CM Replies to Governor’s Address Debate in Assembly

Jaipur, February 2026 : Chief Minister Bhajanlal Sharma on Thursday, while replying to the debate held in the Legislative Assembly on the Governor’s Address, for the first time placed on the table of the House a document of the achievements of two years. He said that in two years, our government has done more work than the five years of the previous government. In his statement, he presented before the House a comparative account of the work done by the present government in two years in various sectors including roads, electricity, water, agriculture, women and youth welfare, and said that the state government has not only given stability to the economy, but also speed and direction.

The Chief Minister said that the sole objective of the state government is public welfare. He said that under the three duties defined by the successful Prime Minister Narendra Modi—increasing productivity and competitiveness, fulfilling people’s aspirations and building their capacities, and working with commitment on the core mantra of Sabka Saath, Sabka Vikas—the government is working with dedication. Shri Sharma expressed gratitude to the Prime Minister for the Ramjal Setu Link Project, Yamuna water agreement, Devas project, Mahi-Banswara nuclear power plant, and India’s trade deals with the European Union and the United States.

Law will be brought for Kalpavriksha Khejri —

The Chief Minister said that Khejri is the Kalpavriksha of Rajasthan and also the identity of the state, which has always played a meaningful role in stopping the expanding desert. He said that the state government is working to preserve both development and heritage. A law will be brought to protect the state’s Kalpavriksha Khejri so that it remains conserved in the state. Inspired by the Prime Minister’s “Ek Ped Maa Ke Naam” campaign, the state government launched a mega plantation drive and planted 20 crore saplings in just two years. A target has been set to plant more than 50 crore saplings in five years.

India becomes the fourth largest economy under the Prime Minister’s leadership —

The Chief Minister said that under the able leadership of the Prime Minister, the country has created a new history of development, trust and self-respect. The country’s economy, which was ranked 11th in the world in 2014, has reached the fourth position due to the Prime Minister’s successful efforts, firm decisions and capable leadership. Surpassing the economies of Britain and Japan, India has crossed the figure of 4.18 trillion dollars and has become the world’s fastest-growing economy.

Revenue deficit reduced by ₹8,000 crore in just two years —

Shri Sharma said that during the tenure of the previous government, financial mismanagement had left the treasury empty, schemes incomplete and trust broken. The previous government left a debt of ₹5,79,781 crore as a legacy. After Punjab, Rajasthan had the highest debt among large states. He said that in the Economic Survey of India 2025–26, the economic management of the state government, innovations in the social and health sectors, best practices and administrative reforms have been specially highlighted. The revenue deficit, which had reached ₹38,954 crore in 2023–24, is estimated to be ₹31,009 crore in the budget estimates of 2025–26. The government has succeeded in reducing the revenue deficit by about ₹8,000 crore in just two years.

Capital investment assistance of over ₹19,000 crore under the double-engine government —

The Chief Minister said that due to efficient financial management, inflation has been curbed and the common man has received relief. From 2020–21 to 2023–24, Rajasthan received ₹15,803 crore as capital investment assistance from the Centre. After the formation of the double-engine government, the pace doubled, and in two years more than ₹19,000 crore of capital investment assistance has been brought from the Centre. In the coming financial year, the state will receive an additional ₹2,000 crore. Capital expenditure of over ₹30,700 crore in 2024–25 is the highest ever. The state will receive ₹90,445 crore as its share in central taxes this year.

He said that in the last two years, the state ranked first in 11 public welfare schemes, second in five national schemes and third in nine national programmes, along with being recognised as a best-performing state in two major parameters.

DPR of Yamuna water agreement in final stage —

The Chief Minister said that water storage has started at Navnera Barrage and Isarda Dam, key components of the Ramjal Setu Project. Consent letters worth ₹14,676 crore have been issued for Bandh Baretha (Bharatpur) and Brahmani Barrage (Chittorgarh). Works worth ₹26,000 crore have already begun on the ground. The DPR of the Yamuna water agreement is in the final stage, with pipeline alignment survey and field verification completed. ₹1,717 crore has been provided for modernisation of the Ganganahar system and works worth ₹4,731 crore have started for the Indira Gandhi Canal.

Over 14 lakh tap connections under Jal Jeevan Mission —

The Prime Minister extended the Jal Jeevan Mission till 2028. Through monitoring, the government has provided over 14 lakh tap connections to rural families. Irrigation facilities were expanded to 99,562 hectares in two years, compared to 52,182 hectares in five years of the previous government.

Farmer Samman Nidhi increased one-and-a-half times in two years —

The Chief Minister said ₹10,508 crore has been transferred directly to farmers’ accounts under Samman Nidhi, ₹48,325 crore in interest-free short-term crop loans provided, and ₹6,415 crore in crop insurance claims distributed.

Over 2 lakh new agricultural connections —

Farmers in 22 districts are receiving daytime electricity. Subsidy of ₹48,591 crore has been given on electricity bills and over 2 lakh agricultural connections issued.

Over 1 lakh appointments, 1.55 lakh recruitments underway —

In paper leak cases, 140 FIRs were registered and 428 accused jailed. Over 1 lakh appointments have been given and 1.55 lakh recruitments are in process. More than 2 lakh jobs were created in the private sector.

Crime reduced by 14.13 percent —

Crimes declined by 14.13%, atrocities against SC/ST by 28%, and crimes against women by 10%.

LPG cylinder at ₹450 to 1 crore families —

Under welfare schemes, nutrition and health have improved. ₹536 crore assistance was given to over 10.26 lakh mothers, and 1 crore families are receiving LPG cylinders at ₹450.

73.46 lakh new beneficiaries added under NFSA —

Over 1.08 lakh houses were provided under PMAY (Rural), and ₹478 crore transferred to 66 lakh students for uniforms and school bags.

35 percent higher pension payment than previous government —

In 2024–25, ₹12,816 crore was paid as social security pension, about 35% more than the previous government.

₹7,645 crore cashless treatment under MA Scheme —

Under the Chief Minister Ayushman Arogya Yojana, ₹7,645 crore worth of cashless treatment was provided to 37.53 lakh patients in two years.

34 new policies, beginning of industrial era —

With 34 new policies, Rajasthan has emerged as a major investment destination. Investments of over ₹8 lakh crore have already materialised from signed MoUs.

Power system strengthening —

Under KUSUM, 2,329 MW capacity plants were set up, compared to just one plant earlier. Solar capacity increased by 19,209 MW in 25 months.

The Chief Minister expressed confidence that in the next three years, Rajasthan will become a leading state, empowering youth, farmers and women, and said the government will present an annual report card of its work to the people.
