Mumbai, Feb 2026 : With the objective of bringing about a fundamental transformation in the state’s administrative functioning, the Maharashtra government has launched the ambitious administrative reforms initiative ‘GPR 2.0’. Prime Minister Narendra Modi has specially appreciated this innovative initiative of Maharashtra and has advised other states in the country to undertake similar efforts. Chief Minister Devendra Fadnavis said that all government departments must work in close coordination and with effectiveness to ensure that the tangible benefits of these administrative reforms reach the common people directly.
A review meeting on administrative reforms was held at Sahyadri Guest House under the chairmanship of Chief Minister Fadnavis. Minister of State Dr Pankaj Bhoir, Chief Secretary Rajesh Agrawal, along with all Additional Chief Secretaries, Principal Secretaries and Secretaries of various departments were present at the meeting. The General Administration Department made a detailed presentation on Phase One and Phase Two of the ‘GPR 2.0’ initiative.
Chief Minister Fadnavis stated that through ‘GPR 2.0’, administrative reforms are being implemented in a logical and integrated manner. The first phase of the initiative has been completed successfully, with all departments delivering commendable performance. The second phase is scheduled to be completed by May 1, 2026. Once these reforms are fully implemented, it will be essential to undertake comprehensive efforts to ensure that citizens receive administrative services in a more convenient, faster and transparent manner.
The Chief Minister further said that it is vital to strengthen and modernise the state’s administrative services, institutional systems, infrastructure and resources with a future-oriented vision. Through ‘GPR 2.0’, historic work is being carried out in this direction. The next five to ten years will be decisive for these changes, and the period that follows will certainly remember the government for this significant reform initiative.
Key Features of the ‘GPR 2.0’ Administrative Reforms Initiative:
Strengthening of State Government Administrative Departments:
- Monitoring of the time-bound implementation of centralised empowerment through the Chief Minister’s Office, the Information Technology Department and the State Information Commissioner’s Office.
- Establishment of a robust system to provide administrative services to citizens in an easy, simple and well-organised manner.
- Finalisation of a ‘Citizen’s Charter’ to ensure the delivery of simple and high-quality services to citizens.
- Effective and result-oriented implementation of various government schemes meant for citizens.
Improvements in Services and Facilities:
- Introduction of improvements to make services on the ‘MahaDBT’ and ‘Aaple Sarkar’ portals more user-friendly.
- Finalisation of 263 schemes under ‘MahaDBT 2.0’ and their inclusion in ‘GPR 2.0’.
- Streamlining of 1,074 services under ‘Aaple Sarkar’ and systematic management of 424 certified services.
- Selection of high-performing centres among 17,624 ‘Aaple Sarkar’ service centres to be developed as ‘Smart Centres’.
