Telangana Government Splits GHMC into Three Corporations to Improve Urban Governance
Hyderabad, Feb 2026 : In a major administrative overhaul aimed at improving urban governance and service delivery, the Telangana government has divided the Greater Hyderabad Municipal Corporation (GHMC) into three separate municipal corporations. Two new civic bodies—Cyberabad Municipal Corporation and Malkajgiri Municipal Corporation—have been created, while the GHMC will continue to function with a reduced jurisdiction.
A Government Order (GO) issued on Wednesday formally constituted the three municipal corporations: Cyberabad Municipal Corporation, Malkajgiri Municipal Corporation, and the restructured Greater Hyderabad Municipal Corporation. The decision follows a detailed review of administrative requirements arising from the rapid expansion of Hyderabad and its surrounding urban areas.
To oversee the transition and coordination among the three civic bodies, the government has appointed Jayesh Ranjan, Special Chief Secretary to the Government, Metropolitan Area and Urban Development Department, as the Special Officer for all three corporations. The existing administrative leadership has also been reshuffled to ensure smooth functioning. R.V. Karnan will continue as the Commissioner of GHMC, while G. Srijana has been transferred and posted as Commissioner of the newly formed Cyberabad Municipal Corporation. T. Vinay Krishna Reddy, who was serving as Additional Commissioner of GHMC, has been appointed as Commissioner of Malkajgiri Municipal Corporation.
According to the GO, the reorganisation of GHMC was carried out after careful consideration of governance challenges posed by the city’s growing population and geographic spread. The move comes just months after the merger of 27 surrounding urban local bodies with GHMC to form the Core Urban Region (CURE), significantly increasing the administrative load on the civic body. In December last year, the government had already approved the reorganisation of GHMC into 12 zones and 60 circles as part of broader urban reforms.
Under the new arrangement, Cyberabad Municipal Corporation will comprise the Serilingampally, Kukatpally, and Qutbullapur zones. The Malkajgiri Municipal Corporation will include the Malkajgiri, Uppal, and L.B. Nagar zones. The remaining six zones—Shamshabad, Rajendernagar, Charminar, Golconda, Khairatabad, and Secunderabad—will continue under GHMC.
Each of the two newly created corporations will cater to an estimated population of around 35 lakh, while the GHMC will serve approximately 70 lakh residents. The restructuring is expected to bring governance closer to citizens, enhance administrative efficiency, and improve the delivery of civic services.
Notably, the GO announcing the split was issued on a day when polling was underway for municipal elections in seven corporations and 116 municipalities across the state. Elections for GHMC, the two new corporations, and a few other urban local bodies are likely to be held during April–May, setting the stage for a new phase in urban administration in Telangana.
