sai, today at the Ministry in Mahanadi Bhavan, the cabinet meeting took several important decisions –

Cabinet Meeting

  1. Taking a major decision in the direction of preventing narcotic substances, the cabinet meeting approved the formation of district-level Anti-Narcotics Task Forces in 10 districts of the state and sanctioned 100 new posts provided in the main budget for the financial year 2025-26. This includes Raipur, Mahasamund, Bilaspur, Durg, Bastar, Sarguja, Kabirdham, Jashpur, Rajnandgaon, and Korba districts.
  2. The cabinet meeting approved 44 new posts provided in the main budget for FY 2025-26 for the formation of S.O.G. (Special Operations Group) under the Special Branch of Police Headquarters. The SOG’s work is to reach the site immediately in any major or sudden incident, manage the situation, and quickly neutralize terrorist attacks or serious threats. SOG is a specially trained team prepared for such dangerous tasks.
  3. The cabinet took a key decision for the establishment of Flight Training Organizations (FTOs) at various airports and airstrips in the state and approved the operational guidelines. Under this, a flight training organization will be set up in Chhattisgarh to provide pilot training. Considering the growing demand in the aviation sector and to provide employment opportunities for youth, this institution will be useful. Facilities such as aircraft recycling, helicopter banking, and aero sports will also be developed. The establishment of the Flight Training Organization will involve private participation.
  4. The cabinet approved the Chhattisgarh Innovation and Startup Promotion Policy 2025-26. This policy will develop the startup ecosystem along with incubators and other stakeholders. Chhattisgarh can be developed as a major innovation hub in India. Improved state startup rankings issued by the Government of India’s Department for Promotion of Industry and Internal Trade will increase investment attraction in the state.
  5. The cabinet decided to hand over 35 residential colonies built and completed by the Chhattisgarh Housing Board and Raipur Development Authority to the municipal corporation and municipalities. These colonies include open plots, gardens, and other public facilities. However, residential, commercial, and semi-public saleable properties will not be included.

Currently, because the colonies have not been transferred, residents are deprived of many basic facilities. Residents bear double costs: paying property tax to the municipal corporation while also paying maintenance fees to the Housing Board. After transfer, urban bodies will provide water, electricity, roads, and cleaning, relieving residents of extra maintenance costs.

  1. The cabinet approved the construction of a large multi-storey building in Nava Raipur Atal Nagar for government departments and corporation board offices. Space will be allocated to departments to ensure full utilization of land.
  2. The cabinet authorized the allocation of government land in the Sirpur and Arpa regions to the respective district collectors to accelerate planned development. The purpose of Sirpur Special Area Development Authority and Arpa Special Area Development Authority is planned and comprehensive development of riverbank areas. Effective implementation of master plans, land use, and urban development schemes is essential. Considering the financial situation of the authorities, land will be allotted at Rs. 1/- premium per plot, with the right to allocate given to district collectors.
  3. The cabinet approved the implementation of the Chhattisgarh Cloud First Policy. As per this policy, all state departments, enterprises, and autonomous bodies will use only cloud services approved by India’s Ministry of Electronics & IT or secure data centers and disaster recovery centers in India. Special permission from the State Cloud Council is mandatory for exceptional cases.

Low-priority applications and archived data will be migrated to the cloud by 2027-28, and high-priority services by 2029-30. All new applications will be developed using cloud-native technology. The department of electronics and IT is authorized to make future necessary amendments. The policy ensures reduced IT costs, operational efficiency, better cybersecurity, continuity of services during disasters, and 24×7 citizen services. It also strengthens data security, transparency, and tracking.

  1. The cabinet approved the Mobile Tower Plan to expand digital infrastructure in Chhattisgarh. Limited mobile connectivity in geographically backward and Naxal-affected areas hampers effective implementation of government schemes. This plan will simplify approvals for selected service providers to install mobile towers.

Under the plan, towers will be installed in settlements without mobile networks. Digital connectivity will boost the rural economy, expand e-governance, and promote socio-economic development. Security arrangements will also improve, and administrative transparency and efficiency will increase in Naxal-affected areas. With this plan, services such as Public Distribution System, Direct Benefit Transfer, health, education, and emergency 112 services will reach remote citizens effectively.
